‘COVID Legacy Powers Safety'

TDT | Manama Bahrain's handling of the COVID-19 pandemic has laid the foundation for a far-reaching transformation in civil protection and crisis governance, according to a senior lawmaker. MP Dr. Maryam Al-Dhaen said the Kingdom's pandemic response had demonstrated how trust, innovation, and citizen participation could be channelled into a long-term national safety strategy. That experience, she noted, has now evolved into an integrated civil defence model focused on readiness, technology, and shared responsibility. She pointed to current efforts that embed digital tools into emergency response frameworks, while simultaneously empowering society at large to play a greater role in public safety. Smart tools, safer citizens One of the most visible changes is the rollout of the 'BeAware Bahrain' mobile application, which offers users real-time alerts, safety guidance, and interactive support in emergency scenarios. Dr. Al-Dhaen described the app as a key part of Bahrain's shift from reactive crisis response to proactive community protection. Complementing the app is the National Civil Protection Platform, an institutional framework designed to unify state and community efforts under a common strategy. The platform, she said, reinforces Bahrain's advanced security culture and promotes an environment of resilience and awareness. Shared responsibility The government's civil protection efforts also include expanding the scope of preparedness across different sectors. Dr. Al-Dhaen highlighted the recent civil defence training sessions conducted for Members of Parliament, calling it a clear sign that the responsibility for public safety is being shared across institutions. 'The concept of safety in Bahrain has become a shared responsibility between state institutions and society,' she said, noting that awareness campaigns and simulations have now reached multiple levels of government and civil society. Leadership and coordination Dr. Al-Dhaen credited His Majesty King Hamad bin Isa Al Khalifa for leading a crisis governance model that prioritises regional stability and domestic readiness. She also praised the active role of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, in monitoring emergency procedures and enhancing national preparedness. She further commended the Civil Defence Council, chaired by His Excellency Lieutenant General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior, for its role in strengthening preventive measures and coordination across agencies. In closing, Dr. Al-Dhaen said Bahrain's civil protection system today reflects the lessons of its pandemic response, turning past challenges into future safeguards.

Al-Dhaen commended the advanced measures taken by the esteemed government, headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, to enhance the level of preparedness and readiness to confront any emergency. She emphasized that His Royal Highness's recent visit to the Operations Room at the Prime Minister's Office and his close follow-up of the procedures and measures taken reflect the leadership's commitment to enhancing security and public safety in light of regional developments. She pointed out that government measures were not spur-of-the-moment, but were preceded by pioneering efforts and initiatives, most notably the launch of the National Civil Protection Platform, a unique project that reflects an advanced security culture combining all institutional and community efforts to create a safe environment and improve the quality of life for all. She also highlighted the "Aware Society" application, which includes unique services and features that enhance individuals' ability to respond and interact with various developments and constitute an advanced awareness and interactive tool in the field of community protection. Al Dhaen added that the Civil Defense Council, chaired by His Excellency Lieutenant General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior, plays a pivotal role in strengthening preventive measures, raising the level of preparedness to confront potential risks, and increasing safety rates for all citizens and residents. She also commended the ongoing awareness and training campaigns implemented by Civil Defense across various institutions and agencies, which also included training for members of the Council of Representatives. This confirms that the concept of safety in Bahrain has become a shared responsibility between state institutions and society. Al Dhaen concluded her statement by emphasizing that the Kingdom of Bahrain represents an advanced model in crisis management governance, as clearly demonstrated during the COVID-19 pandemic. She emphasized the existence of firm confidence in its ability to confront challenges, achieve stability, and protect the gains achieved under the comprehensive development process.

The Civil Defense has announced that a test of emergency sirens will take place across Bahrain tomorrow 17th June (Tuesday) at 9:00 AM. This is just a routine test to make sure the sirens are working properly and can be heard by as many people as possible. There is no need to worry. Major Hamad Sabah Al-Sowa'ar, head of Crisis and Disaster Management, explained that this drill is part of the government's plan to stay ready for any emergency. He said the Ministry of Interior is working closely with the public to help everyone respond calmly and safely in case of real emergencies. The siren will sound twice: The first siren is a warning to go indoors and stay away from open areas. Wait for an official update. The second siren means everything is safe again. Major Al-Sowa'ar encouraged everyone to learn how to respond when they hear a siren. Helpful tips and instructions are available on the National Civil Protection Platform online. This test is part of Bahrain's efforts to stay prepared and keep everyone safe.

New Civil Defence Centre Inaugurated in Riffa

His Excellency General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Civil Defence Council, officially inaugurated the new Civil Defence Centre in the Riffa area this morning. The Minister was received by Chief of Public Security Lieutenant-General Tariq bin Hassan Al Hassan, Southern Governor His Highness Shaikh Khalifa bin Ali Al Khalifa, and Undersecretary of the Ministry of Interior Shaikh Nasser bin Abdulrahman Al Khalifa. Honouring Leadership's Vision for Safety Upon arrival, the Interior Minister unveiled a commemorative plaque, marking the official opening of the facility. He praised the continuous support of His Majesty King Hamad bin Isa Al Khalifa and the follow-up by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister, in advancing the Ministry's development strategy. The Minister emphasized that the new initiatives and integrated safety programs are part of a modern security framework designed to protect the public and enhance national preparedness. Commitment to Excellence and Readiness Minister Rashid bin Abdullah Al Khalifa commended the Civil Defence teams for their professionalism, field expertise, and dedication in responding to emergencies. He noted that their courage and commitment play a critical role in safeguarding lives and property. He also stressed the importance of equipping Civil Defence centres with the necessary manpower, machinery, and technology to ensure swift and accurate emergency response operations. The Minister underlined the significance of adhering to safety regulations and maintaining high operational standards. Public Awareness as a Pillar of Safety Highlighting the role of education and community outreach, the Minister noted that modern technology and awareness programs are essential to building a security-conscious society. He referred to the launch of the National Civil Protection Platform in November 2023 as a key national initiative to enhance disaster preparedness and public safety. Centre Equipped for Growing Urban Needs During the visit, the Minister received a detailed briefing about the capabilities of the new centre, which is designed to provide rapid and effective emergency response in light of Riffa's expanding residential, commercial, and service infrastructure. The briefing highlighted the government's 2023–2026 action plan, which prioritizes ongoing readiness for exceptional circumstances and disasters. The Ministry of Interior is committed to achieving a secure environment by reducing emergency response times and improving crisis management strategies. Notably, the new centre aims to bring emergency response time down to just 6 minutes. Modern Facilities and National Coordination Officials from the Works Directorate and the National Ambulance Service also provided briefings on the centre's facilities. The Minister toured the new premises, including the operations room, emergency vehicles area, and the national ambulance coordination unit. He concluded the visit by reaffirming the ministry's commitment to continued efforts and fast response protocols to ensure the safety and well-being of both citizens and residents across the Kingdom.
