Maharashtra to launch unique ID system for public infrastructure projects, ET Infra

As per a TOI report, the initiative aims to streamline project tracking and reduce duplication, with a statewide rollout scheduled for 1 to a Government Resolution issued by the state planning department, each infrastructure facility will receive a geo-tagged 13-digit alphanumeric Unique Infrastructure Facility ID (UIFID) at the time of administrative approval. The ID will include the state code, year of sanction, scheme abbreviation, district code, asset type, and a serial Maharashtra Remote Sensing Application Centre (MRSAC) has been appointed the nodal agency for developing and managing the portal. All public infrastructure assets — including electricity substations, hospitals, irrigation projects and public toilets — will be geo-tagged and digitally government has mandated that no bill payments will be processed without mentioning the unique ID on the invoice. The system will cross-verify new project registrations with existing assets based on location and facility type. Each infrastructure development project will be assigned a geo-tagged, 13-digit alphanumeric Unique ID at the time of administrative approval. This ID will incorporate the state code, year of sanction, scheme abbreviation, district code, asset type, and serial number. The government has mandated that no bill payments will be processed unless the unique ID is mentioned on the invoice. The Maharashtra Remote Sensing Application Centre (MRSAC) has been designated the nodal agency for developing and operating the portal. The system is also set to improve inter-departmental coordination and align with central government initiatives such as PM Gati Shakti and Gram Manchitra. The government believes the platform will promote balanced fund allocation and equitable development, as the portal's dashboard will highlight both the presence and absence of infrastructure projects across districts. Initially, the portal will cover rural development, urban development, public works, water conservation, water supply & sanitation, & water resources departments. Additionally, the government has set a deadline of March 31, 2026, to upload entries of all infrastructure facilities created or completed between 2020 and 2025. A district-level committee headed by the district collector will verify all entries and conduct monthly reviews to ensure timely and accurate data entry.

All infra projects in state to now have geo tagged 13-digit unique ID
Each of the infrastructure development projects in Maharashtra will now have a geo-tagged 13-digit alphanumeric unique ID which will now be used as a primary reference number once the administrative approval is granted to the project. The infra ID portal for the same has been activated from Monday. In the first stage of the project, all infra projects in Vidarbha's Wardha district from the Public Works Department, Rural Development Department, Urban Development Department, Water Conservation Department, Water Supply and Sanitation and Irrigation Department will be given the unique ID. The government has ordered to start giving unique IDs for the rest of the districts and departments from October 1, 2025. The Maharashtra cabinet had cleared the same in January 2025. Under this, each project will have a unique digital identity and is aimed at enhancing inter-departmental and inter-organisational coordination. The Maharashtra Remote Sensing Application Centre (MRSAC) platform will be used for monitoring and management purposes. Each infrastructure facility will be geo-tagged which can also prevent duplication of projects. The information of all projects will be available on the Infra ID portal to bring transparency. The 13-digit alphanumeric unique ID will have one letter state code, two digit sanction year code, four letter code for scheme/program, three letter district code, two letter asset type abbreviation and sequential serial number. The government has also decided to complete registration of all infra projects in the last five years by March 2026. The decision of cancellation of the unique ID will be taken by the committee of district collector.

Digital ‘panchanama' to accelerate disaster compensation
Nagpur: After a successful two-year pilot in Nagpur division, e-Panchanama project is ready for a full-scale roll out across the state. The digital platform has been developed to streamline and expedite disaster damage assessment and compensation. Training for its implementation has been done in four divisions including Nagpur, Amravati, Nashik, and in the remaining two divisions, Pune and Chatrapati Sambhajinagar, is under way, with statewide implementation expected by the end of under the initiative of Nagpur divisional commissioner Vijayalakshmi Bidari, in collaboration with the Maharashtra Remote Sensing Application Centre (MRSAC) and the Relief & Rehabilitation Department, the e-Panchanama system replaces traditional manual processes with a GPS-enabled mobile and web-based platform. This allows for real-time, location-specific documentation of damage, enabling swift and accurate Maharashtra govt approved an administrative expenditure of Rs 4.95 crore for the project on March 14, 2023. Subsequently, on January 25, 2024, an additional Rs 20.65 crore was sanctioned for MRSAC to develop the necessary server infrastructure to support the recently presented the e-Panchanama project at the Tech-Wari conference in Mumbai, where she was invited as one of the key speakers. Reflecting on the development process, she shared how on-ground feedback played a crucial role during the pilot in Nagpur. "We're also exploring similar modules to assess human and animal losses due to floods and other natural calamities, although those are still in the early brainstorming stage. However, this system became much more efficient thanks to suggestions from village-level officers," Bidari told TOI."For instance, we introduced the land masking feature based on their input, which automatically excludes forest land and Gaothan areas — zones typically not eligible for compensation when farms are damaged by unseasonal rains. Initially, the system allowed uploading only one photo per assessment. But field officers pointed out that damages are often more evident from different angles, so we incorporated the option to upload multiple photos. These changes made the platform more practical and accurate," she its pilot inception, the project demonstrated significant results. In the 2023–24 fiscal year, 46,884 e-Panchanamas were conducted, benefiting 43,844 farmers. In 2024–25, 40,982 assessments have already been carried out, impacting 39,866 farmers during which parallelly manual punchanamas were filed. A total of 2,932 govt personnel, including Talathis, Tahsildars, BDOs, Agriculture Assistants, and Gram Sevaks, have been trained across the four completed features of the system include integration with land record systems (7/12, e-Peek Pahani), Sevarth ID for Direct Benefit Transfer (DBT), and auto-calculation of compensation based on crop-wise and farmer-specific damage. Each e-Panchanama is geotagged, assigned a unique ID, and stored in a centralised database that supports damage pattern analysis, decision-making, and ahead, plans are also there to integrate the system with the Indian Remote Sensing (IRS) satellite network and streamline DBT delivery. A Government Resolution detailing the new e-Panchanama process is under development. Support structures are also being established, including a dedicated support cell at Mantralaya and designated officers at each divisional and collector office.
