Deputy Governor of northern Luang Prabang province, Bounleua Sinxayvoravong told local media recently that the core of the plan is a sweeping improvement of tourism infrastructure and services designed to meet the expectations of both domestic and international travellers. From upgraded hotels and guesthouses to enhanced logistics and hospitality standards, the initiative seeks to boost visitor satisfaction, encourage longer stays and drive repeat visits to the internationally acclaimed town. The Laos-China Railway, which runs through the province, will be leveraged as a key transport route to drive the logistics and tourism industry. Bounleua stated that the province will promote investment in tourism-related businesses and develop new attractions to expand choices for visitors and enhance their overall experience. 'A key component of the plan is the development of Ngoy township, a popular destination, into a model of eco-tourism that celebrates natural beauty while also promoting environmental conservation.' 'In addition, Luang Prabang International Airport will be upgraded to meet global standards, enabling better access to neighbouring countries such as China and Vietnam, as well as key markets with potential like Japan and the Republic of Korea,' Bounleua said. The airport is set for a major upgrade under a public-private partnership. The Ministry of Public Works and Transport recently received prequalification documents from eight companies interested in bidding for the upgrade project designed as one of the key boosters to drive toruism in the region. Another feature of the plan includes establishing a new transport link with Dien Bien province in neighbouring Vietnam, which will help boost cross-border travel and strengthen the tourism network across northern Laos, Bounleua added. Recognised as a Unesco World Heritage Site since 1995, Luang Prabang is famed for its blend of traditional Lao architecture, French colonial charm, ancient temples and scenic beauty along the Mekong River. The town has long been the cultural and spiritual heart of Laos, attracting millions of visitors with its tranquil atmosphere and rich heritage. The Ministry of Public Works and Transport, announced that under the directives of Minister Fayez Rasamny, the Directorate General of Civil Aviation has successfully resolved the issue of Lebanese nationals stranded in Sharm El Sheikh. Four special flights began arriving at Beirut–Rafic Hariri International Airport starting at 9:00 am, 16 June, and are expected to be completed by 10:30 p.m., repatriating a total of 650 Lebanese citizens. The operation was carried out in coordination with travel agency Travel Book & Tripleseven Aviation, which covered the cost of the aircraft and logistics, ensuring a swift and smooth return. For Lebanese stranded in Antalya and Adana, Turkey, the Ministry arranged a charter flight via Middle East Airlines (MEA) in collaboration with Nakhal Travel, scheduled to depart at 5:00 pm. As for those stuck in Iraq and Iran, efforts are underway to coordinate departures via Basra Airport, the only operational route, with regional airline partners. The Ministry stressed that it continues to monitor the situation closely, in constant coordination with relevant authorities, to ensure the safety and timely return of all Lebanese citizens abroad.

The airspace was reopened at 10 a.m. (0700 GMT) on Saturday.

THAKHAEK, KHAMMUAN PROVINCE: Local communities here are set to benefit from a major infrastructure development under the Improvement of National Road No. 12 project, backed by financial support from Thailand's Neighbouring Countries Economic Development Cooperation Agency (NEDA). An agreement on the project was signed on Thursday (May 22) between a representative from the Department of Roads under Laos' Ministry of Public Works and Transport and two construction joint venture companies. The contract 01 was signed between Vongphet Vongphachan, Project Manager from the Department of Roads, Ministry of Public Works and Transport and Pannee Worakij Construction and Transport Company Limited, in joint venture with Manyxup Development Construction and Trading Import-Export Sole Co., Ltd., represented by Patarachai Banchawattana, Managing Director of Pannee Worakij Construction and Transport Company Limited. In addition, the contract 02 was signed between Santi Phiuvanna, Project Manager from the Department of Road, Ministry of Public works and Transport and Vivat Construction Co., Ltd., in joint venture with PA Construction Sole Co..,Ltd represented by Wirat Konglikit, Managing Director of VIVAT Construction Co., Ltd. The signing ceremony was attended by the Minister of Public Works and Transport Ngampasong Muongmany, the Governor of Khammuan province, Vanxay Fongsavanh, the Thai Ambassador to Laos, NEDA representatives and senior officer from the Lao Ministry of Public Works and Transport. The project will upgrade a section of National Road No. 12 from Thakhaek to the Na Phao control facilities, a key segment connecting Laos with Thailand and forming part of a vital east-west economic corridor through northern Laos. The upgrade will enhance regional trade and transport links with Vietnam, China, and Thailand and spans a total length of 143.508 kilometres, including expansion of the Thakhaek bypass road over a distance of 3.964 km. In addition, a parking facility will be built at the Road No. 1E intersection in Yommalath district, border checkpoint facilities at Na Phao will be expanded, including offices, a truck weighing station and public utility systems, along with the upgrade of access roads to tourist attractions along the corridor. According to Vongphet Vongphachan, Project Manager Contract 1, the initiative is a strategic move to improve transport connectivity and promote economic integration in the Greater Mekong Subregion (GMS). Construction is divided into two major contracts: Contract 1: Thakhaek to the Yommalath Junction (61.5 km) and Contract 2: Yommalath junction to Na Phao control facilities (86 km). The National Road No. 12 Improvement Project is part of the Lao government's 2021-2025 five-year development plan and the 2019-2023 Lao-Thai transport cooperation programme, as outlined in a Memorandum of Cooperation signed in December 2018. The initiative is also part of the 2022-2024 strategic assistance plan between Laos and Thailand. While the feasibility studies and detailed designs were funded through grants from the Thai government, construction will be financed through a low-interest loan from NEDA, in accordance with Financial Assistance Agreement No. LFA 022-2024, signed on May 30, 2024. The upgraded road will meet Asean Highway Class 2-3 standards, with a design speed of 80 km/hour, road widths of 9-10 metres in suburban areas and 12 metres in residential zones, as well as enhanced structural capacity to accommodate heavy truck traffic. Traffic studies have shown a dramatic increase in road use, from 21,232 private vehicles per day in 2022 to 43,758 per day in 2024, highlighting the urgent need for infrastructure improvements. The project is expected to significantly benefit local residents through improved access and mobility; farmers and traders via better logistics; and tourism and businesses, due to enhanced infrastructure and connectivity. The regional economy will also benefit by reinforcing Laos' role as a key land link within the GMS. This initiative marks another step forward in strengthening cross-border cooperation and positioning Laos as a transportation hub for mainland South-East Asia. - Vientiane Times/ANN

By Vijian Paramasivam PHNOM PENH, April 29 (Bernama) -- Cambodia's automotive industry received a major boost on Monday (April 28) with the groundbreaking of an assembly plant by BYD Auto Co. Ltd., China's largest electric vehicle (EV) manufacturer. Located in the coastal Sihanoukville Special Economic Zone, the plant will have the capacity to assemble about 10,000 vehicles annually when operations begin at the end of this year, reported Fresh News. bootstrap slideshow There are plans to produce fully EV and hybrid models that use both gasoline and electricity. 'It will definitely support Cambodia to increase the use of EVs as indicated in our EV policy and is a positive move,' Deputy Director-General, General Department of Land Transport under the Ministry of Public Works and Transport Kong Sophal told Bernama. 'Build Your Dreams' or BYD in short, established in 1994, is a world leader in electric and plug-in hybrid vehicles and is a Fortune Global 500 company, according to its corporate website. Hiring about 100,000 engineers and technicians across 11 research institutions, BYD has the largest research and development team globally. The new plant is expected to create jobs for Cambodians and propel the EV passenger vehicle segment, as the government is also moving towards a greener transportation network. According to the Ministry of Public Works and Transport, 2,253 new electric personal vehicles were registered last year.
