VLR a transparent tool to identify gaps in Sarawak's development, says Dr Sim
Dr Sim (fifth left), Desmond (fifth right), and Norliza (fourth right) with the chairmen of participating local councils during a photo call after the MoU signing ceremony. – Ukas photo KUCHING (June 20): The implementation of Voluntary Local Reporting (VLR) based on the Sustainable Development Goals (SDGs) in Sarawak is aimed at identifying gaps and planning improvements in a transparent and structured manner, said Deputy Premier Datuk Amar Dr Sim Kui Hian. He said the purpose of the VLR is not merely to benchmark Sarawak's current status against other regions but to genuinely assess strengths and weaknesses in order to improve the well-being of its people. According to a Sarawak Public Communication Unit (Ukas) report, Dr Sim said this approach reflects the sincerity of the Sarawak government to objectively assess existing strengths and weaknesses and strive to improve them for the well-being of the people. 'Through VLR, we can identify what else we need to do, what gaps we need to address, and all of these things actually show our sincerity, that we want to know and then we want to make improvements based on the data,' he said. Dr Sim was speaking after witnessing the signing of a memorandum of understanding (MoU) between Padawan Municipal Council (MPP), Kota Samarahan Municipal Council (MPKS), Sarikei District Council (MDS), and URBANICE Malaysia for the preparation of the VLR report at a hotel here today. The State Minister for Public Health, Housing and Local Government, said the sustainable development roadmap will be tailored to the specific needs of cities, local councils, and local authorities. He explained that applying the SDGs at the local level helps align development with international standards and highlights areas for improvement. He also commended URBANICE Malaysia and the participating councils for leading efforts in drafting the VLR, which he said helps analyse challenges at the grassroots level and guides targeted solutions. 'This report will be part of the index, and through this report, the needs of the city will also be assessed. 'We also look at other parameters such as the frequency of power outages and so on so that we can make comparisons. 'If we say we have become better, how much better we are, or why we are still experiencing power outages, all of these are actually very important for the development of Sarawak,' he said. Also present at the ceremony were the Acting Permanent Secretary of the Ministry of Public Health, Housing and Local Government, Desmond Douglas Jerukan; URBANICE Malaysia Chief Executive Officer Norliza Hashim; MPP Chairman Tan Kai; MPKS Chairman Abang Ismawi Abang Ali; and MDS Chairman Stephen Wong Kie Yong. PENAMPANG (June 20): The Penampang Municipal Council (MPP) headquarters has officially received the green building certification, making it the first government building in Sabah to obtain such recognition. This marks a historic achievement in MPP's efforts to strengthen sustainability practices and innovation within public service. The recognition was announced during an official ceremony officiated by Deputy Chief Minister II and Local Government and Housing Minister, Datuk Seri Dr Joachim Gunsalam, who also launched the MPP e-Adu mobile application and command centre during a joint event today. Dr Joachim said that this achievement clearly reflects MPP's commitment to addressing global challenges related to climate change, energy management and carbon emission reduction. 'This is a proud achievement. The green building certification reflects MPP's commitment to sustainable building management through initiatives such as the installation of solar systems, use of energy-efficient equipment and the implementation of LED lighting,' he said during his speech at the event held at the MPP lobby. Dr Joachim added that the success aligns with the State Government's goal of making Sabah a smart, sustainable and environmentally responsive state that prioritises the wellbeing of its people. The green building certification is awarded to buildings that meet sustainability standards, including energy efficiency, water management, the use of eco-friendly building materials, and designs that promote recycling and natural ventilation. MPP's achievement also corresponds with the Third Pillar of the Sabah Maju Jaya (SMJ) Development Plan, which focuses on people's wellbeing and environmental sustainability, highlighting sustainable development and green technology as key priorities. Dr Joachim also praised the MPP's boldness in adopting new technologies, which not only reduce long-term operational costs but also contribute to global efforts to combat climate change. In addition, the launch of the e-Adu app and the MPP command centre signifies the beginning of a new era in digital governance and data-driven management at the local government level. The command centre is equipped with a CCTV monitoring system, used not only for safety and traffic surveillance but also to assist in disaster management, such as floods and unexpected incidents. The e-Adu app enables the public to submit complaints more easily, transparently and efficiently, in line with the aspiration to develop a responsive, people-centred urban environment. 'This new approach reflects how MPP is progressing towards becoming a smart city, powered by technology and data to enhance efficiency and quality of life,' he said. Dr Joachim also expressed his appreciation to all parties who contributed to the success of the project, particularly former MPP president Francis Chong, as well as Benny Ng and Sabah Housing and Real Estate Developers Association (SHAREDA), who provided significant technical and professional expertise. He called on other local authorities in Sabah to use this achievement as a benchmark to continue innovating and prioritising sustainability in their planning and development implementation. Also present were Kapayan assemblywoman and chairman of the Rural Development Cooperative (KPD), Jannie Lasimbang; Permanent Secretary of the ministry, Datuk Dr Jamili Nais; MPP deputy president Noemi Dyena Johntren; Sabah Digital Government division chief assistant director, Disney Lai; political secretary to the Member of Parliament for Penampang, Carl Masoom; SHAREDA president Datuk Johnny Wong; GreenRE Sdn Bhd executive director Ashwin Thurairaja and Sabah Credit Corporation head of administration, Salina Salimi.

India's $89bn clean industry pipeline struggles to attract financing
NEW DELHI: India's clean industrial projects pipeline worth $89 billion is facing financing bottlenecks as only one project has reached a final investment decision in the past six months, a report by a clean industry alliance showed. The South Asian nation has 41 clean industry projects spanning green ammonia, hydrogen production and sustainable aviation fuels, yet faces challenges in converting announcements into operational facilities, the report by Mission Possible Partnership and Industrial Transition Accelerator said. The alliance is focused on advancing decarbonisation in high-emission sectors. India's clean industry projects have secured $13 billion in committed investment, far below China's $61 billion and the United States' $54 billion, according to the report. The slow development of the market for clean commodities at the right price point was a major bottleneck for investments in India, said Faustine Delasalle, CEO of MPP. 'The higher cost of capital is an issue stifling investment across emerging and developing economies. We need to leverage the growing appetite from development and private finance institutions for clean industry developments,' Delasalle said. The report also highlights a global pipeline of about $1.6 trillion in projects that have been announced but not financed, with 692 of 826 commercial-scale clean industrial projects across 69 countries still awaiting financing.
