Andhra to deliver ration for senior citizens, differently-abled five days in advance every month
Amaravati, Andhra Pradesh Civil Supplies Minister Nadendla Manohar on Friday said that the department will deliver ration to senior citizens and differently-abled persons during the last five days in advance of every month. Andhra to deliver ration for senior citizens, differently-abled five days in advance every month The minister said this decision had been taken to ease doorstep delivery for senior citizens and differently-abled persons, which would now be carried out between the 26th and 30th of every month, effectively the ration for next month for them will be delivered during the last five days of the current month. "The home delivery service benefitted nearly 13 lakh elderly and differently-abled persons, achieving 83 per cent coverage", said Manohar in an official release. According to the minister, across 29,796 fair price shops, over 1.3 crore beneficiaries have received ration supplies so far, out of the 1.46 crore total cardholders in the state. Manohar said that over 89 per cent of ration distribution was completed within the first 15 days of June. The minister instructed the dealers to take initiative in tribal, remote areas and display ration calendars and Quick Response codes for feedback outside every fair price shop. He stressed cleanliness in shops and said that efforts should be taken to increase dealer income in collaboration with the central government for sustained and transparent supply chain management. He further said that dealers should act as a bridge between people and the government by reporting supply issues and offering competitive quality services to improve citizen satisfaction. The government is moving toward paperless administration, and dealers must be ready to adapt for improved efficiency and transparency in the ration delivery system, said Manohar. The minister said that the ration distribution is scheduled between 8 am and noon and 4 pm-8pm from 1 to 15 of every month across the state. Similarly, Manohar directed rice millers to encourage farmers to grow fine rice during Kharif season, aligning with public demand and export market opportunities. "Millers should work collectively to ensure that farmers earn profits and the government's reputation remains intact," said Manohar in the official release. The millers must move forward not only with a focus on domestic consumption but also keeping rice exports in mind, said the Janasena leader. He said that the government is promoting the consumption of fine rice, keeping in view the dietary habits of the people. Hence, rice millers should play a crucial role in encouraging farmers to shift in that direction, he added. I have been given complete freedom to bulldoze illegal rice trade: Manohar
With surprise checks and continuous monitoring of diversion of rice from the PDS system, civil supplies and consumer affairs minister Nadendla Manohar is on a mission to put an end to the illegal trade since taking charge in June last year. His proactive approach has saved paddy farmers from waiting for payments for their produce, which are now being done within 48 hours. While he has initiated several reforms in the last one year, Manohar feels that supply of fine quality rice to midday meal programme for school children is one of the biggest achievements of the NDA govt. In an interview with Samdani MN, he said the govt plans to supply fine quality rice through PDS shops to prevent the recycling of PDS rice. Excerpts... You have been on a spree of initiating reforms since taking over... This is one of the few depts that directly connects every household in the state. We deal with millions of poor people, children, farmers, rice millers and PDS distributors. Every day is a new beginning for us as we need to handle both the sellers and buyers without leaving anyone in distress. Your surprise inspections of rice mills, godowns, even ships to seize PDS stocks created ripples across the state... by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với mức chênh lệch giá thấp nhất IC Markets Đăng ký Undo We created a scare among illegal traders with our surprise raids and seizure of stocks. We seized about 70,000 metric tonnes of PDS rice during surprise raids, which show the volume of illegal operations handled by these traders. The chief minister (Chandrababu Naidu) and deputy chief minister (Pawan Kalyan) have given me complete freedom to bulldoze the illicit rice trade and traders. We should keep in mind that the govt is spending thousands of crores on subsidy. However, it's a continuous process and will take time to completely contain the diversion. Do you think it is possible to stop the recycling and diversion of PDS rice? Yes, it is very much possible. We have designed a multi-pronged strategy for that. We also need to create awareness among the consumers. Despite our best efforts to improve the quality of rice distributed through PDS, many people do not prefer to consume it. We are working overtime to change their perception. We are also working to remodel the PDS shops to make them profitable and remunerative to dealers by converting them into small kirana stores. We will install CC cameras in all 29,000 shops to ensure transparency of supplies. How did the paddy procurement process go? It's one of the big achievements of the NDA govt as we could procure about 48 lakh metric tonnes of paddy during Kharif and Rabi by spending close to Rs 12,000 crore in the last one year. We remitted the amount into the accounts of farmers within 24 hours. We have also cleared nearly Rs 1,700 crore dues left behind by the previous YSRCP regime. Is it possible to procure fine quality rice for supply through PDS? We are motivating farmers to cultivate fine varieties because majority of the stocks we procure is not suitable for consumption in the state. Farmers will produce more fine quality price when they get the desired price for the produce. We are hopeful of bringing change in a phased manner. How did you achieve the target of supplying fine quality rice for midday meals programme from the first day of reopening of schools? We readied the plans in advance to roll them on time. It is one of the biggest achievements of the govt. We are supplying about 2.25 lakh metric tonnes of fine rice for the midday meal programme. There have been complaints on services related to issue of ration cards... There are many issues. Some are requesting a split of cards to enable them to get benefits of welfare schemes, including pensions. We are moving guardedly on such issues and trying to resolve the issues in a scientific manner. Why did the govt abandon mobile dispensing units? The govt took the decision after an indepth study. We found that MDUs had become a 'green channel' for diversion of PDS rice. The previous YSRCP govt plundered nearly Rs 2,000 crore in the guise of MDUs which only helped illegal traders. We have revived PDS shops so that people can take ration at their convenience. We will door-deliver ration to the elderly and physically challenged.

PDS reforms rattle smugglers in Andhra Pradesh; minister Nadendla Manohar says supply of fine-quality rice for midday meals is govt's biggest achievement
Andhra Pradesh Minister Nadendla Manohar VIJAYAWADA: The seizure of large quantities of PDS rice from ships just before they were about to sail a few months ago has shaken the rice smuggling mafia in the state. With surprise checks and constant monitoring of PDS rice diversion, civil supplies and consumer affairs minister Nadendla Manohar has kept illicit traders on edge over the past year. His proactive approach has helped millions of paddy farmers receive payments within 24–48 hours. The civil supplies department has become one of the most prominent in the government since the Naidu-led NDA came to power last June. Although several reforms have been introduced in just one year, Manohar feels the supply of fine-quality rice to the midday meal programme for schoolchildren is the NDA government's biggest achievement. 'It is close to my heart. Among all decisions, this is the most satisfying,' said Manohar in an exclusive interview with TOI. He added that the government plans to supply fine-quality rice through PDS shops to prevent the recycling of PDS rice. You have introduced several reforms in the department. How do you view the journey over the last year? It has been really challenging. This is one of the few departments that directly connects with every household in the state. We interact with millions of poor people, children, farmers, rice millers and PDS distributors. Every day brings new challenges, as we must manage both suppliers and consumers without letting anyone suffer. Your surprise inspections of rice mills, godowns and even ships have made waves across the state. Has rice recycling been fully stopped? Our surprise raids and stock seizures have scared illegal traders. We have seized around 70,000 metric tonnes of PDS rice during these raids, showing the scale of illegal operations. Chief minister Chandrababu Naidu and deputy chief minister Pawan Kalyan have given me full freedom to act tough, as the government spends thousands of crores on subsidies. However, stopping diversion entirely is an ongoing process. Is it really possible to stop PDS rice recycling? Yes, absolutely. We have developed a multi-pronged strategy. We're also creating awareness among consumers. Despite improving PDS rice quality, many still hesitate to use it. We are working hard to change this perception. At the same time, we're remodelling PDS shops into mini retail malls to make them more profitable. All 29,000 shops will be fitted with CCTV cameras to ensure transparency. How did you manage to complete paddy procurement so smoothly? It's one of the government's major achievements. We procured about 48 lakh metric tonnes of paddy during Kharif and Rabi, spending nearly Rs 12,000 crore in the past year. We transferred money to farmers' accounts within 24 hours and cleared Rs 1,700 crore in dues left by the previous YSRCP government. Can fine-quality rice be supplied through PDS despite the gap between demand and production? We are encouraging farmers to grow fine varieties, as much of the stock we currently procure is not suitable for local consumption. We believe that farmers will grow more fine-quality rice if they get the right price. Change will come gradually. There have been complaints about ration card services. How are these being handled? There are indeed many issues with ration cards. We are resolving them systematically. Many people want to split cards to qualify for other welfare schemes like pensions. We are handling such cases carefully. How did you manage to start supplying fine-quality rice for the midday meal programme right from the first day of school reopening? We prepared in advance and implemented the plan on time. This is the government's biggest success, in my opinion. I'm extremely pleased that we're providing good-quality rice for children's meals. We are supplying around 2.25 lakh metric tonnes of fine rice for the midday meal scheme. Why was the Mobile Dispensing Unit (MDU) scheme discontinued? After a detailed review, the government found that MDUs had become a channel for diverting PDS rice. The previous YSRCP government allegedly misused around Rs 2,000 crore through MDUs, benefiting illegal traders. We have revitalised PDS shops so people can collect their rations conveniently. We'll also provide home delivery for elderly and disabled individuals. Additionally, the government has decided to hand over MDUs free of cost to owners so they can start their own businesses.
