KESUMA, Penang To Partner On Talent Pipeline For Chip Design, High-tech Sectors
GEORGE TOWN, June 19 (Bernama) -- The Human Resources Ministry (KESUMA) is finalising a strategic collaboration with the Penang government to strengthen the local talent pipeline by producing more engineers through the Penang Chip Design Academy (PCDA). Human Resources Minister Steven Sim Chee Keong said the academy, established by the state government, is aimed at advancing Penang's semiconductor and high-tech sectors, with KESUMA poised to add value to the initiative. 'PCDA was created to develop human capital, young people and workers, for the semiconductor and high-tech industries. 'KESUMA wants to explore how we can support the state's skill training programmes to drive this sector forward,' he told reporters after launching the National Training Week (NTW) 2025 Northern Region roadshow here today. Penang launched the academy last year as part of efforts to strengthen integrated circuit (IC) design and digital development, aligning with the state's plans to build a thriving IC design ecosystem and digital economy hub. Sim also announced a strategic partnership between the Human Resource Development Corporation (HRD Corp) and the Northern Corridor Implementation Authority (NCIA) under the Advanced Technology Meister Programme (ATMP). 'Through this initiative, we are introducing a matching grant programme to help local industries enhance workforce skills in advanced technology,' he said. Employers will be able to co-develop training programmes with learning institutions of their choice, supported by funding from both HRD Corp via its levy system, as well as NCIA under the 12th Malaysia Plan (RMK12). Sims aid the initiative reflects the government's commitment to building a highly skilled workforce and achieving the national target of 30 per cent skilled labour by 2030.

In a separate announcement, KESUMA also approved the implementation of a skills enhancement programme under the Focused Impact Training Initiative (FITI) for fishing families and local communities in South Penang. The programme will benefit 420 participants through courses such as helmsman training, site safety supervision, computer applications and safety officer certification. 'The goal is to ensure that the fishing community is not left behind in economic progress brought by projects such as Silicon Island,' Sim said.

Prime Minister Datuk Seri Anwar Ibrahim made the announcement during the National Training Weeks (NTW) 2025 at Bukit Jalil National Stadium on June 14. The exemption, he said, is part of the MADANI government's strategy to support education providers and focus resources on raising training quality. 'This exemption allows private institutions, from preschools to universities and vocational centres, to channel their efforts into enhancing skills development for our youth,' said Anwar, adding that the decision followed extensive feedback from the sector. The levy, mandated under the Pembangunan Sumber Manusia Berhad Act 2001 (Act 612), typically supports the Human Resource Development Corporation under the Human Resources Ministry (KESUMA). Anwar said he has instructed the secretaries-general of the Education Ministry and KESUMA to ensure quality standards are upheld despite the levy waiver, and also urged oversight on large corporations to contribute more meaningfully to employee training. Reinforcing the MADANI Economic Framework, Anwar emphasised the importance of preparing Malaysia's youth for high-growth industries such as artificial intelligence, digital transformation and semiconductor manufacturing, areas where Malaysia is already a key regional hub. KUALA LUMPUR — The 2025 National Training Week (NTW), held to promote greater participation in skills training among Malaysians, has recorded over two million participants, exceeding its initial one million target. Human Resources Minister Steven Sim Chee Keong said the third edition of NTW offered more than 71,000 free courses nationwide, conducted physically, online and in hybrid formats, from today until June 21. 'More than 41 per cent of the courses are related to Industry 4.0. To improve the people's skills in this area, the Human Resources Ministry (KESUMA) collaborated with the Ministry of Education (MOE) to implement the AI-4-Educators programme from April 7 to June 12. 'This is to train nearly 400,000 educators in the use of artificial intelligence (AI) for teaching techniques, skills and related issues such as ethics, so that frontliners in our human capital development sector are equipped with the knowledge and skills to face the challenges of the AI era,' he said when speaking at the NTW ceremony at the Bukit Jalil National Stadium here today. The AI-4-Educators programme, comprising five self-training modules covering the use of AI in teaching, accessibility and ethics, has been recognised by the Malaysia Book of Records for recording the largest participation of educators in an AI training programme. Sim said the government had allocated about RM10 billion for skills development, of which 30 per cent came from levies imposed on private companies to train their employees. 'KESUMA is aware that with such a large financial allocation, the strategy must be aligned with current needs so that the people can benefit from it. Therefore, last year we introduced the MyMahir portal, which helps not only government agencies and private companies but also individuals to make informed decisions on skills development plans based on economic criteria. 'In this first year, KESUMA found that our trainees earned an average salary that was 12 per cent higher than the general market average. This programme will be expanded more aggressively so that more workers benefit from the MADANI Government's investment in skills development,' he said. Meanwhile, the Human Resource Development Corporation (HRD Corp), in a statement, said that among the popular courses during NTW 2025 were Neurodiversity Virtual Training, Cyber Security Threat Management (CSTM), ChatGPT Malaysia Community: Malaysia's Premier AI Learning Platform, Drone Flying Skills for New Pilots, Tax Planning for Individuals 2025, and Generative AI For Everyone.
