Narela to Vindhyachal: This Delhi sub-city may soon get a new name, new image

Narela may soon be renamed Vindhyachal. According to officials of the Delhi Development Authority (DDA), the move to rename the sub-city is to give it a 'new image'. Vindhyachal or the Vindhays refers to the disjointed network of mountains, hills and plateaus in western and central India, stretching from Gujarat to Uttar Pradesh. But the village of Narela, which lies at the northern edge of Delhi, after which the sub-city is named, will retain its name. 'We have many projects there and are also building a world-class education city now… so we want to give it a new image,' a senior DDA official said. 'Dwarka and Rohini were also new names given to the sub-cities; they didn't exist before. Similarly, a new suitable name was found for Narela… The renaming is in accordance with the features of the sub-city, such as its eco-friendly milieu, a large green cover, and open spaces. The new name will give the project a new identity and is commensurate with its beautiful location and the kind of infrastructure already developed,' said another official. In recent years, a number of educational institutes, including the National Institute of Technology and the Indira Gandhi Delhi Technical University for Women, have been allotted land parcels in Narela. This March, plans for a sports city in Narela were also unveiled, with L-G V K Saxena aiming to position the area as an educational and sports hub. The Narela sub-city is one of the three mega sub-city projects of DDA, the others being Dwarka and Rohini. 'The sub-city would be a unique conglomeration of diverse activities — affordable, functional, environmentally sustainable, recreationally adequate and aesthetically pleasing,' according to the DDA's website. Zone P-1 — Delhi has been divided into 15 planning zones, according to the Master Plan 2021 — which houses the Narela sub-city project, is spread across 9,866 hectares. The project is spread over 3,828 hectares, with the rest falling under green development and land pooling areas. While work in Narela started in the late 1980s, alongside Rohini and Dwarka sub-cities, construction picked up only around 2000, and DDA started offering flats for purchase between 2008 and 2010, said A K Jain, former planning commissioner, DDA. Over the years, DDA has struggled to find buyers for its housing inventory in Narela, primarily due to a lack of connectivity with other parts of Delhi. The Union Cabinet approved the proposal for the Rithala-Narela-Nathupur (Kundli) corridor of Delhi Metro's Phase-IV project last December, which is expected to be completed in the next 4-5 years. SC panel gives green nod for group housing project in south Delhi ridge

The Supreme Court-appointed Central Empowered Committee (CEC) has given the green nod for the construction of a group housing project in Vasant Kunj Sector B, Pocket 1 in south Delhi, recommending it to the apex court for final approval. CEC said that despite 85% of the proposed project site — 4,553 sqm out of a total 5,353 sqm — lying within the morphological ridge, a zone accorded the same legal protections as Delhi's notified ridge areas, none of the 23 trees on the project site is being felled for the project. In its report to the apex court dated May 14, CEC also said that the land, while classified as part of the morphological ridge, is largely flat and surrounded by existing Delhi Development Authority (DDA) residential development. The project is being executed by a private developer, who has been directed to ensure no trees on the site are either felled or translocated. Of the 23 trees on site, 19 were found to be healthy by CEC during an inspection, three were dried out, and one had been rehabilitated after falling recently. 'No tree felling will be permitted,' the report added, calling for the project proponent to carry out the compensatory plantation of 500 indigenous trees: 250 along internal roads and 250 along the project's periphery. 'A 385-metre-long green fencing will also have to be erected around the boundary of the site,' it said. The housing proposal had already secured clearances from DDA, the Municipal Corporation of Delhi (MCD), the Airports Authority of India (AAI), and had received environmental clearance from the Ministry of Environment, Forest and Climate Change (MoEFCC) as well as the State Expert Appraisal Committee. CEC had received two representations in the matter: one from the developer seeking permission for the housing scheme, and another from a local resident, Rajiv Ranjan, who raised objections citing the project's location within the morphological ridge. In his submission, Ranjan argued that no construction should be permitted on the ecologically sensitive land. The developer, meanwhile, maintained that the site does not display ridge-like characteristics and should not fall under the same restrictions. Following deliberations, CEC concluded that while the land does fall within the ridge classification, the absence of ridge-like topography, the surrounding built-up context, and the absence of any tree felling make a case for conditional clearance. 'It is recommended that this court may consider permitting the use of 4,553 sqm of the subject land for the construction of the group housing project, without the felling of any trees,' the committee wrote. The Supreme Court is expected to take a final view on the matter in the coming weeks. The project will have three towers, with each tower to have a 3B+S+9 floor set-up, the proposal said. Local residents have been protesting against the project, arguing that it violates the Master Plan 2021. In August 2024, residents organised a protest march, highlighting issues such as the absence of the mandated 18-metre-wide roads and the lack of separate entry and exit points for the new complex. They contend that the project, in which multi-storey buildings will be built, is incongruent with the existing four-floor flats in the area, thereby disrupting the neighbourhood's character.

The Ghaziabad development authority (GDA) on Friday disposed of public objections to several 'drafting errors' in the draft Master Plan 2031, officials said, adding that the final draft will be put up before the GDA board and sent to the Uttar Pradesh government for final approval. In April, the authority had invited public objections over some drafting errors that had crept into the draft master plan. The officials said that they received only two objections in this regard. 'On the day of disposal of objections, one applicant did not arrive, while the second objection was found not related to the Master Plan. So, the disposal process was closed, and the amended plan will now be put up before GDA board in the next upcoming meeting. Then it will be sent to the state government for final approval. As of now, no further changes are needed in the finalised draft plan,' said Rudresh Shukla, media coordinator of GDA. A master plan is a broad layout of a city, clearly laying out different areas according to land use such as for residential, commercial, and industrial purposes. 'The drafting errors crept in when the draft plan generated in a software was superimposed over the GIS (Geographic Information Systems)-based images. It led to certain errors. So, on directions of the state-level committee, the authority invited public objections,' Shukla added. The draft Master Plan 2031 will replace the 2021 plan prepared in 2004-05. The 2031 plan is an integrated Master Plan for Ghaziabad city, Loni, and Modinagar/Muradnagar. In the current Master Plan 2021, the GDA jurisdiction area has 15,554 hectares of land for development. Under the draft Master Plan 2031, the authority has proposed 60,282.12 hectares as its development area.

New Delhi: Municipal Corporation of Delhi (MCD) has taken stringent measures against unauthorised commercial operations, seizing conversion charges and revoking health trade action came after it emerged that some individuals allegedly manipulated MCD's software system to process payments for conversion as well as parking and registration fees, subsequently obtaining receipts. They also allegedly secured health trade licences by submitting incomplete information, enabling illegal operations that flouted the Master Plan 2021 regulations .The civic body has issued a statement cautioning the public against engaging with such fraudulent operators. It stressed that according to MPD 2021 guidelines, conversion is not permissible for illegal or unlisted activities. Such activities will result in penalties, even if the health licence fee is paid, MCD has warned."We have urged the public to verify the permissibility of commercial activities from MCD's website or MCD office before depositing any conversion, parking and registration charges or health trade licence charges. The use of premises is regulated by the provisions of Master Plan 2021. Likewise, a health trade licence can be issued only in premises where the activity is permissible as per Master Plan 2021," MCD said in its statement."Whenever people are starting any new commercial activity in any area under MCD jurisdiction, they should verify the permissibility of the proposed activity from the website of MCD or the MCD office before depositing any conversion, parking, and registration charges or health trade licence charges," MCD further civic authority added that it recently took action against illegal commercial activities, forfeited conversion and cancelled health trade to officials, there were also reports of some people applying for licences from roads less than 18 metres, which are not permissible for commercial activities. "This was discovered during a random examination of documents submitted by applicants, including the addresses of commercial establishments," said an however, said the civic body should develop an intelligent software system after feeding sufficient information related to authorised and unauthorised colonies, permissible roads and activities, so that it can reject such applications at an early stage.
