While most of the installation work at all 10 locations has been completed to support automated traffic signals, land development and cable pooling work is underway at Kachipura site. According to a senior official privy to the development, the system is in its final testing phase. "We are checking all connections, data feeds, and video integration. Once everything is verified, the system will be presented for final approval," the official said. The Command and Control Centre (COC) will soon begin displaying live traffic data from these intersections, he said. However, even after making the infrastructure fully functional, officials say, e-challan generation cannot begin immediately. "For challans to be legally valid, the detection system must be certified by state agencies as per Central Motor Vehicle Rules (CMVR). Also, it must be integrated with National Informatics Centre databases to fetch accurate owner details," said the official, adding, "Without these crucial steps, any automated fine could be challenged in court. The notice, issued by the electrical department of NMC, invites licensed electrical contractors to participate in the e-tender for the upkeep of nearly 171 existing traffic signals for a one-year period. The tender, published on June 16, 2025, states that submission will close on June 23 at 3pm, with the opening scheduled for June 24. While the IITMS project promises AI-based surveillance and automatic signal systems at 10 critical junctions, the new tender indicates that the traditional signal infrastructure will continue to operate in parallel — at least until the city-wide implementation of IITMS is complete by 2026. The maintenance cost excludes GST and highlights NMC's need to ensure the uninterrupted functioning of conventional traffic infrastructure during the transition phase. Officials say the legacy system remains vital in areas not covered by IITMS yet. Sources indicated that installation work was completed at all 10 locations, and the focus shifted to rigorous testing and connection checks. This phase ensured that all components, including wiring and footage connectivity, functioned optimally. At Kachipura intersection, land development and cable pooling work commenced, paving the way for implementing automated traffic signals (ATS). Although integrating artificial intelligence (AI) into the system will take additional time, most junctions were anticipated to be AI-enabled within the next few days. The command and control centre (COC) expected to display all junctions shortly, although minor network issues related to the smart city infrastructure were being addressed. "The pilot project is not merely a test but a comprehensive evaluation of the system's functionality. Once all components are verified, the project will be presented to the commissioner for approval. This demonstration will ensure that the system meets the required standards before full-scale implementation, which is projected to be completed by December 2026," said Vaishnavi.

Nagpur: Even as the state govt pumps in a staggering Rs197 crore into Nagpur's new Integrated Intelligent Traffic Management System (IITMS), the ground reality paints a grim picture. With over 30 lakh traffic challans pending and Rs248.19 crore unpaid fines over the last five years, questions are being raised about the impact and outcome of the ambitious traffic reform initiative. Official data accessed by TOI shows that between 2021 and June 2025, the Nagpur City Traffic Police issued 30,05,724 challans for a range of traffic violations — from speeding and helmetless riding to jumping signals and illegal parking. However, the compliance rate is alarmingly low, with only around 2.88 lakh cases forwarded to courts — a mere 9.6% of the total. This means that more than 90% of violators escaped without facing any legal consequence, exposing a glaring enforcement vacuum. The year 2024 was particularly shocking, with over 10.5 lakh challans issued — the highest in five years — accounting for fines worth Rs96.82 crore. Yet, only 10,200 cases were pursued legally. The pattern continues in the first five months of 2025, with 6.13 lakh violations and Rs65.11 crore in fines, but just 5,730 referred to the courts. These figures are even more concerning when viewed in the context of Nagpur's vehicular population, which now stands at nearly 20 lakh. In effect, traffic violations are being committed at a scale that nearly matches the city's total number of registered vehicles — and these are only the violations being recorded. One can only imagine the real state of lawlessness on city roads if one factors in the number of violations that go unreported or uncaptured. For years, TOI has consistently highlighted the deteriorating traffic conditions and the rising trend of violations across Nagpur Municipal Corporation limits. The combination of poor enforcement, public apathy, and a lack of deterrence has created an environment where flouting traffic rules has become routine and unpunished. In this backdrop, the Nagpur Municipal Corporation is now banking on the IITMS — a Rs197 crore project funded by the state govt — to bring order to the chaos. The system promises AI-powered surveillance, automatic number plate recognition, smart traffic signals, and real-time monitoring to reduce congestion and violations. But experts and civic observers warn that technology alone cannot solve the problem. "If the same lax attitude in enforcement and follow-up continues, the IITMS will meet the same fate as existing traffic management systems — reduced to mere hardware with no impact," said a senior civic official on condition of anonymity. The challenge, he said, is not in detecting violations but in recovering fines and ensuring accountability. Unless there is a parallel investment in manpower, stricter legal enforcement, integration with insurance and vehicle fitness databases, and an aggressive campaign to recover dues and penalise repeat offenders, the city risks squandering this significant investment. Nagpur: The Nagpur Municipal Corporation (NMC) began partial operations of its much-delayed pilot under the Rs197-crore Intelligent and Integrated Traffic Management System (IITMS), with smart signals now functioning at three out of 10 selected intersections — Laxmi Nagar, Deekshabhoomi, and Shraddhanandpeth. NMC electrical department executive engineer Rajendra Rathore confirmed that signal and system installations are underway with civil and cabling works nearly completed. "About 90% of the IT components and controller boxes are in place," he said. The civic body now aims to complete installation and software integration at all 10 pilot junctions by June 10. The operations will be monitored from the central Command and Control Centre at Civil Lines. Kerala-based system integrator Keltron is implementing the project in collaboration with Nagpur police. Selected junctions include Alankar Talkies, Kachipura, Bajaj Nagar, Abhyankar Nagar, Ajit Bakery T-point, LAD Square, Laxmi Nagar, Deekshabhoomi, and two more. Also, part of the pilot includes few of the planned 25 speed radars and LED-based variable messaging signboards to deliver live traffic updates. Already, messages have gone viral on social media warning commuters that the system is live and will capture real-time violations — including red-light jumping, stopping on zebra crossings, wrong-side driving, and riding without helmets. Automatic Number Plate Recognition (ANPR) cameras will generate e-challans instantly. Once fully operational, the AI-based system is expected to reduce travel time by up to 48% and increase vehicle speed by over 60%, replacing the city's 171 conventional signals with adaptive technology by 2026.
