Can Hawaiʻi's legislature save our film industry?
HONOLULU (KHON2) — Hawaiʻi's economy heavily relies on tourism, but this makes it vulnerable to changes in travel safety perceptions. In recent months, other countries have issued travel warnings to the United States, and this could hurt Hawaiʻi's tourism industry. To address this, community leaders in Hawaiʻi have long been working to diversify our economy, and one way they're doing this is by strengthening its film industry. Since the late 1990s, Hawaiʻi has used tax incentives to attract film and television productions. Local attorney Bill Meyer was a key player in securing work shoot the hit TV series LOST in Hawaiʻi. 'We worked really hard to get the show brought to Hawaiʻi, and it paid off,' said Meyer. 'Not only does the film industry bring millions of dollars in revenue to the state each year, but tourism also gains a big leg up with a lot of visitors coming to the Hawaiʻi because of their exposure to Hawaiʻi in a series or a film.' These incentives were designed to make Hawaiʻi an appealing location for filmmakers by offering them a break on taxes. In 1997, Hawaiʻi introduced its first film tax credit, which offered a 4% tax credit on production costs. The program grew over time. By 2006, the tax credit was raised to 15% for filming on Oahu and 20% for other islands. The tax credit was further boosted in 2013, which helped bring even bigger productions to Hawaiʻi. A key part of the legislation, called the Motion Picture, Digital Media, and Film Production Income Tax Credit, has been adjusted over the years to keep Hawaiʻi competitive. For example, in 2023, the tax credit was increased to 22% for Oahu and 27% for the Neighbor Islands. The state also set caps on how much money could be claimed, which ensures that the program remains effective without overburdening the state example, Hawaiʻi set a cap of $50 million per year for the entire program starting in 2023. These tax incentives have paid off. In 2022, Hawaiʻi's film industry contributed around $577 million to the state's economy. This included money spent by production companies on everything from hiring local crew members to purchasing materials. For this large investment in our economy, the state only provided $74.5 million in tax credits. That means the film industry received a financial boost to encourage continued filming in the state. A new bill is circulating through the Hawaiʻi State Senate, . James Kunane Tokioka, Director of the Department of Business, Economic Development and Tourism, pointed out these four important facts when it comes to tax incentives for the film industry in Hawaiʻi. 1. On the industry's economic impact: 'Hawaiʻi's film industry has consistently demonstrated its ability to generate significant economic benefits for the state, supporting thousands of jobs and injecting hundreds of millions of dollars into the local economy.' 2. On tax incentives for the film industry: 'The proposed amendments to the Motion Picture, Digital Media, and Film Production Tax Credit seek to enhance Hawaiʻi's competitiveness by attracting more high-budget productions while ensuring greater economic returns for the state.' 3. On workforce development: 'By expanding workforce training provisions and increasing local hiring incentives, this bill aims to cultivate a sustainable and thriving film industry that provides long-term career opportunities for Hawaiʻi residents.' 4. On tourism and cultural representation: 'The visibility of Hawaiʻi in major film and television productions not only boosts tourism but also allows for authentic storytelling that reflects the rich cultural heritage of the islands.' You can click to access information on SB32 and to read Tokioka's full statement. With more countries issuing travel warnings and tourism potentially declining, these legislative efforts help ensure Hawaiʻi has another way to create jobs and support its economy. Get news on the go with KHON 2GO, KHON's morning podcast, every morning at 8 By growing the film industry, Hawaiʻi can reduce its dependence on tourism while building a more sustainable future. STL FBI Warns 764 network using blackmail to exploit minors
ST. LOUIS – Federal authorities want to make sure parents are aware of an online network described as violent and aimed at forcing minors and other vulnerable individuals to commit disturbing sex-related crimes or self-harm. Ashley Johnson, special agent in charge of the FBI's St. Louis Field Office, said the 764 network began years ago as an online effort to sow racial discord. Close Thanks for signing up! Recent prosecutions of self-identified 764 members include cases in Michigan and Kentucky. 'It shows the predators, whether online or in person, that we're serious, that they can't hide behind a keyboard,' Johnson said. 'I think that's a misconception, that we can't find you and we will find you and we're putting resources to make sure we do.' The FBI has also shared information about the 764 network to help educate the public. Johnson implores parents to be aware of anyone their minors communicate with online. 'We can't protect them from everything out there but those things that we know, we can at least have those on the radar so that they're aware,' she said. Election results: Key Illinois municipal races take shape Johnson encourages parents, teachers and community members to be mindful of some of the potential indicators victims have displayed. She shared that a sudden change in the way they dress, not paying attention to their appearance, a sudden drop in grades, withdrawal, seclusion, and depression can be potential signs to be aware of. 'If you see something, you know, we've heard that phrase, 'If you see something, say something,' but also do something,' Johnson said. Victims can report information through the FBI's Internet Crime Complaint Center at FBI Field Office or 1-800-CALL-FBI (225-5324). Additional resources are available through the National Center for Missing and Exploited Children ( or 1-800-THE LOST), including a free service known as Take It Down, which helps minor victims, even if they are now an adult, to remove or stop online sharing of nude or sexually explicit content. Billy Ray Cyrus' daughter Noah posts praise for dad's new music after brother hinted at family rift
Noah Cyrus has praise for her dad amid what appears to be ongoing family drama. The 25-year-old shared a now expired post on her Instagram stories on Friday, complimenting her dad Billy Ray Cyrus' new song, per People. "So proud of my Dad's INCREDIBLE new single LOST with my good, old friend [Sam Tinnesz] and [Tommee Profitt]," she wrote. The post came after her older brother Trace penned an open letter to Billy Ray last month, begging him to reconnect with his family and suggesting there was a rift between father and daughter. "You may be upset with me for posting this but I really could care less at this point. Me and the girls have been genuinely worried about you for years but you've pushed all of us away. Noah desperately has wanted you to be a part of her life and you haven't even been there for her. That's your baby girl. She deserves better. Somehow just like me she still idolizes you though." Billy Ray adopted Trace and his older sister, Brandi, when he married Tish Cyrus in 1992, and the couple went on to welcome Miley Cyrus, Braison Cyrus, and Noah before their divorce in 2022. The singer is also father to Christopher Cyrus with his ex-wife Kristin Luckey. The 35-year-old also expressed concerns over Billy Ray's health, writing, "We are all hanging on to memories of the man we once knew & hoping for the day he returns. You're not healthy Dad & everyone is noticing it. Just like I showed up for you at mamaws funeral when you didn't expect me to I'm still here right now." On Monday, Jan. 20, Billy Ray took the stage to sing hits like "Old Town Road" and "Achy Breaky Heart" in celebration of President Donald Trump's inauguration, experiencing technical difficulties. Billy Ray later said, "I wouldn't have missed the honor of playing this event whether my microphone, guitar and monitors worked or not. I was there because President Donald J. Trump invited me. I had a ball at the Liberty Ball last night, and I've learned through all these years when the producer says, 'You're on,' you go entertain the folks even if the equipment goes to hell." "I was there for the people, and we had a blast," the statement shared to Instagram read. "That's called rock n' roll!!!" Trace posted a follow-up message after his first letter, claiming his adoptive father was threatening him with legal action over the initial letter. "Dad my message was beyond loving. I could have been extremely honest about a lot more but I don't want to put your business out there like that," he wrote. "But for you to threaten me with legal action for wanting you to get help is a disgrace." On Jan. 26, Billy Ray appeared to address his son's comments, sharing a clip of his 2009 music video, "Somebody Said a Prayer" to his YouTube account. The music video starred Trace. "Sunday callin," Billy Ray captioned his YouTube short. "Giving thanks for the California Rain. Praying for the brokenhearted and their pain. Praying for my family. For my children… sons and daughters… and their mother. Let this moment be the start of healing for us all. 'The past does not equal the future.' Amen." In a comment to People magazine, Braison, who worked with Billy Ray on his new album, commented on the ongoing drama between his dad and brother. "I don't have any bad feelings toward anyone in my family," he told the outlet.
