Investment Summit Drives Strong Bids For Northland Expressway PPP

Minister for Infrastructure Minister of Transport The positive impact of the Government's Infrastructure Investment Summit earlier this year is beginning to show, following the shortlisting of three consortia for the Warkworth to Te Hana section of the Northland Expressway, Infrastructure and Transport Minister Chris Bishop says. 'The Investment Summit, which took place in Auckland in March 2025, attracted international and local companies which collectively manage over $6 trillion in capital,' Mr Bishop says. 'Ministers' presentations at the Summit left the investors in no doubt that New Zealand is serious about attracting investment into the big infrastructure projects our country needs. 'One of the projects featured at the Summit was the Northland Expressway, a critical project to boost jobs and growth in an area rich with untapped potential. During my presentation on this project at the Summit, I announced that we were inviting Expressions of Interest to deliver the first stage of the project. 'This first stage includes a 26km four-lane expressway from Warkworth to Te Hana which connects to the new Pūhoi to Warkworth expressway. The indicative design for Warkworth to Te Hana includes an 850m long twin bore tunnel in the Dome Valley and three interchanges located at Warkworth, Wellsford and Te Hana. 'We received very strong interest in this project from both domestic and international consortia, several of which included companies who attended the Investment Summit. 'Following NZTA's rigorous evaluation and selection process, three of these consortia have been shortlisted to move forward to the Request for Proposals (RFP) stage, during which they will submit RFPs for the financing, design, construction, management and maintenance of the Warkworth to Te Hana section of the expressway under a PPP.' The three shortlisted consortia are: Northway made up of Acciona Concesiones S.L., abrdn Global Sustainable Infrastructure GP IV Ltd and Acciona Construction New Zealand Ltd Go>North made up of VINCI Highways S.A.S., John Laing Limited, VINCI Construction Grands Projets S.A.S., VINCI Construction GeoInfrastructure S.A.S. and HEB Construction Limited Together North made up of Plenary Origination Pty Ltd, Webuild S.p.A, WBCA Pty Ltd, Gamuda Engineering Pty Limited and Service Stream Holdings Pty Limited 'The shortlisted consortia are all well positioned to deliver a high-quality motorway that will boost regional resilience, enhance road safety and travel reliability and strengthen vital connections for freight, tourism and everyday drivers,' Mr Bishop says. 'I want to acknowledge the huge amount of work from all respondents who provided high quality submissions, and NZTA for continuing to meet the ambitious timeframes for this procurement. 'We are now an important step closer to delivering a vital connection which will help Northland's economy grow and its communities thrive.' The Warkworth to Te Hana section of the corridor has been prioritised for delivery as it is the most advanced section in terms of designation, consents and property acquisition. A Preferred Bidder for the PPP is expected to be confirmed in early 2026. Subject to successful contract negotiations, the contract is expected to be awarded in mid-2026. The successful PPP consortia is expected to start detailed design and early construction works in late 2026. NZTA is currently progressing planning and design for the remaining sections of the corridor. The emerging preferred corridor for section 2, Te Hana to Port Marsden Highway, was announced in April 2025.

Press Release – New Zealand Government Minister for Infrastructure Major investments in new and upgraded hospitals, mental health facilities, school buildings, rail and roads across the country are being funded in Budget 2025, Infrastructure Minister Chris Bishop says. 'Our infrastructure investments will grow our economy, create opportunities and raise living standards for Kiwi families. 'The infrastructure investments in Budget 2025 build on our existing pipeline of infrastructure projects, including by providing funding for some of the projects highlighted at this year's Infrastructure Investment Summit. 'Total capital expenditure in the Budget reaches $6.8 billion, with identified savings supporting the overall cost of our investment programme. The capital allowance for this year's Budget is $4 billion, which is a little larger than the $3.6 billion previously signalled.' Key infrastructure investments in Budget 2025 provide funding certainty for the capital pipeline, including funding over the forecast period for programmes already in delivery: $1 billion investment to upgrade and expand hospitals across the country, including the Nelson Hospital Redevelopment and Wellington Regional Hospital Emergency Department refurbishment, as part of the Government's commitment to ensuring all New Zealanders can access high quality, modern healthcare $712 million capital and $234 million operating for new classrooms and school property maintenance, including funding for approximately 10,000 additional student places $50 million for upgrades to mental health facilities to provide safer, more therapeutic care settings for patients $464 million capital and $141 million operating for rail maintenance to increase the reliability for commuters and freight in the Auckland and Wellington metro areas, and to replace ageing bridges, culverts and other assets to ensure goods can get to and from our farms, manufacturers and ports. 240 new high security beds at Christchurch Men's Prison, along with a new Health Centre and Intervention and Support Unit containing 52 beds. Phase 1 of the redevelopment will be designed, built, financed, and maintained for 25 years under a public private partnership. Corrections will retain responsibility for operations and custodial management of the facility $167 million capital and $43.7 million operating over the forecast period to upgrade Defence infrastructure, along with the previously announced $2 billion plus investment to replace the Defence Force's ageing maritime helicopter fleet $219 million in additional operating funding to complete recovery works on local roads that were damaged in the 2023 North Island weather events. 'These investments confirm funding for key investments in the New Zealand Infrastructure Commission's Infrastructure Pipeline. Data from the Pipeline shows that across central government, local government and the private sector there are around $46.7 billion of projects under construction, and over $13.6 billion more of projects which are either in procurement now or are expected to be within the next twelve months. 'The Government has a comprehensive programme of work to deliver more and better infrastructure for New Zealand, including developing a 30-year National Infrastructure Plan, replacing the RMA to make sure infrastructure can be built faster and cheaper, using public private partnerships to leverage private sector capability and expertise, and utilising new funding tools like tolls and value capture to ensure that pipeline consists of high-quality projects with funding certainty. 'The Government has ensured it has plenty of room in its fiscal plan to fund emerging infrastructure needs. 'Budget 2025 builds on the coalition Government's commitment of fixing the New Zealand's infrastructure system, addressing our massive infrastructure deficit, and ensuring we have high quality infrastructure for New Zealanders now and for years to come.' Note: The appropriation amount for Phase 1 of the Christchurch Men's Prison is withheld to protect commercial negotiations.

First Fast-Track Expert Panels Established

Infrastructure Minister Chris Bishop and Regional Development Minister Shane Jones have welcomed the formation of the first two Fast-track expert panels. 'At this year's Infrastructure Investment Summit we announced that the first project applications had been accepted by the Environmental Protection Authority (EPA),' Mr Bishop says. 'Judge Borthwick, the Panel Convener, and Helen Atkins, Associate Panel Convener, have now appointed expert panels to assess the Maitahi Village project and Delmore project applications respectively. These panels will commence their work on Monday 12th of May. 'Maitahi Village is a retirement village development in Nelson of around 180 residential dwellings (50 being Iwi-led housing), a commercial centre, and a retirement village with approximately 194 townhouses and 36 in-care facility units, and Delmore is an Auckland project of approximately 1,250 residential units, including features such as parks. 'Each expert panel will assess the project, decide whether to consent it, and apply any relevant conditions. Final decisions are expected for these applications by the 12th of September. 'The expert panels include members with technical expertise relevant to the project and expertise in environmental matters. 'This Government is serious about growing our economy, and doing its part to make infrastructure and housing quicker, easier, and cheaper to build in New Zealand. I am pleased to see the formation of these panels and look forward to watching the process move forward.' 'The Waikato Expressway delivered by the last National-led Government has been a game changer for the Waikato region. The Northland Expressway is a genuinely transformational opportunity to boost jobs and growth in an area rich with potential and link Northland to New Zealand's biggest city,' Mr Bishop says. The Northland Expressway has been divided into three sections: Warkworth to Te Hana Te Hana to Port Marsden Highway Port Marsden Highway to Whangārei The Warkworth to Te Hana section will be a 26km-long four-lane road, connected to the new Pūhoi to Warkworth motorway and is currently in procurement, following the announcements made at the NZ Infrastructure Investment Summit in March. 'Today NZTA is announcing the emerging preferred corridor from Te Hana to Whangārei, which will deliver a new four-lane, mainly grade-separated route that bypasses key pressure points on the current State Highway 1 (SH1). 'For Section 2, Te Hana to Port Marsden Highway, the emerging preferred corridor is a new route to the east of SH1 between Te Hana and the Brynderwyn Hills, near to the east of SH1 at the Brynderwyn Hills and to the west of SH1 between the Brynderwyn Hills and Port Marsden Highway. 'The Brynderwyn Hills is a very challenging section due to the steepness of terrain and quality of the geology. Alternative options in this location looked at western routes but following further investigation, NZTA has reassessed and found a near east alignment close to SH1. This is a more direct route with more predictable geology that can be managed through engineering design. 'For Section 3, Port Marsden Highway to Whangārei, the emerging preferred corridor is a new road near SH1 between Port Marsden Highway and State Highway 15 Loop Road and a widened SH1 corridor approaching urban Whangārei,' Mr Bishop says. Mr Jones says the recent bad weather, during which SH1 on the Brynderwyns was partly closed due to a slip, illustrated the urgency required to get work underway. 'The new expressway, which will be designed to better withstand severe weather, will provide a more resilient transport network, keeping people and goods moving and reduce travel time. 'This transport infrastructure is a key point in the New Zealand First-National Coalition Agreement. The Northland Corridor is a top priority for the Government and we are working quickly to deliver this vital connection to help Northland's economy grow and its communities thrive.' NZTA will be doing further investigation and design refinements and Ministers expect to be able to confirm the preferred route in August or September this year. This will provide landowners with greater certainty around any impact the project will have on their properties.
