Comelec lifts proclamation suspension vs. Manila councilor
The Commission on Elections (Comelec) en banc on Wednesday lifted the suspension on the proclamation of Darwin Sia, who won a seat in the Sangguniang Panlungsod of the second district of Manila in the 2025 national and local elections (NLE). According to a ruling dated June 18, this is in compliance with a temporary restraining order (TRO) the Supreme Court (SC) issued against the Comelec decision in May. 'In compliance with the TRO issued by the SC on 22 May 2025 enjoining the Commission on Elections from implementing the Resolution of the Commission (Second Division) and the Commission (En Banc) in SPA No. 24-263 (DC) promulgated on 21 March 2025 and 05 May 2025, respectively, the Order of the Commission (En Banc) dated 12 May 2025 insofar as the Respondent Darwin B. Sia is concerned, is hereby lifted, effective immediately,' the ruling reads. 'The City Board of Canvassers of the 2nd District of Manila, are hereby directed to reconvene within five days from the receipt of this Order for the purpose of proceeding with the proclamation of Respondent as a winning candidate for the position of Member, Sangguniang Panglungsod in the 2nd District of the City of Manila,' it added. Sia was disqualified for material misrepresentation when he filed his candidacy despite being convicted of electricity pilferage, which, according to the Comelec, constitutes moral turpitude. Under the Omnibus Election Code, an individual is disqualified to be a candidate for an elective position and to hold any office if such a person has been sentenced by a final judgment for a crime involving moral turpitude. The Comelec en banc upheld the decision to cancel his COC earlier this month. Comelec deletes Eleksyon 2025 files
The Commission on Elections (Comele) on Tuesday deleted the data files containing the ballot faces used in the recent 2025 national and local elections (NLE) on its database. Commissioner Rey Bulay, commissioner-in-charge for the Committee on Ballot Printing, led the deletion of the data in the servers of the National Printing Office (NPO) in Quezon City. 'Today, tinatapos na natin ng huling procedure ng ating printing process. Ang tawag dito ay deletion ng files,' Bulay told reporters. (We are concluding today the last procedure for the printing process for the 2025 NLE. This is the file deletion.) 'Lahat ng soft copies ng ballot faces, bawat mukha ng papel na in-isssue namin tulad ng official ballots, VIS, ginamit sa final testing and sealing, mga reprints, ay ine-erase natin sa database servers ng Comelec para zero lahat at di magagamit,' he said. (We will delete all the soft copies of the ballot faces and the papers we issued, such as the official ballots, VIS, final testing and sealing, and reprints.) The process is part of the Comelec's transparency measures and is in compliance with the Data Protection Act, he added. 'Bilang pagsunod, ang Commision en banc ay nag-approve ng prosesong ito noong May in accordance with the Data Protection Act. Ito ang aming pagsunod at pag-comply,' said Bulay. The Comelec deputized the NPO in January, allowing the use of the latter's four printing machines and two machines procured by Miru Systems Inc. to ensure the "proper, satisfactory, and timely" completion of the reprinting of the official ballots for the elections. Comelec starts destruction of rejected Eleksyon 2025 ballots
The Commission on Elections (Comelec) on Friday started the destruction of 6.7 million unused official ballots and accountable forms printed for the conduct of the 2025 national and local elections (NLE). Commissioner Rey Bulay, commissioner-in-charge for the Committee on Ballot Printing, led the disposal of the rejected ballots at the National Printing Office in Quezon City . Comelec personnel will be tearing the rejected ballots before their transport to a disposal facility in Pampanga for direct melting. The process is expected to last for ten days. 'Ito ang pagpapatunay ng inyong commission…ng accountability, security, at transparency nitong election. Mula sa procurement ng printer, papel, pag-iimprenta, saksi kayong lahat,' said Bulay. 'Wala kaming itinagong proseso sa inyo. Mula doon hanggang ideploy ang mga balota at ngayon hanggang sunugin natin ang mga hindi valid na ballots para hindi magamit hanggang kailan,' he said. Meanwhile, the number of invalid ballots increased from 3 million to 6.7 million for the 2025 polls, said Bulay. These included those with tear or smudges. Mas maraming printing, mas maraming error, tapos may temporary restraining order pa tayo,' he added. (The number of rejected ballots doubled this year.
