1,935 challans a day: CCTV surveillance lays bare anarchy on Mohali roads

Launched three months ago, the City Surveillance and Traffic Management System in Mohali has uncovered the alarming scale of traffic violations on Mohali roads. In just 95 days, from March 6 to June 9, as many as 1,83,825 e-challans have been issued through CCTV surveillance — a startling 1,935 a day, reflecting widespread disregard for traffic laws. What's more: the data is from CCTV monitoring at only 17 intersections, while the rest of the city hasn't even been covered yet, including Airport Road, a major traffic lifeline. Earlier, in the absence of CCTVs keeping a watch, such violations went unchecked due to inadequate staff in the Mohali traffic wing, resulting in accidents and traffic chaos. But with 488 high-definition cameras now active, up from 405 initially, the true extent of traffic indiscipline has been laid bare. Riding without a helmet is the most common offence, with 1,08,561 challans, translating to ₹10.85 crore in fines. Pillion riders without helmets come next, with 28,361 challans and ₹2.83 crore in penalties. Red-light violations account for the third-highest challans, numbered at 15,791, not only disrupting the flow of traffic but also increasing the risk of collisions at busy intersections. Superintendent of police (Traffic) Navneet Singh Mahal said the camera-based enforcement was designed not to punish but to protect. 'Traffic rules are for the safety of people. Though we have seen improvement and more people are following traffic regulations, violators are still being challaned. The public must realise that these efforts are aimed at creating a safer and more disciplined Mohali.' 88% challans not settled Another challenge facing the traffic police is the high rate of unsettled challans. Of the 1,83,825 e-challans issued till June 9, only a little over 20,000 have been cleared by traffic violators, resulting in collection of ₹1.7 crore as fines. The backlog is massive, with 1,62,918 challans (88%) still pending, totalling an estimated ₹16.3 crore in unpaid fines. The City Surveillance and Traffic Management System in Mohali, spearheaded by the Punjab Police Housing Corporation, will eventually be expanded to 20 intersections. The cameras are monitored at the Integrated Command and Control Centre (ICCC) set up at the Sohana police station, where 13 operators keep round-the-clock vigil on violators and also help in tracing criminals.

Shillong, People from various localities in Shillong have requested the state government to install more CCTV cameras in the city and its adjoining areas to enhance the safety and security of the citizens, Meghalaya Deputy Chief Minister Sniawbhalang Dhar said here on Tuesday. The demand came a day after Meghalaya Police arrested Sonam and her aides for their role in the cold-blooded murder of her husband Raja Raghuvanshi in Sohra in East Khasi Hills district, around 60km from Shillong. Raja and Sonam, who got married on May 11 in Indore, came to Meghalaya on their honeymoon. They disappeared on May 23, hours after checking out of a homestay at Nongriat village, 20 km from where his body was found. Raja was found dead in a gorge near Weisawdong Falls in the district on June 2, ten days after the couple went missing. "The urban affairs department has received numerous requests from many localities for installation of close circuit televisions to ensure the safety and security of the citizens and to aid the police in investigation of crimes," Dhar told PTI. He said the state capital currently has over 335 CCTVs under the Integrated Command and Control Centre . According to Dhar, who is also the Urban Affairs Minister, the government plans to extend CCTV coverage to other parts of the state, including Jowai in the eastern Jaintia Hills region and Tura in the western Garo Hills region. "We are currently assessing the size and layout of these areas to determine the number of CCTV cameras required," he said. Sonam Raghuvanshi, a 24-year-old woman from Indore, allegedly orchestrated the murder of her husband Raja Raghuvanshi, during their honeymoon in the scenic town of Sohra, state DGP I Nongrang said on Monday, revealing the details of the shocking crime that triggered a manhunt across three states. Raja was killed by men allegedly hired by Sonam, who went 'missing' and surfaced in UP's Ghazipur where she surrendered at the Nandganj police station after the arrest of three assailants Akash Rajput , Vishal Singh Chauhan , and Raj Singh Kushwaha in overnight raids. Meghalaya Police's Special Investigation Team has availed a transit remand for Sonam and they are bringing her to Shillong where she will be produced in a court here later on Tuesday in the murder case registered under Sohra PS.

Jammu and Kashmir Lieutenant Governor Manoj Sinha on Monday launched a control centre to boost real-time surveillance on pilgrims visiting the Mata Vaishno Devi to ensure their safety. The Integrated Command and Control Centre (ICCC) has been set up at the cave shrine in Reasi district. "The security forces had conducted a joint review of the route and all aspects related to security, safety, and smooth yatra. Based on the joint suggestions made by the Police, Army, and CRPF, an Integrated Command and Control Centre has been set up here from a security perspective," Sinha told reporters in Katra. Built at a cost of Rs 20 crore, the centre will unravel "a new era of safe and seamless pilgrimage begins," he added. The ICCC has been housed at the Spiritual Growth Centre in Katra, Chief Executive Officer of Shri Mata Vaishno Devi Shrine Board, Anshul Garg said. The centre has a network of 700 CCTVs, with features like gesture recognition, facial recognition, and PTZ (pan-tilt-zoom), he said. According to a recent report by the Chandigarh Police's challaning branch, red light jumping and dangerous driving have emerged as the most widespread traffic violations in the city, with 1.53 lakh challans issued between January 1 and April 23, 2025. Out of the total 3.38 lakh challans issued during this period, 45% were for red light violations. The report highlights a growing trend of reckless driving and a blatant disregard for traffic rules. Speeding and zebra crossing violations followed closely behind, with 38,838 and 38,021 challans issued respectively. These figures underline the increasing risks for both drivers and pedestrians on Chandigarh's roads. Helmet-related offences also remain a concern. Nearly 3,000 riders were penalised for not wearing helmets or turbans, including 854 female pillion riders and 987 male drivers. Additionally, there were 4,365 U-turn violations and 3,083 instances of wrong parking, which include wheel clamping and vehicle towing. A key factor in identifying violations has been the use of Integrated Command and Control Centre (ICCC) cameras at major intersections. Equipped with artificial intelligence and automatic number plate recognition (ANPR), these cameras capture offences like red light jumping, speeding, and lane violations in real time. The footage is then reviewed by traffic personnel, and challans are automatically generated and sent to offenders via mobile phones with photographic evidence. SSP (Traffic) Sumer Pratap Singh emphasised that while enforcement efforts continue, long-term road safety depends on public awareness and responsible driving. 'Stringent action is being taken, but community cooperation is essential,' he said. To curb repeat offences, the Chandigarh administration has announced that traffic violators with five or more unpaid challans will face suspension of their driving licences and vehicle registrations. They will be issued a 15-day notice. Failure to pay within the stipulated time will lead to cancellation of licences, suspension of vehicle registrations, and denial of services such as renewals, issuance of duplicates, and insurance processing. The Registering and Licensing Authority (RLA) will tag such vehicles as 'Not to be Transacted.' Backlog of nearly 20 lakh challans since 2019 The city's challaning branch also revealed that 19,93,826 challans remain pending from 2019 up to April 23, 2025. These include violations recorded through CCTV, the Police Control Command Centre (PCCC), and citizen complaints.

After the establishment of the 24/7 Integrated Command and Control Centre (ICCC), the Tambaram Corporation has launched an application called 'Voice of Tambaram' (VoT). A senior civic official said the ICCC, modelled on the command centre of the Greater Chennai Corporation, would automate and link the attendance system of conservancy workers, track the removal of garbage through trucks with GPS, and monitor the 32 flood-prone areas via closed-circuit television (CCTV) cameras during the monsoon. As part of upgrading the ICCC, VoT was launched for residents to send in their complaints and feedback, he added. The official said the civic body had received 13,869 complaints since the launch of the VoT app. Of these, 12,889 had been resolved. The engineering department received the highest number of complaints at 8,993, followed by the public health department with 3,767. P. Prathap, office-bearer of the Chitlapakkam Town Welfare Association, said the complaints made with VoT app, particularly regarding garbage removal and vector control measures, had been addressed, but steps were not being taken regarding macro civic issues such as restoration of damaged roads and cleaning waterbodies.
