Govt discusses roadmap to implement stricter emission norms for four-wheelers

New Delhi: Several Indian ministries on Tuesday discussed the roadmap for implementing the proposed Corporate Average Fuel Efficiency (CAFE) III norms, set to take effect from 2032. The Union ministries of power, road transport, heavy industries, and petroleum met to strengthen the regulatory framework and reduce carbon emissions of four-wheeler vehicles, Union power minister Manohar Lal said on social media platform X. In June last year, the Bureau of Energy Efficiency (BEE) rolled out the draft norms which would come into effect from 2032. BEE proposed stringent targets to cut automotive emissions, while emphasizing battery electric vehicles as key to its clean mobility drive. India's Corporate Average Fuel Efficiency (CAFE) norms are regulations aimed at improving the fuel economy of four-wheelers by limiting the average carbon dioxide (CO2) emissions of an automaker's entire fleet of vehicles sold in a given financial year. They are a critical component of the government's efforts to reduce its reliance on fossil fuels, curb air pollution, and meet its climate goals. Indicating an intent to support low- and zero-emission technologies, BEE has also proposed incentives for carmakers to produce more battery EVs to avail higher fuel efficiency credits, even as EV sales volumes are stagnating. BEE has proposed 91.7 gm CO2 per km and 70 gm CO2/km in CAFE 3 and CAFE 4, respectively at WLTP (world harmonised light vehicles testing procedure). The current, operational CAFE-II norms came into effect in 2022. These norms are relevant for petrol, diesel, CNG (compressed natural gas), LPG (liquefied petroleum gas), hybrid and electric passenger vehicles. Vehicles covered under these norms include those having up to nine seats including the driver's seat and a gross vehicle weight not exceeding 3,500 kg. Commercial vehicles with gross weight of 12 tonne or more are covered under separate fuel efficiency norms that were finalized in August 2017. Under the current CAFE-II norms, the cap on emission by passenger vehicles was pegged at 113 gm CO2 per km. It was brought down from 130 gm CO2 per km under CAFE-I norms, which had come into effect in 2017.

Nepal begins export of power to Bangladesh via Indian power grid

New Delhi: Nepal Electricity Authority has begun exporting 40MW to Bangladesh through the Indian power grid, marking the launch of a trilateral power cooperation in South Asia. In November, the three countries inaugurated the power flow from Nepal to Bangladesh. This is the first trilateral power transaction carried out through the Indian grid. Taking to social media platform X, Dipak Khadka, Nepal's minister for energy, water resources and irrigation, said: "We've begun exporting 40MW to Bangladesh via the India Grid, unlocking a 5000MW market, and 80MW to Bihar, marking Nepal's entry into the international energy market. This highlights our energy surplus and commitment to regional energy security." The electricity is transmitted to Bangladesh through India's 400-kV Muzaffarpur-Baharampur-Bheramara transmission line. In November last year, India's minister for power and housing & urban affairs Manohar Lal jointly inaugurated the power flow from Nepal to Bangladesh, alongwith Fouzul Kabir Khan, adviser, ministry of power, energy and mineral resources, government of Bangladesh, and Khadka, through a virtual event. The Indian government had announced its decision to facilitate the first trilateral power transaction from Nepal to Bangladesh, through Indian grid with an export of up to 40MW of power during the visit of the former prime minister of Nepal, Pushpa Kamal Dahal 'Prachanda', to India in 2023 . During the visit, both sides had expressed their commitment towards greater sub-regional cooperation, including in the energy sector, which would lead to increased inter-linkages between the economies for mutual benefit of all stakeholders. ​Subsequently, a tripartite power sales agreement between India's NTPC Vidyut Vyapar Nigam, Nepal Electricity Authority and Bangladesh Power Development Board was signed on 3 October 2024 in Kathmandu. India has been making efforts to enhance regional power connectivity. It has bilateral connectivity with Nepal, Bhutan, Bangladesh and Myanmar, while talks are underway for grid connectivity with Sri Lanka. However, it is for the first time that the India grid would be used for passage of power between two other countries. In April, Union power minister Manohar Lal reviewed key bilateral energy initiatives with Nepal during his visit to the neighbouring country aimed at enhancing regional connectivity and sustainable power development. He also reviewed the 900MW Arun-3 Hydroelectric Project in Nepal's Sankhuwasabha district being developed by India's state-run SJVN Ltd. During the visit, a memorandum of understanding (MoU) was also signed between India's Power Grid Corporation and the Nepal Electricity Authority (NEA) for the development of the 400kV Inaruwa (Nepal)–New Purnea (India) and 400kV Dododhara (Nepal)–Bareilly (India) double-circuit transmission systems. These critical transmission links are expected to boost power exchange capabilities between the two countries, fostering energy security, grid stability, and economic growth across the region.

BJP leader and New Delhi Municipal Council Vice Chairman Kuljeet Singh Chahal on Sunday launched a scathing attack on Aam Aadmi Party (AAP) leaders for pursuing 'abusing and accusing' tactics for political mileage. Reacting to the AAP leader's allegations against the BJP government over power cuts, increase in electricity tariff, waterlogging, water shortage, school fee hike and slum demolition, Chahal told IANS, 'The AAP government itself was involved in corruption and after being voted out, their leaders are busy spreading lies.' He said the AAP government and its ministers lacked the intention to take decisions when they were in power, but they are targeting the BJP government, which is focused on development 'The BJP has always prioritised development, whether in Opposition or in power,' he said, reiterating the resolve to build a 'Viksit Delhi' and realise Prime Minister Narendra Modi's vision of 'Viksit Bharat'. The NDMC Vice Chairman was speaking after conducting an inspection with Union Urban Development Minister Manohar Lal. Chahal said the inspection was related to areas near Sarojini Nagar Market, complaints of residents of newly-built government flats and waterlogging problems in central Delhi. He said a coordination committee was formed, and it would review the issues next week. Talking about the discussions on tackling waterlogging problems, Chahal said that during their inspection close to Dayal Singh College in Lodhi Colony, a suggestion was made by the Union Minister to find a permanent solution to the current ad hoc system of pumping out water from NDMC drain into a bigger MCD drain near Commonwealth Games village. 'During the Congress government's tenure, a channel meant to carry rainwater from the NDMC drain was built at a higher level by the MCD, requiring regular pumping to prevent waterlogging in central Delhi. The Union Minister suggested a permanent solution involving the Ministry should be found to do away with the pumping drill,' he said. Chahal said Minister Manohar Lal also appreciated the pole-mounted mist dispensers installed by NDMC in the Jor Bagh area and hinted that the successful model might be replicated in other parts of the country to fight air pollution.

New Delhi [India] June 14 (ANI): Haryana Chief Minister Nayab Singh Saini and Union Minister of Power and Housing and Urban Affairs Manohar Lal jointly visited the Haryana Anu Vidyut Pariyojana located in Gorakhpur, Fatehabad on Saturday. During the visit, the Chief Minister reviewed the progress of the ongoing construction works and directed the officers to complete all works as per the prescribed standards at the earliest. He emphasised that nuclear energy is a better source of power generation from an environmental point of view. In the review meeting, Jivendra Kumar Jain, Project Director of Nuclear Power Corporation of India Limited (NPCIL), gave a detailed presentation, an official release said. He shared information about the work being done by the Department of Atomic Energy and NPCIL, including the construction of the Gorakhpur Nuclear Power Plant, efforts to increase nuclear power production, and various CSR and public awareness programs being carried out in the region. Manohar Lal stated that this ambitious project will not only fulfill the long-term energy needs of Haryana but also benefit the entire northern region of the country. He emphasized that it will also strengthen the commitment to clean and sustainable energy solutions. He further said that projects like this will play a crucial role in helping India achieve its target of net zero carbon emissions by 2070. Describing it as a visionary initiative, he said that the project marks a significant step toward strengthening the country's leadership and self-reliance in the field of nuclear energy under the leadership of Prime Minister Narendra Modi. During the review meeting, the Union Minister received detailed information about the ongoing construction works and instructed officers to ensure timely completion in accordance with established safety standards. He emphasized the importance of raising public awareness about nuclear safety, so that there are no misconceptions among the general public. He directed officers to engage with residents in nearby areas and inform them about the safety measures in place for the nuclear project. The Union Minister emphasized the need for better utilization of CSR funds. He directed them to coordinate closely with administrative officers and public representatives to prioritize visionary development projects. He further stated that this nuclear power project will play a significant role in realizing Prime Minister's vision of making India a developed nation by 2047. Highlighting the advantages of nuclear energy, he said that nuclear power plants are more cost-effective in the long run and have minimal environmental impact compared to other energy sources. Manohar Lal also instructed that over 20,000 saplings be planted within the nuclear plant premises during the upcoming monsoon season to promote environmental sustainability. The Union Minister stated that all states have been urged to explore the feasibility of setting up nuclear plants and to ensure that at least one nuclear power plant is established wherever possible. He also emphasized the need to expand existing nuclear facilities to meet future energy demands. (ANI)

And now Indus Waters Treaty is in abeyance, we will increase the capacity of ongoing (hydropower) projects and explore the possibility of starting new (hydropower) projects as well," said Khattar."A project was conceived in 1981 around Wular Lake, but they (Pakistan) didn't give the permission and there was no consensus and we had to abandon the project," said Khattar.
