‘Teen takeover' event in downtown Naperville Saturday attracted 150 people, resulted in 5 arrests, police say

After Naperville police allegedly found a 14-year-old carrying a loaded, semiautomatic pistol at a downtown 'teen takeover' event last weekend, authorities are urging safety and, again, stressed they have zero tolerance for illicit behavior. 'While we encourage everyone to exercise their first amendment right and we encourage everyone to enjoy what the downtown provides, we need everyone to do that lawfully,' Naperville police Cmdr. Rick Krakow said. 'There's going to be zero tolerance for any sort of criminal behavior, from trespassing to disorderly conduct to fighting.' Since May 1, there have been seven planned teen takeover events in Naperville, each with varying degrees of participation, Krakow said. The latest, held Saturday, resulted in five arrests, including that of the 14-year-old, who was charged with one count of unlawful possession of a weapon, authorities said. Charges in other arrests included disorderly conduct and battery, Krakow said, adding that he had no reports of injuries from the incidents. Police estimated about 150 people were involved with Saturday's takeover. Asked when the gathering took place, Krakow couldn't give an exact time but said that 'when the sun starts to go down, the activity tends to ramp up.' Police were aware of the gathering ahead of time as it had been advertised on social media and assigned eight to 10 officers to be there, he said. There also were a few school resource officers patrolling the downtown as part of their normal assignment when schools aren't in session, Krakow said. Even prior to the takeover, downtown Naperville was abuzz with activity. At the Naperville Municipal Center, a few thousand demonstrators gathered for a 'No Kings' rally while Naperville's fourth annual Juneteenth celebration took place over at Rotary Hill. And along Jackson Avenue, there was a classic car show. Despite the activity, staffing the events 'was not an issue,' Krakow said. 'Staffing those events, especially all in one day, can be difficult,' he said. 'But the men and women of the Naperville Police Department are dedicated and committed to the safety of everyone downtown or any area where there's going to be large gatherings.' In the wake of Saturday's takeover, Naperville Mayor Scott Wehrli wrote on X, formerly known as Twitter, that the 14-year-old's arrest on firearm-related charges was a 'wake-up call' and 'reminder that safety isn't something that we can take for granted.' 'Our kids need us,' he wrote. 'They need mentors, guidance, support, and, sometimes, someone to step in before things go too far. We can't afford to look the other way. If you see a young person struggling, reach out. If something feels wrong, report it.' Speaking to the incident, Krakow addressed parents and guardians, urging them to 'know where and what your teenager is participating in.' Naperville police previously emphasized zero tolerance for unlawfulness after two takeover events took place the weekend of May 17-18, leading to the issuance of numerous citations and two arrests. There were similar incidents in 2023, including one in which police had to be dispatched downtown to break up a group of about 150. Such gatherings are not unique to Naperville. Takeovers have become commonplace in Chicago's downtown neighborhoods over the past few years.

Marcus Carroll, 30, of Calumet City, was pulled over on a traffic stop about 2 a.m. Saturday at Aurora Avenue and South Route 59 after police spotted a handgun inside his car while it had been parked, a news release from the DuPage County State's Attorney's Office and Naperville Police Department said. Officers recovered the Glock 43 9mm gun with a 50-round drum magazine they'd initially seen on the floorboard behind the front passenger seat. The weapon had been moved to beneath the driver's seat, where it was 'uncased, loaded and immediately accessible,' the release said. During a search of the vehicle, police also found a backpack containing a Glock 23 .40-caliber gun with a switch rendering it fully automatic, a Springfield Hellcat 9mm gun and a Glock 19 9mm gun. All four weapons were loaded with one round in the chamber, the release said. Carroll was charged with one count each of unlawful possession of a weapon by a repeat felony offender, a class X felony, and unlawful possession of a weapon by a felon, a class 2 felony. DuPage County Associate Judge Christine Cody granted the prosecution's motion that Carroll be held at the county jail pending trial, the release said. His next court appearance is scheduled for June 23. 'With a history of multiple felony convictions, including armed robbery with a firearm and vehicular hijacking, Mr. Carroll is legally prohibited from possessing a firearm,' State's Attorney Robert Berlin said in a statement. 'The allegation that he was in possession of four loaded weapons, one with a 50-round drum and another that had been modified to allow it to fire fully automatic, are extremely troubling,' he said.

What we know Marcus Carroll, 30, of Calumet City, appeared in court last weekend on one count of unlawful possession of a weapon by a repeat felony offender, a Class X felony, and one count of unlawful possession of a weapon by a felon, a Class 2 felony, according to the DuPage County State's Attorney's Office. The charges stem from a traffic stop shortly after 2 a.m. on May 24, when police say they observed Carroll's vehicle commit multiple traffic violations. During a search of the vehicle, officers allegedly found a loaded Glock 43 under the driver's seat, which was "immediately accessible," prosecutors said. A partially unzipped backpack on the back seat contained three more loaded firearms: a Glock 23 modified to fire fully automatic, a Springfield Hellcat 9mm, and a Glock 19 9mm. Park district lands grant for garden lot permeable pavers Naperville Park District will use a $785,308 grant to install a permeable paver parking lot at the Ron Ory Community Garden Plots. The Illinois Environmental Protection Agency awarded the grant through its 'Green Infrastructure Grant Opportunities' initiative, which helps fund green infrastructure projects, a news release said. The district's multiyear plan calls for the replacement of existing lot at 811 S. West St. with a permeable paver lot. Such pavers allow stormwater to be gradually filtered to the lot's subbase, reducing flooding in the watershed and along the West Branch of the DuPage River, the release said. People use the lot while tending to the community garden plots or using the athletic fields at Knoch Park. The district also received $60,000 from DuPage County for the project, officials said. Naperville students receive corporate Merit Scholarships Two Naperville residents have been awarded scholarships as part of the 70th annual National Merit Scholarship Program. Helen H. Liang, a Naperville Central High School student who plans to study law, is the recipient of the National Merit Pfizer Inc. scholarship. Kavita A. Rajan, a student at Neuqua Valley High School in Naperville and plans to study environmental engineering, received the National Merit McGraw Hill LLC scholarship. This is the first round of National Merit Scholarship Corp. winners to be announced. The local students are among about 830 to have received a corporate-sponsored scholarship financed by 124 corporations, company foundations and other business organizations, a release said. Recipients can use the awards at any regionally accredited college or university in the nation. Most are renewable for up to four years of undergraduate study. Registration starts Wednesday for park summer programs Naperville Park District's summer program guide is now available on its website, with registration for residents to begin Wednesday. The guide showcases all the programs and events being offered by the district this summer, including camps, trips and special events like Concerts in Your Park, fireworks shows and outdoor movie nights. New programs added for summer include Code Ninjas programs, local and regional trips, a Cooking for One class, and Real-World Safety and Self-Defense workshops, officials said. Registration for residents starts at 8:30 a.m. Monday, April 28, and for nonresidents at 8:30 a.m. Thursday, May 1. Fall soccer registration will begin at noon Tuesday, May 6, for the girls league and noon Wednesday, May 7, for the boys league. For more information, go to Applications due May 21 for Naperville Police Youth Academy Naperville teens interested in learning about the Naperville Police Department can apply to participate in a free six-week Youth Academy. The academy will be held from 6 to 8 p.m. Thursdays from May 29 to July 10 at the Naperville Police Department, a news release said. There will be no classes Thursday, July 3. Applications are being accepted through May 21, with spots filled on a first-come, first-served basis. Participants must be Naperville high school students or entering a Naperville high school in the fall and be in good standing with no criminal contacts, the release said. Parental permission is required, and students must have transportation to the police department. The academy will cover a variety of topics, including police patrols, use of canines, investigations and forensics, the release said. Classes will consist of discussions and hands-on demonstrations.
