‘Even browsing such content is a crime': IIT-Kharagpur graduate, 14 others held in Telangana for circulating child abuse content; all repeat offenders
Telangana's Cyber Security Bureau has arrested 15 individuals, including an IIT graduate, for involvement in child sexual exploitation content. The arrests, part of a larger crackdown initiated in February 2025, targeted repeat offenders identified through Interpol tiplines. HYDERABAD: In a major crackdown on child sexual exploitation content, the child protection unit (CPU) of the Telangana Cyber Security Bureau (TGCSB) has arrested 15 repeat offenders for watching, storing, and distributing Child Sexual Exploitative and Abuse Material (CSEAM). Among the arrested is a 30-year-old IIT-Kharagpur graduate employed at a Hyderabad-based software firm. All the accused are currently in judicial custody. The child protection unit was set up in Feb 2025 by chief minister A Revanth Reddy to monitor and curb digital circulation of CSEAM. Since its inception, 294 cases have been registered, and 110 offenders arrested across the state. The latest operation, conducted on Wednesday, targeted individuals linked to 57 CSEAM complaints flagged by Interpol tiplines and routed through the ministry of home affairs. Offenders from Hyderabad, Jagadgirigutta (Cyberabad), Yadagirigutta (Rachakonda), Karimnagar, Warangal, and Jagtial were identified and arrested. 'All 15 were picked up in a single-day operation. These are repeat offenders linked to 34 previous cases, including 17 registered directly by TGCSB,' said TGCSB director Shikha Goel. Others work in varied occupations, including automobile repair, construction, and retail sales. 'The accused are aged between 19 and 50, mostly in their twenties, and largely from middle-class backgrounds. The children in the content appear to be aged between 6 and 14 years, and 90% are girls, mostly from other countries,' Goel added. The accused have been booked under relevant sections of the Information Technology (IT) Act and the Protection of Children from Sexual Offences (POCSO) Act. TGCSB serves as the state's nodal agency for handling complaints related to CSEAM, including child pornography and sexual violence cases, received through platforms such as the National Cybercrime Reporting Portal (NCRP), cyber tiplines, and the case management tools of the National Centre for Missing and Exploited Children (NCMEC). The child protection unit also conducts surveillance across social media, as well as cyber patrolling on the dark and deep web. 'In one case, we were able to rescue a child victim from Suryapet who appeared in CSEAM material. Identifying a victim from tipline data is extremely rare, but our team succeeded. Let it be clear that browsing such content is a punishable offence. We are monitoring all such activity, and action will be swift and strict,' Goel said. Officials said the offenders accessed the content through closed social media groups or the dark web, in some cases by paying for it. Police will seek custody of the accused to trace the networks.

MMRDA to re-tender twin infra projects for Thane-Bhayandar
MUMBAI: Two big ticket infrastructure projects to improve road connectivity between Thane and Mira-Bhayander will soon be re-tendered by the Mumbai Metropolitan Region Development Authority (MMRDA). The development authority on June 10 had sought detailed financial estimates, rate justifications and supporting documents from Larsen & Toubro (L&T) for the projects. L&T's bid for the two projects combined - ₹3,130 crore - was less than the lowest bidder declared by the MMRDA. Hence, the engineering company had moved the Bombay high court as well as the Supreme Court, challenging the decision to award the contracts to Hyderabad-based Megha Engineering & Infrastructure Limited (MEIL). During the hearing of the petition challenging its disqualification in the two high-value tenders, L&T had asserted before the Supreme Court that it had quoted ₹6,498 crore for the Gaimukh to Fountain Hotel Junction Twin Tunnel and ₹5,554 crore for the Fountain Junction to Bhayander Elevated Road. 'We gave L&T seven working days to respond, a deadline that has now passed. As of June 19, no reply has been received. This silence raises questions about the seriousness of L&T's courtroom claims,' shared an MMRDA official. 'When a firm makes financial claims in the Supreme Court, it has the responsibility to back those up. Especially when it involves public money and a government agency formally requests it for details.' The apex court dismissed L&T's petition as 'infructuous' after MMRDA voluntarily chose to cancel and re-tender the projects. MEIL had submitted quotes of ₹9,019 crore for the elevated road and ₹6,163 crore for the tunnel project, a total sum of ₹15,182 crore as against ₹12,052 crore by L&T. 'With the tender process set to restart now and the bids legally sealed under tendering rules, MMRDA has asked L&T to share the estimates it had openly mentioned in court (even though it has been disqualified). The intent is to allow the MMRDA's Tender Review Committee, which has members from IIT and finance backgrounds, to objectively assess if L&T's figures can serve as benchmarks for more competitive base rates,' said the official. An email sent by HT to L&T for a comment on this development did not elicit any response.

30 new AC e-buses roll in, Aapli Bus EV fleet to grow to 260
1 2 Nagpur: The city's push towards cleaner and greener public transport is gaining pace, with 30 new air-conditioned electric buses arriving this week under the much-delayed 250 e-bus project sanctioned in 2023 by then deputy chief minister Devendra Fadnavis. These buses will soon be inducted into the Aapli Bus service, increasing the electric vehcile fleet from 230 to 260. The Aapli Bus fleet now comprises a total of 539 buses, including 150 midi buses, 45 mini buses, and 237 standard diesel buses procured under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Out of the 230 electric midi buses already in service, 184 are air-conditioned while 46 are non-AC. Many of the 237 standard diesel buses have surpassed their 15-year lifespan. Nagpur Municipal Corporation (NMC) has already begun phasing them out. In the first phase, 123 such ageing buses were scrapped, and more are expected to be replaced gradually as electric buses arrive. In 2023, Fadnavis sanctioned Rs136 crore for the procurement of 250 AC e-buses. "NMC twice floated tenders for this project. Hyderabad-based Olectra and Nagpur-based Hansa Vahan India Pvt Ltd emerged as top contenders. Hansa's competitive bid of Rs62.84 per km was significantly lower than Olectra's Rs77.91, leading to the selection of the local firm. NMC issued the Letter of Award on October 11, 2023, and gave the firm 300 days to supply and operate all 250 buses," said a senior transport official. As per the Request for Proposal (RFP), the selected contractor is to operate the 250 air-conditioned electric buses under this scheme at a cost of Rs62.91 per kilometre. The state govt is offering a subsidy of Rs55 lakh per bus, while the remaining cost will be borne by the operator. NMC will pay the operator based on the kilometres operated. The official added that NMC has already received the first lot of 30 e-buses from the company. Construction of depots is underway at Wathoda and Khapri. Meanwhile, the company has been temporarily allotted space at the Matrishakti E-Depot in Lakadganj for setting up a charging station, allowing it to begin operations while permanent infrastructure is developed. In addition, the civic body is expecting the first lot of e-buses next month as part of the 150 sanctioned under the Pradhan Mantri e-Bus Sewa scheme. Besides this, NMC has also sent a proposal to the PMe-Bus Sewa scheme to allocate another 240 e-buses. "By next year, NMC plans to phase out the remaining JNNURM standard buses. By 2029, our target is to convert the entire city fleet to electric, achieving zero emissions in public transport operations," the official said.
