MMRDA to levy daily fines on contractors for labour shortage

Mumbai: With four metro rail projects scheduled to be commissioned by the end of 2025, the Mumbai Metropolitan Region Development Authority (MMRDA) on Wednesday introduced a new penalty policy, whereby contractors will be fined ₹1-2 lakh per day for shortage of manpower at worksites. 'We have appointed dedicated team leaders for each metro package, which has made a measurable difference in site progress. This new policy is the next logical step,' said Sanjay Mukherjee, metropolitan commissioner, MMRDA. 'We have observed that currently, most infrastructure and metro rail projects have 40-60% of the sanctioned labour force working. So we have framed this penalty policy,' an MMRDA official told Hindustan Times. Effective immediately, the new policy would be applicable for all MMRDA worksites, though priority would be given to Metro rail corridors, especially lines 9, 4, 4A and 2B which are slated to be commissioned by year-end. A 25-50% shortfall in manpower will attract a penalty of ₹1 lakh per day while a shortfall above 50% will attract ₹2 lakh per day as penalty, an MMRDA official told Hindustan Times. 'No prior notice or exceptions would be made and delivery timelines would be non-negotiable,' the official said. Fines for shortage of manpower would be levied in addition to fines for missed deadlines, the official clarified. All ongoing metro projects have been assigned to senior officials who will be responsible for monitoring them and ensuring their timely completion, said sources in the planning authority. Designated officials will conduct periodic site audits and manpower reviews to identify any labour shortfall, besides scrutinising reports submitted by general consultants overseeing the projects, they said. Labour shortage was a major problem during the Covid-19 pandemic, which affected construction work for the metro 2A and metro 7 corridors, said MMRDA officials. 'Recently, there was a shortage of workers for Metro 2B, for which fines were levied. Metro corridors 9, 7A, 5 and 4 too have labour shortage problems, especially during the summer when workers return to their hometowns. Contractors will have to find ways to manage such situations,' said a senior MMRDA official. But contractors were sceptical about the new policy. 'With infrastructure works including metro rail corridors being built across the country, there is no doubt that there is a shortage of workers in the market,' a contractor with several projects in the Mumbai metropolitan region told Hindustan Times. 'Besides, workers go home during the festival seasons, which further delays work. These factors need to be considered rather than simply levying fines.' The MMRDA has, in the past, levied penalties worth ₹1.29 crore on contractors for delays in civil works, roofing and structural works for the metro 2B corridor. In 2024, penalties worth ₹2.75 crore were levied for leakages in metro projects, missed deadlines and accidents on site.

MUMBAI: Godrej Enterprises, which has a large campus at Vikhroli East, has asked MMRDA to give it a dedicated access point from the Metro 4 railway which is expected to be completed by 2026. The company wants connectivity to this commercial campus near its hillside residential colony. Metro 4 connects Wadala with Kasarvadavali, and Metro 4A will further connect Kasarvadavali to Gaimukh. Metro 4 is almost 80 per cent complete and passes via Lal Bahadur Shastri Marg where the commercial-residential complex is. The complex also has its own dedicated subway which passes under the Central Railway corridor. 'The proposal of dedicated ingress and egress from the station on Metro Line 4 into the Godrej campus will significantly enhance daily connectivity for thousands of our workforce and enable smoother access for over 15 national and multinational companies operating within the campus,' said a Godrej Enterprise spokesperson. Godrej Enterprise sources said that MMRDA's policy on direct metro station connectivity to adjoining properties along the alignment would facilitate the adoption of technically feasible and sustainable urban planning solutions. 'The Metro integration policy of MMRDA is a great initiative and will help multiple companies, retail malls, and commercial districts along the metro alignment to thrive with ease in connectivity and commute,' said a source. 'This policy promotes sustainable urban growth by encouraging the use of public transport and reducing urban sprawl.' MMRDA commissioner Sanjay Mukherjee said that the conceptual plan had been approved subject to a deposition of ₹10 crore and 6% supervision charges. Mukherjee said the charges had not yet been deposited and the detailed design and drawings not yet submitted for MMRDA's approval. Last year, Bharat Diamond Bourse (BDB) in BKC had demanded direct connectivity from Metro 2B to its complex. The Metro 2B will run from D N Nagar and Mandale (off the Sion-Panvel road) when it is inaugurated. MMRDA had accepted the demand. With this, the bourse will be connected to the bullet train terminal at BKC, as Metro 2B and the bullet train terminal are also connected. However, BDB vice-president Mehul Shah said that MMRDA had asked for ₹10 crore for this, which they wanted waived. Spread over a 20-acre plot, BDB is home to around 2,500 small and large diamond traders' offices. Mantralaya and Vidhan Bhavan complex will also get exclusive access from the Metro 3 line connecting SEEPZ and Aarey.

MUMBAI: The ₹630-crore flyover offering a quick zip from C D Barfiwala Lane to the Juhu-Versova Link Road, gliding over Juhu Circle, is a bridge that fits right in with the BMC's grand plan of connecting the high-speed corridors of the Mumbai Coastal Road. Local residents, however, argue that the flyover's approach roads will create bottlenecks for those traversing the roads below. A long time in the making, the Juhu Circle flyover has gone through many changes of plan. First floated in 2016 to reduce congestion at Juhu Circle, the flyover was meant to go along the pillars of the Metro 2B line at a lower level. But this was scrapped as it was found to be clunky and difficult. After the next route—through Airports Authority of India land—was also abandoned in 2023 on account of height restrictions, the civic body went back to the original plan of going parallel with Metro 2B. One entry point of the flyover will now begin after Barfiwala Bridge ends near Juhu Galli, and the other one will be on the Juhu-Versova Link Road. Milaan Vigraham, a resident of the area, said that the roads where the flyover was being built were three-lane roads, with a few encroachments on C D Barfiwala Lane. 'Once the flyover is in the thick of construction, it will occupy two of them, leaving a measly one lane at the approaches for everyone who wants to go anywhere else at the junction,' he said. 'The flyover is only catering to those who want to go from Juhu to Andheri West and WEH, but the junction meets vehicles travelling from Gulmohar Road, NS Road Number 10, and CES Marg. They will all still have to wait for the two signals and also have the flyover's pillars to contend with.' Vigraham also raised the concern that some trees along the Juhu-Versova Link Road would have to be axed to make space. Along with architects and urban planners Alan Abraham and Nitin Killawala, the bunch tried to appeal to the BMC to choose an alternative when the work on the bridge was beginning in September-October 2024. 'Why doesn't the BMC work on reducing the signal time first, which would improve the congestion at the junction?' asked Vigraham. Abraham pointed out that the BMC needed to concentrate on the other roads earmarked in the Development Plan 2034, which will add alternatives to the traffic flocking to the circle. Due to scant support from the area's residents, however, their fight fizzled out. Mahindra Chawla, an architect who uses the road frequently and was part of a campaign that argued for the bridge, said the Juhu Circle junction was terrible. 'The signals there are too long, and then they open for too short a time,' he said. 'Bottlenecks are inevitable in a city so chock-full of traffic but possibly around 80% of the traffic that uses the junction uses it to go to the other suburbs. The locals form possibly 20% of the traffic, so the flyover will be a boon for most.' An official from the BMC's bridge department, however, said that traffic at the bottlenecks would not be an issue, as the flyover would divert much of the traffic going through Juhu Circle. 'Commuters from Versova and Juhu will reach Andheri and then go on to Gokhale Bridge towards the WEH in 10 minutes flat, way down from the current 45 minutes,' he said. 'The flyover will also have a link later to the Bandra-Versova Sea Link, so people coming from there can reach the WEH easily and quickly.'
