MSRDC to complete land acquisition for key infra projects by year-end
Pune: The state govt will disburse Rs17,000 crore to acquire land linked to major infrastructure projects being implemented by the Maharashtra State Road Development Corporation (MSRDC) On Thursday, chief minister Devendra Fadnavis held a high-level meeting with senior bureaucrats and MSRDC officials. He directed them to expedite land acquisition across multiple big-ticket projects and ensure no delays occur because of administrative bottlenecks. Nine critical MSRDC-led projects — including expressways and multimodal corridors — were reviewed. The govt aims to complete all land acquisition for listed projects by the end of the year, paving the way for timely execution and seamless infrastructure development across the state. "For the remaining projects — such as the multimodal Virar–Alibaug expressway, the Shaktipeeth expressway, three major roads in Vidarbha and the Navgaon–Morgaon and Vadhwan–Samruddhi connectors — land measurement is underway. "The CM has made it clear that acquisition delays will escalate project costs and should be avoided," he said. Of the Rs36,000 crore approved — Rs 9,000 crore is allocated to the Pune Ring Road, Rs2,140 crore to Jalna–Nanded expressway and Rs22,000 crore to the Virar–Alibaug multimodal corridor. The CM also stressed the importance of determining the implementation model — whether via Public-Private Partnership or Build-Operate-Transfer — once land acquisition is complete. Land measurement for Shaktipeeth expressway is complete in 86 of the 300 villages involved, with joint measurement expected to finish by Aug. The expressway, dubbed the Golden Triangle, will connect key religious and economic zones across Nagpur, Mumbai and Goa. "It will enhance north-to-east connectivity and function as a pilgrim circuit," said a senior MSRDC official. Fadnavis directed that the Shaktipeeth expressway plan be finalised with minimal impact on forest land. He instructed the finance department to release Rs12,000 crore for land acquisition and ordered the forest department to begin the process of obtaining necessary clearances — particularly for the ecologically sensitive Morbe to Karanja section of the Virar–Alibaug corridor — without delaying parallel administrative work. The CM said the Vadhwan–Igatpuri expressway plan should be finalised. In Vidarbha, plans for the Bhandara–Gadchiroli, Nagpur–Chandrapur and Nagpur–Gondiya expressways are to be finalised on priority. Other key infrastructure projects discussed included the Navegaon (Mor)–Surjagad mineral corridor, as well as the Wardha–Nanded and Vadsa–Gadchiroli railway projects. The meeting also reviewed land acquisition for proposed airports at Kolhapur, Karad, Akola, Gadchiroli and Chhatrapati Sambhajinagar. Fadnavis said, "Agencies must work on mission mode. Land acquisition should begin immediately and officials must follow the defined timelines strictly."

RTI: Eway e-challan recovery just 9 per cent of 269cr
The Intelligent Traffic Management System (ITMS) on Mumbai-Pune expressway has generated 17 lakh e-challans worth nearly ₹ 269.5 crore for traffic violations since it was implemented on July 19 last year, but recovery from offenders stands at a measly 9per cent till March 2025, officials said on Sunday. The 1.5 lakh cleared e-challans, or 9per cent of the total generated, amount to ₹25.2 crore, which is 9.3 per cent of the total sum to be paid by offenders, as per official documents. As per an RTI reply, Maharashtra government has paid the ITMS operator ₹57.9 crore for the 8.8 lakh e-challans issued between July 19 and Dec 31 last year. The project is being executed by the Maharashtra State Road Development Corporation (MSRDC), which built the Mumbai-Pune expressway, in collaboration with the RTO and highway police under a Public-Private Partnership ( PPP ) model. The state transport department has given ₹45 crore viability gap funding from Road Safety Fund for the project that costs more than ₹100 crore. The MSRTC has installed 40 gantries and hundreds of CCTV cameras as part of ITMS, which also includes speed detection cameras , ANPR, weigh-in-motion sensors, AVCC, weather sensors, and a dynamic messaging system.

The six-lane highway will soon be widened to 10 lanes in a move aimed at reducing traffic congestion and making travel safer and quicker for lakhs of daily commuters. The Maharashtra State Road Development Corporation (MSRDC) is spearheading this ambitious project, with an estimated cost of around Rs 14,000 crore. The proposal has been prepared and will be sent to the state cabinet for final approval. Once greenlit, work will begin in a phased manner. The vital 94.5-km stretch connects Mumbai and Pune, two major economic and cultural hubs in Maharashtra. Over the years, vehicle traffic has increased dramatically, especially during weekends, holidays, and peak hours, leading to frequent bottlenecks, delays, and accidents. To ease the pressure, authorities plan to add two more lanes on either side, turning it into a 10-lane expressway. This expansion is expected to significantly improve traffic flow, cut down travel time, and reduce the risk of accidents caused by sudden braking and lane-changing. 'Current road capacity is insufficient to handle the rising traffic volume. Detailed surveys have confirmed the need for additional lanes," a source said. A second survey is underway to assess land acquisition needs and finalise technical requirements. For thousands of daily commuters, logistics operators, and weekend travellers, the expansion brings welcome relief. Once completed, the journey between the two cities could be not only faster and more efficient but also significantly safer. The project will be rolled out in multiple phases over the next few years, with timelines and milestones to be announced once approvals are in place. Maharashtra: Cabinet nod to develop Phase 1 of Virar-Alibaug corridor on BOT Model
The Maharashtra Cabinet on Tuesday gave approval to develop the first phase of the ambitious Virar-Alibaug Multi-Modal Transport Corridor, a 165-km arterial route designed to reduce congestion in Mumbai Metropolitan Region, on a Build-Operate-Transfer (BOT) model by the Maharashtra State Road Development Corporation (MSRDC). The state government has decided to scrap the previous bids floated for the project as the rates of construction bids for its first phase have sharply inflated. The corridor is one of the largest road infrastructure projects in the MMR and is designed to serve as an important route for vehicles entering Maharashtra from Gujarat and North India. It will provide direct connectivity to the Jawaharlal Nehru Port Trust (JNPT), decongesting existing routes through Thane and Palghar districts and easing traffic in the suburbs. Initially, the MSRDC had floated tenders worth Rs 19,334 crore for the construction of the first phase, split into 11 packages. However, contractors quoted 36 per cent higher rates than expected, inflating the cost to Rs 26,000 crore. Even after detailed scrutiny by Veermata Jijabai Technological Institute, comparison with central and state rate books, and prolonged negotiations, the final cost remained close to Rs 25,000 crore, prompting sharp criticism and stalling of approvals. Compounding the problem was the difficulty in raising funds for the project. After considering all these aspects, in March 2025, Chief Minister Fadnavis recommended adopting the BOT model to reduce the financial burden on the state. Under this model, a private developer will build and operate the corridor for a concession period, recover its investment via toll or user charges, and eventually transfer the asset back to the government. The MSRDC had submitted a revised proposal in April for adopting the BOT model, which has now been approved. The tender floated earlier will now be scrapped. The first phase of the corridor spans 96.41 km, connecting Navghar in Palghar district to Balavali in Pen taluka. The Virar-Alibaug corridor is designed to significantly improve regional connectivity by linking the JNPT and the upcoming Navi Mumbai International Airport with key national highways and expressways. These include NH-48 (Mumbai-Ahmedabad), NH-848 (Mumbai-Agra), NH-61 (Kalyan-Murbad-Nirmal), as well as the Mumbai-Pune Expressway, Mumbai-Vadodara Expressway, and the Mumbai-Goa National Highway, among others. The corridor will pass through Vasai, Bhiwandi, Kalyan, Ambernath, Panvel, Uran, Pen, and Alibaug, offering a crucial alternative route to decongest Mumbai and promote planned urban expansion. To facilitate the project, the Cabinet approved a financial provision of Rs 22,250 crore for land acquisition, along with Rs 14,763 crore towards interest, bringing the total estimated budget for Phase 1 to Rs 37,013 crore. Land for Tribal Industrial Cluster The Cabinet also approved the transfer of 29 hectares and 52 acres of land at Jambutke village in Nashik district to the Maharashtra Industrial Development Corporation (MIDC) for the development of a Tribal Industrial Cluster. This decision aims to provide land plots to aspiring entrepreneurs from the tribal community to help them set up industries. The move is expected to boost employment opportunities and economic development in tribal areas. As per the decision, the identified land in Jambutke will be officially handed over to MIDC for the establishment of the cluster, which is part of the state government's broader strategy to promote inclusive growth and empower tribal populations through industrial development.

Maha Cabinet approves development of 126 km Virag Alibag Corridor
Mumbai: The Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, on Tuesday gave approval to develop the ambitious Virar-Alibagh Multi Modal Corridor (VAMMC) Project on a "Build, Operate and Transfer" (BOT) basis. The state-run Maharashtra State Road Development Corporation (MSRDC) had estimated the total cost of Rs 26,300 crore for the project, and it had earlier proposed the development on an Engineering, Procurement and Construction (EPC) basis. During the Eknath Shinde-led government, the MSRDC had awarded contracts to seven civil engineering firms for constructing the first phase, totalling 96.47 km, of the ambitious 126-km Virar–Alibaug Multi-Modal Corridor (VAMMC) project. However, these tenders now stand scrapped as the fresh tenders will be floated to build the entire project under the BOT model as per the Cabinet's decision. The Virar–Alibaug Multi-Modal Corridor project has been under the government's consideration since 2011. It is an 8-14 lane access-controlled expressway that was originally supposed to be built by the Mumbai Metropolitan Region Development Authority, but it was later handed over to the MSRDC in 2020. The 126-km corridor is expected to drastically cut travel time between Virar and Alibaug to just 1.5 to 2 hours. It will connect several key expressways, including the Mumbai-Ahmedabad, Mumbai-Nashik, and Mumbai-Pune corridors, making it a critical infrastructure link for the region. The project is planned in two phases, 98 km in the first and 29 km in the second. Further, it is expected to decongest Mumbai and boost economic growth in the surrounding areas. Meanwhile, the Cabinet also cleared the allotment of 29 hectares of land by the Maharashtra Industrial Development Corporation at Jambutke in Nashik district for the Tribal Industrial Cluster. 'This will encourage aspiring entrepreneurs from the tribal community, generate employment and boost economic development,' said the government release. Under the WINDS (Weather Information Network Data System) project of the Union government, automatic weather stations (AWS- Automatic Weather Station) will be set up at the gram panchayat level. For this, it has been decided to extend the deadline of the Mahavedh project, which proposes to provide accurate weather information to all the villages in the state. 'This is an important project for weather-based agricultural advice and guidance to farmers,' said the government release. The Cabinet has also approved the Maharashtra Agriculture- Artificial Intelligence MahaAgri-AI Policy 2025-2029 to transform the agriculture sector by using artificial intelligence and emerging technologies. 'The use of artificial intelligence, generative artificial intelligence, Internet of Things (IoT), drones, computer vision, robotics, and predictive analytics will help in taking forward projects like Agristack, Maha-Agristack, MahaVeda, CropSap, AgMarkNet, Digital Shetishala, and Maha-DBT in the state,' said the government release. The Cabinet also cleared the extension of loan from the Asian Development Bank and the New Development Bank for Mumbai Metro Route-2A, 2B and 7 metro projects. Furthermore, the Cabinet approved the increase in the honorarium given to those imprisoned during the Emergency. Surviving spouses will also get an honorarium. The Cabinet has approved the amendment to the Admission and Fees Regulation Act, 2015. With this decision, the children and dependents of NRIs will get admission for professional courses. The Cabinet also approved the change in the definition of NRI for admission to courses in unaided private professional educational institutions.
