RBI project finance guidelines easier than draft, breather for lenders
Live Events (You can now subscribe to our (You can now subscribe to our Economic Times WhatsApp channel The Reserve Bank of India ( RBI ) has substantially reduced mandatory provision requirements for commercial real estate (CRE) and infrastructure projects, providing a breather to lenders and likely ensuring that the flow of funds especially to infrastructure projects the final guidelines released by the central bank on Thursday, RBI reduced general provisions required for CRE, CRE-RH (CRE-Residential Housing) and other infrastructure projects to between 1% to 1.25% in the construction phase from a peak of 5% in the draft guidelines. Provisions for projects in the operational phase have also been reduced to between 0.40% and 1%, with operational infrastructure projects provisions kept at 0.40%, the same as it is currently. The new guidelines will come into force from October importantly the new provisions are not applicable for existing projects, which would have substantially increased capital costs for lenders. Besides banks, infrastructure finance companies like Power Finance Corp and Rural Electrification Corp which together have amassed more than Rs 16 lakh crore of loans were likely to be most impacted from these new norms which were first proposed in May last year.A M Karthik, co-group head, financial sector ratings, ICRA Ltd said the final guidelines comes as a relief to the lenders, because the provision requirements for both operational as well as under construction projects are lower. 'Limited impact expected on NBFCs as sufficient provisions are provided as per the expected credit loss assessment and provisioning at present is closer to the requirement as per the guidelines. Also, the provisions are applicable prospectively, from Oct 2025 and, thus overall impact for lenders shall be limited," Karthik loans on infrastructure projects which have been delayed beyond three years from the Date of Commencement of Commercial Operations (DCCO), lenders have to make a additional provision of 0.375% and a 0.5625% provision non infrastructure project loans (including CRE and CRE-RH), for each quarter of deferment, over and above the applicable standard asset provision, the RBI said. This is also lower than the penal provisions of 2.35% for infrastructure projects delayed by over two years prescribed by the draft have been given the leeway of classifying projects in which the cost overrun including the interest payable during the construction phase is up to 10% of the original project cost or the stand by credit facility provided by lenders is specifically sanctioned by the lender at the time of financial closure or financial parameters like the debt to equity ratio, external credit rating remain unchanged or are enhanced in favour of the lender post cost overrun funding.A project where the DCCO extension is necessitated by an increase in the project outlay on account of increase in scope and size of the project is also been allowed to be classified as standard provided the rise in project cost excluding any cost-overrun in respect of the original project is 25% or more of the original outlay or a re-rating on the new external credit rating is not below the previous external credit rating by more than one notch.A project which is delayed has to complete all documentation, agreements between lenders and borrowers and comply with the cost overrun norms within 180 days from the end of the review period, failing which it will be classified as a non performing asset (NPA).

Dinesh Karthik has suggested Sai Sudharsan at No. 3 and Karun Nair at No. 6 for India's first Test against England, with Shardul Thakur in the playing XI. Star India wicketkeeper Dinesh Karthik has said that he would like Sai Sudharsan to bat at No. 3 for India, with Karun Nair down at 6 when India take on England in the first of their five-match Test series at Leeds on June 20, adding that Shardul Thakur would pip Nitish Kumar Reddy to the playing XI. The Indian team management is faced with a huge selection conundrum regarding the batting unit after the recent retirements of Rohit Sharma and ace batter Virat Kohli. The departures of the star duo have led to some significant shuffles in the batting order. Karthik has backed Yashasvi Jaiswal and KL Rahul to continue their success from the recent Border-Gavaskar Trophy. Skipper Shubman Gill and Pant were named in the middle order by Karthik, while the returning Nair was slotted in at No. 6. Jaiswal, Rahul, Sudharsan, Gill, Pant, Nair, Ravindra Jadeja and Shardul formed Karthik's top 7 for the Headingley Test. Pant has already confirmed that he would be batting at No. 5 while Gill takes over the No. 4 slot. 'Jaiswal looks like a man who is ready for a challenge like this. At No.3, Sai Sudharsan, I feel he has done outstandingly well in white-ball cricket, IPL and in the limited opportunities he has had for India as well," Karthik said while speaking on a video on his Instagram handle. 'Can he (Sudharsan) convert that form into red-ball cricket as well? Shubman Gill, who is going to take over the mantle from the King. That's a big one, but he knows. He wants to win that dressing room," Karthik said. 'If he gets going with the bat and shows the form he has shown in white-ball cricket, the world is his oyster. At No.8, I think Shardul Thakur is going to be the man. He is a bowling all-rounder, but his batting is going to be useful," Karthik added. England have already named their playing XI for their series opener. Experienced pace bowling all-rounder Chris Woakes returned to the line-up while Ollie Pope was preferred over Jacob Bethell.

Shubman Gill Given Major Reality Check Ahead Of England Tour By Ex-India Star: "He Hasn't Realised..."
Former wicketkeeper batter Dinesh Karthik believes Shubman Gill is yet to realise the "enormity" of what it means to be India's Test captain as he prepares to step into a lion's den with a scrappy overseas batting average, reported Sky Sports. India stands on the horizon of witnessing a new sunrise, marking the commencement of an era in Test format without its batting bigwigs Rohit Sharma and Virat Kohli. Shubman, who grabbed the spotlight with his clinical captaincy skills during his stint with Gujarat Titans in IPL, was deemed Rohit's successor. In his first assignment, Shubman is touring England, a territory where India last marshalled a Test series triumph in 2007. Even though India's fortune hasn't changed, England has transformed into a formidable force under the tutelage of head coach Brendon McCullum and Ben Stokes' captaincy. The dynamic duo has not lost a Test series at home since McCullum took over the managerial duties in 2022. With India missing its batting wizards and considerably short on experience, Karthik believes England's "vulnerable" bowling attack is the only positive for Gill and his troops. "I don't think he has realised the enormity of what it means to be a Test captain of India as of now. He is walking into a lion's den. Luckily for Shubman Gill, the England bowling attack is very vulnerable. That is the only positive I see. England's batting will put India under pressure, but the bowling is an area that is still work under progress," Karthik said on the Sky Sports podcast. Gill has previously toured England and made three appearances while donning the whites. On every occasion, he bit the bullet with his tantalising performances and mustered up 88 runs at a dreadful average of 14.66. Karthik wants Gill to focus on his batting and wear his captaincy hat only when India tries to spoil England's blueprint for executing its famed 'Bazball' style of play. With the series opener to be played at Headingley on June 20, Karthik believes the venue could be the ideal place for India's youngest Test captain to put runs under his belt and earn respect in the dressing room. "First bit of information I want to give Shubman Gill is to put your captaincy hat on only while fielding. Focus on your batting. It is imperative for Gill to score to have respect in that dressing room. In SENA countries, as an Indian batter, his average is not something he is going to be proud of," he said. "He needs to get runs in the first Test so he doesn't put more pressure on himself in the next Test. That is the first thing I will tell Shubman Gill: Be the best batter you can be. Make sure you get your runs, you are capable of it," he added. Former India wicketkeeper Dinesh Karthik has issued a stern warning to Shubman Gill about the pressure of captaincy, before India takes on England in their first Test on June 20. 'I really don't think he has realised the enormity of what it means to be the Test captain for India as of now. He is walking into the lion's den,' Karthik told Sky Sports. India will play five Tests in England, with Gill playing his first series as skipper. The 25-year-old took on red-ball captaincy after Rohit Sharma retired. 'Coming to England as a cricketing nation is not easy. There have been many a team with superstars who have come in and have found it really, really hard,' Karthik said. India has not won an away series against England in the last 17 years, with the last coming under skipper Rahul Dravid — 1-0 win — in 2007. Former India cricketer Dinesh Karthik believes Shubman Gill is yet to grasp the full weight of responsibility that comes with leading the Indian Test side and has urged the young skipper to focus on his batting to gain respect within the dressing room. India, entering a new era in Test cricket without stalwarts Rohit Sharma, Virat Kohli and R Ashwin, will begin a five-match series in England under the leadership of 25-year-old Gill, his first assignment as captain in the longest format. "First bit of information I want to give Shubman Gill is to put your captaincy hat on only while fielding. Focus on your batting. "It is imperative for Gill to score to have respect in that dressing room. In SENA countries, as an Indian batter, his average is not something he is going to be proud of," Karthik said on the Sky Sports Cricket Podcast. Gill, who has played 32 Tests, has struggled to convert starts in overseas conditions, particularly in SENA countries. In cricket, SENA refers to South Africa, England, New Zealand, and Australia. India last won a Test series in England in 2007 and Gill faces a formidable challenge in attempting to repeat that feat as a first-time captain. Coming to England as a cricketing nation is not easy," said Karthik who interviewed Gill recently. "Luckily for Shubman Gill, the England bowling attack is very vulnerable. Karthik believes Gautam Gambhir's tactical acumen as a coach is top-notch but feels his aggressive approach might need fine-tuning in a coaching role. Karthik has shared both dressing rooms and leadership spaces with Gambhir -- first as an India teammate and later under his mentorship at Kolkata Knight Riders. "Tactically, Gauti (Gambhir) is a very good coach. Man management is the area that I am sure he would be looking at. But one thing about him is that he is looking out for his players which is massive." However, Karthik noted that Gambhir's intensity, which served him well as a captain, might not always translate smoothly to coaching. "What I feel at times is that the way he is aggressive as a captain, you can't be as a coach. You are managing different individuals. Once you let them out in the park, you trust them to do the job. That is the challenge," Karthik said.
