Siblings of alleged abuse victim placed in grandparents' care, say Perlis authorities
KANGAR, June 21 — The elder brother and younger sister of an 11-year-old girl believed to have been abused by their biological parents are now under the care of their paternal grandparents, while the victim is still being treated at the Tuanku Fauziah Hospital (HTF) here. Perlis Social Welfare Department (JKM) director Ku Chik Ku Mat Esa said the department would take steps to obtain an interim custody order and identify suitable family members to care for the children. If no suitable guardian is found, they will be placed under JKM's care. 'Perlis JKM has sent a counsellor to meet the victim's siblings, a 12-year-old brother and a one-year-old sister, who are now with their paternal grandparents and are in good condition,' he told reporters after the Perlis state government's monthly assembly, here today. Ku Chik said the 11-year-old girl is currently under the care of HTF Paediatric Unit, where doctors are treating her injuries and assessing her cognitive development. Meanwhile, he said the department would also be meeting other family members to assess their acceptance of the situation and any trauma they may be experiencing. On Thursday, Bernama reported that police detained a married couple at a house in Arau early yesterday morning on suspicion of abusing their 11-year-old biological daughter since 2023. The couple has been remanded for six days starting yesterday for further investigation. Arau district police chief Supt Ahmad Mohsin Md Rodi was quoted as saying that the 37-year-old couple was arrested at 1.30 am after Perlis JKM received a complaint from a member of the public. New Federal EV Fee Could Cost Owners More Than Twice the Average Gas Tax
Transportation and Infrastructure Committee Chair Sam Graves, who is also a Congressman representing the 6th District of Missouri, has proposed a federal bill that would require electric vehicle (EV) drivers to pay a yearly registration fee of $250 and hybrid owners to cough up $100 annually, according to Reuters. The suggested annual EV registration fee, which essentially operates as a tax, is based on a Federal Highway Administration estimation that the average American uses about 550 gallons of gas per year, according to InsideEVs. However, the current federal gas tax is 18.4 cents per gallon, which comes out to about $101 when multiplied by 550, so there's a significant discrepancy with the fee for all-electric models, even if you go with the bill's initial suggestion of charging electric car owners $200 yearly. In other words, if the bill passes, EV owners would be paying an annual registration fee more than twice the average gas tax or the equivalent of the $0.184 tax on 1,389 gallons of gasoline. A proposed $20 annual fee for all drivers that was part of the bill was dropped. The bill suggests that the $250 EV and $100 hybrid registration fees would generate around $40 billion over the next decade for the Highway Trust Fund (HTF), which pays for a variety of transportation infrastructure projects, Benzinga reports. "By leveraging states' existing registration systems, the bill assesses an annual registration fee of $250 on EVs and $100 on hybrids (which currently pay a lesser share into the HTF) to ensure they pay for their use of the nation's roads and bridges. Together, these new user fees are expected to increase federal revenues by a conservative estimate of more than $38B over 10 years, all of which will be deposited into the HTF," Transportation and Infrastructure Committee Chair Sam Graves said in an interview with Design News. Consumer Reports notes that seniors, who drive far fewer miles than the average American, would have to pay almost six times the amount of driving the average new car getting 28 MPG. While hybrid owners wouldn't pay as much as EV owners, they would still face an annual fee roughly twice the amount they would pay in federal vehicle gas taxes when driving a less fuel-efficient internal combustion engine (ICE) model. Seniors driving hybrids would have a yearly fee three times that of a gas-powered car. The Transportation and Infrastructure Committee's bill also includes inflation adjustments for the annual EV and hybrid fee but doesn't include inflation adjustments for ICE vehicles. The committee reviewed the bill on Wednesday before it heads to the House Budget Committee. The Transportation and Infrastructure Committee is right to consider changes to fuel taxes, which haven't been updated since 1993, considering that funding for the Highway Trust Fund has declined since around 2008. Just in 2024, the fund faced a deficit of $20.6 billion. While fuel tax revenues haven't been keeping pace with the increased adoptions of EVs, the revenues haven't experienced any adjustments for inflation, and EV owners appear to be picking up all the slack. KANGAR: Security has been tightened at all Perlis health facilities, including clinics and hospitals, to prevent impersonation of healthcare personnel. State Health director Dr Ghazali Chik said health facilities in Perlis comprise 13 health and 27 rural clinics, as well as Hospital Tuanku Fauziah (HTF) here. Speaking to reporters after the opening of the State Legislative Assembly by the Raja of Perlis, Tuanku Syed Sirajuddin Jamalullail, he emphasised the importance of closely monitoring any suspicious activity. Last night, Bernama reported that the Perlis Health Department confirmed that a 22-year-old man impersonated an assistant medical officer (PPP) at the HTF compound on April 8, with the incident going viral on TikTok on April 20. Kangar police chief ACP Yusharifuddin Mohd Yusop confirmed that a report on the incident was received on April 9 and the case is being investigated under Section 170 of the Penal Code. Elaborating, Dr Ghazali said the impersonator was detected early within the HTF compound and, as such, the man did not enter the hospital premises or meet with any patients. 'To my knowledge, this is the first case (involving impersonation). Our records do not indicate any similar cases in the past at the HTF or within our clinic network,' he said. In a separate matter, Dr Ghazali confirmed that a Form Three student is in stable condition and receiving treatment at HTF after experiencing seizures believed to have been triggered by vaping. 'I have not yet received the full report. The student remains in the ward and is stable,' he said. Yesterday, it was reported that an incident occurred at 9.35 am when a student and two friends allegedly left their classroom without permission during an English language test. Perlis Education director Rose Aza Che Arifin said a teacher on duty noticed the unconscious student being carried back into the classroom by two friends. The student was foaming at the mouth and was immediately rushed to HTF.
