DOJ to file charges vs. suspect Kelly in Que-Pabillo kidnap-slay case

After the preliminary investigation by the National Prosecution Service, the DOJ issued a resolution directing the filing of two counts of kidnapping for ransom with homicide against Kelly. The Department of Justice has found enough evidence to file charges against Gong Wen Li, alias Kelly, in connection with the abduction and killing of businessman Anson Que and his driver Armanie Pabillo. After the preliminary investigation by the National Prosecution Service, the DOJ issued a resolution directing the filing of two counts of kidnapping for ransom with homicide against Kelly. Anson Que's son, Alvin, was cleared due to insufficient evidence linking him to the case. The resolution has also recommended that the respondents, Yuan Haohua, Yuan Fanquiang, and Lee Hsiao Ting be referred to the PNP-Anti-Cybercrime Group for case build-up for violation of the Anti-- Financial Account Scamming Act. Another suspected mastermind, David Tan Liao, and two others have already been charged in court for kidnapping for ransom with homicide in connection with the Que and Pabillo abduction and killings after their arrest. Prosecutor General Richard Fadullon said the information against Kelly is expected to be filed within the week. The DOJ said the resolution was not a determination of guilt but a directive to proceed to trial based on the sufficiency of evidence presented during the investigation. The respondents will be afforded their full right to due process, and their constitutional rights will be safeguarded throughout the judicial proceedings. "As stewards of justice, we are bound not by pressure or presumption, but by evidence, law, and the enduring principles of fairness and due process," Justice Secretary Jesus Crispin Remulla said. "The public can be assured that this case, as with all cases, is being handled to the utmost level of objectivity and accountability," he added. –NB, GMA Integrated News
