MoC inked to fund employment programme
MUSCAT: The Ministry of Labour (MoL) on Wednesday signed a memorandum of cooperation (MoC) with 'Security and Safety Services Corporation' to the tune of RO 1,207,300 to provide employment-linked training for 923 Omani job-seekers. The MoC was signed by Sayyid Salim bin Musallam al Busaidy, Under-Secretary of the Ministry of Labour for Human Resources Development, and Said bin Sulaiman al Asmi, CEO of Security and Safety Services Corporation. The MoC explores suitable job vacancies for the job-seekers, identify necessary skills, supervise the performance of the trainees, check their dedication to quality standards and assess the extent to which they gain insights from the training programme. The MoC stipulates the preparation of periodic reports to measure the success of the project, monitor common challenges and propose development plans. It provides training for Omani job-seekers in the field of fisheries-related security, safety and control, and equipping them with the skills necessary to perform their job duties. — ONA

New partnership to enhance vocational education, training in Laos

VIENTIANE: Young people from ethnic communities and families of Lao Front for National Development's (LFND) staff will have greater access to free vocational and language education under new cooperation agreements aimed at strengthening human resources and promoting inclusive development. The Memorandum of Cooperation (MoC) between the Research and Training Centre of the Central (LFND) and the Lao School of Business and Commerce (LSBC) and the Ethnic Technical and Vocational College was signed in Vientiane last week. The agreements outline long-term collaboration in scholarship provision, curriculum development, and skills training. Under the MoC with LSBC, the school will offer 95 full scholarships each year for a Higher Diploma in Business Administration. Of these, five are reserved for children of LFND central staff, while 90 are allocated to Grade 7 students from Vientiane and 17 provinces. LSBC will waive tuition fees for all recipients during the three-year programme. The school will also grant 100 percent tuition-free English language training to LFND employees and a 50 percent fee reduction for their spouses and children. It will provide six-monthly and annual reports to the LFND on student performance and academic progress. Meanwhile, the cooperation with the Ethnic Technical and Vocational College targets ethnic high school graduates, offering scholarships in Chinese-language higher education programmes. The college will award three scholarships per year for the first five years and six per year for the following 12 years, all with full tuition exemptions. To support this initiative, the LFND will assist in developing the college's campus in Viengkeo village, Xaythany district, coordinate with relevant authorities, and contribute political education content to the curriculum. Two LFND staff will be assigned to the college, and scholarship recipients' progress will be monitored regularly. Both colleges will work with the LFND to introduce short-term training courses in English, Chinese, Japanese, and Korean for staff, students, and the public. They also plan to carry out joint research to improve educational quality and better align with labour market needs. The MoC with LSBC is valid from 2025 to 2030, while the agreement with the Ethnic Technical and Vocational College will run from 2025 to 2040. Japan, Malaysia to co-develop sustainable space ecosystem
KUALA LUMPUR: Japan and Malaysia are poised to co-create a sustainable and commercially viable space ecosystem, aiming to address key societal challenges in both countries while jointly working toward a better future. Nakamura Takehiro, director of Bangkok office, Japan Aerospace Exploration Agency (JAXA), said this shared ambition builds on decades of collaboration between JAXA and the Malaysian Space Agency (MYSA), most recently reinforced by a memorandum of cooperation (MoC) in 2023. "JAXA is proud to contribute to this shared vision by advancing research and applications of space-based data, supporting satellite development capabilities, and providing technical expertise and cooperation to bolster national space ecosystems. "This includes active support for long-term national strategies such as Malaysia Space Exploration 2030 (MSE2030). Under this policy, Malaysia aims to position its space sector as a key driver of competitiveness, sovereignty, and national well-being," he said in a statement. The MSE2030 policy is designed to reduce costs, improve service delivery, and drive innovation across sectors including agriculture, manufacturing, construction, environmental management, and mining, leveraging space technology to support national development. "The signing of the MoC between JAXA and MYSA marks a significant step forward in supporting implementation and affirms the deepening of bilateral cooperation between Japan and Malaysia through space activities," he said. Takehiro also highlighted the strong potential of the bilateral partnership, showcased during the Technomart Malaysia-Japan: Space Tech Collaboration event held at the Malaysia Pavilion during Expo 2025 Osaka on May 15, 2025. Technomart was more than just a showcase of capabilities—it was a strategic platform designed to promote tangible business outcomes across a broad range of sectors. These included technologies, products, services, and solutions in satellite-based Earth observation aimed at addressing social challenges; the development and manufacturing of small satellites; rocket launch services and launch site infrastructure for satellite deployment; and emerging ventures in lunar exploration. "As Malaysia continues to invest in its industrial base and develop future-ready talent, and as Japan ventures to pursue deeper international partnerships, both countries are well-positioned to lead the next wave of space innovation, by addressing regional social challenges based on cooperation, technology, and trust, working together toward a future of shared prosperity," added Takehiro.
