Elliot Ke named Interim Kaua‘i Police Chief

LĪHUʻE, Kauai (KHON2) — The Kaua'i Police Department marked a major leadership transition this week as longtime officer Elliott Kalani Ke officially stepped into the role of Interim Police Chief. Kauaʻi commission begins search for next Police Chief A Change of Command ceremony was held June 12 at the Kaua'i Veterans Center to recognize the change and reflect on the service of outgoing Chief Todd Raybuck. Raybuck, who has led the department since 2019, announced his departure after more than five years at the helm. During the ceremony, he shared gratitude for his time on the island and praised the department's progress during his tenure. 'Serving as Kaua'i's Police Chief has been the greatest honor of my professional career,' Chief Raybuck said. 'This community welcomed me with open arms and I will forever be grateful for the aloha, the lessons and the spirit of service shared by the men and women of KPD. I leave knowing the department is in good hands.'Representing Mayor Derek Kawakami at the ceremony was former KPD Chief Michael Contrades, who emphasized Raybuck's efforts in modernizing department operations, improving training and expanding community engagement. The event also introduced Interim Chief Elliott Ke, a Kaua'i native who has been with the department since 1999. Ke has worked his way through the ranks, holding multiple leadership roles including Assistant Chief and is a graduate of the FBI National Academy. 'I am humbled and honored to take on this responsibility,' Chief Ke said. 'My priority is to continue to provide the highest level of service to our Kaua'i community and the island we call home.' Contrades added that Ke's rise from patrol officer to Interim Chief shows not only his experience but his deep-rooted connection to the island and its people. His leadership, officials say, will focus on continuing transparency, integrity and community-based policing. KINSTON, N.C. (WNCT) — The Kinston Police Department is investigating a hit-and-run Monday, June 9, 2025 involving a Dodge Ram pickup made somewhere from 2019-2024. It is believed to be either a 2500, 3500 or 5500. Law enforcement officers said it happened on Haskett Road and the truck was last seen traveling on Haskett Road and Eagle Road. The vehicle should have significant front-end damage on the passenger side and a missing passenger side fog light. SIPITANG: PBRS Wanita head for Sindumin, Maria Samuel, urged the government, particularly the Public Works Department, to carry out maintenance and upgrades on the road connecting Kampung Melamam to the Village Development Cooperative (KPD), as it is currently damaged and muddy. The main road for the villagers to access the KPD area and Kampung Lotok is the only route available. It also connects the old Lotok road and other villages like Kampung Kaban, Kampung Melamam, Kampung Damai and Kampung Marau to the town of Sipitang. Advertisement Maria said residents are disappointed and angry because the Public Works Department (JKR) has neglected this road which many residents rely on. Several villages in the surrounding areas also want this road upgraded, considering that the KPD area is abundant with agricultural crops with durian, rubber, oil palm being harvested. Residents have attempted to maintain the road by placing large stones in order to allow vehicles to pass. 'JKR should consider how villagers are supposed to transport their agricultural produce to the market when their vehicles get stuck,' she said. Kissimmee to assess fee on property owners to add firefighters, shorten their workweeks

Property owners in Kissimmee will soon start paying a special fee to help their fire department recruit additional firefighters and allow them to work less-rigorous schedules. After a public hearing Tuesday evening that lasted more than an hour, commissioners voted 4-1 to assess all property owners $105 per parcel of land plus 56 cents per $1,000 of improvements made. 'I can't compromise public safety to save a dollar,' Commissioner Angela Eady said. 'I can't do that to someone that's willing to risk their lives to save a life.' Commissioner Carlos Alvarez cast the sole dissenting vote, saying it would 'be a burden to homeowners.' The assessment will raise the approximately $6 million needed annually to fund 49 new positions (firefighters and support staff) in the Fire Department. The funds will be part of the department's budget for the fiscal year starting in October. Fire Chief Jim Walls said Monday in an interview with the Orlando Sentinel that the funds will allow hiring roughly 39 firefighters — an entire second shift — and double the total number in the department. Expanding the ranks of firefighters will allow them to work a 42-hour workweek instead of the current 56 — making it the first department in Central Florida to adopt that schedule. Walls said adding personnel is not about improving response times — the rapidly growing city of just over 70,000 has already worked to add new fire stations on the growing east side — but about recruiting firefighters. 'We've had a hard time hiring and Kissimmee isn't any different from the rest of the state,' he said. 'So this will help us with recruitment, retention, morale, mental and physical health.' Roughly a dozen residents spoke during the meeting — with most opposing the fee — but three city firefighters said their mental health and the quality of service they provide would deteriorate if they keep working 56 hours a week. Joshua Clark, a KPD firefighter and president of its union, said the city is growing quickly and so are the department's calls. 'Every year the population rises, the buildings go higher, the calls get more complex and we meet these challenges head on time and time again,' Clark said. 'But to keep doing that to stay ahead of the curve we need the proper tools and resources. The fire fee gives us exactly that.' But Ana Mendez, a mother of two and first-time homeowner, told commissioners she opposes the assessment because it would cause her financial hardship. Mendez said she understands firefighters protect the community but asked if taxes she currently pays could support the department's effort. 'I'm a survivor of domestic violence and left that situation to go to a shelter,' she told them in Spanish with Mayor Jackie Espinosa translating. 'To finally have a house is a big achievement for me, it's not fully paid for because I just got it, but the implication to have this fee as an additional expense will not be easy for me. 'For me this won't be easy and I'm sure that it won't be for other women who are in my same situation.' The assessment comes as a bill in the Legislature, House Bill 929, encourages a 42-hour workweek, Walls said. The legislation, in combination with Kissimmee's decision to adopt it, will likely push other cities and counties to implement the shorter workweek. 'It's just a matter of when people do make that switch,' he said. 'Now it only encourages, so it's not mandated … and so that to me it usually starts as encouraging but at some point down the road it usually will lead to having to do it.'

Police seek help to solve 2023 murder of Chris Hill in West Knoxville

KNOXVILLE, Tenn. (WATE) — The Knoxville Police Department is asking for information that could help solve a 2023 murder case to come forward. Officers responded to 218 E. Depot Avenue on December 13, 2023, where they found 51-year-old Chris Hill unresponsive. He had been shot multiple times and died at the scene. Babalu on Gay Street closing for the second time Nearly a year and a half later, no arrests have been made in the case. During the investigation, detectives determined that the morning of the shooting, a gray Toyota 4Runner was stolen from outside a West Knoxville home after it was left running. Later that day, Hill was working as a plumber on Boright Drive. 'Surveillance video revealed that there was a Toyota 4Runner that appeared to be driving, circulating through the neighborhood, watching the work truck, and then ultimately followed him down onto Depot Avenue,' Scott Erland with KPD said. 'When Mr. Hill got out of his truck, an individual got out of that 4Runner and shot Chris Hill multiple times.' $2,000 reward offered for information in 2023 West Knoxville fatal shooting The 4Runner was later found abandoned. Investigators are still working to find out why the shooting happened. 'This was, by all appearances, a targeted shooting, but we don't really totally know why that was the case, why Chris Hill would have been targeted,' Erland said. Now investigators are turning to the public. Former Knoxville Police Chief Phil Keith said no piece of information is too small. 'Most cases that we solve are dependent on citizen input, citizen witnesses, and no one should ever think that because they know very little it may not help, because it's like a big jigsaw puzzle,' Keith explained. He said keeping the case in the public eye is also important, because sometimes those with information don't realize they have it until later on. 'Any little tidbit of information often leads to a break in the cases, and of course the media. Nationwide the media is a huge player in that role,' he said.
