The Karnataka Cabinet has proposed a new law called the Karnataka Misinformation and Fake News (Prohibition) Bill, 2025. The aim is to stop fake news and misinformation shared on social media. Law Minister HK Patil said the bill will be presented at the next Cabinet meeting. What the Bill Says: Fake news includes false quotes, edited audio/video clips, or wrong information shared online. It also includes content shared by individuals or groups using real or fake social media accounts. The state will set up a Fake News Regulatory Authority to enforce the law. Who Will Be in the Authority? Minister for Kannada and Culture (Chairperson) One member each from Karnataka Assembly and Council Two members from social media companies An IAS officer as the secretary Punishment for Fake News Anyone found guilty of spreading fake news may face up to 7 years in jail, a fine up to ₹10 lakh, or both. Review of KAT Functioning The Cabinet also discussed the working of the Karnataka Administrative Tribunal (KAT). There have been complaints about how it functions. Recently, KAT cancelled the KPSC recruitment of 384 gazetted probationers, saying the 50% reservation limit (set by the Supreme Court) was violated. The government is now re-examining the system.

BENGALURU: In the wake of public backlash over the June 4 Bengaluru stampede that claimed the lives of 11 people, the Karnataka Cabinet on Thursday proposed bringing the Karnataka Crowd Control (Managing Crowd at Events and Venues of Mass Gathering) Bill, 2025. According to the proposed bill, once passed in the Karnataka legislature and becoming an Act, whoever does not obey the orders of the police or violates the provisions of the Act or rules shall be punished with imprisonment for a term that may extend to three years or with a fine of up to Rs 5,000 or both. There will be a provision to penalise event planners who gather the crowd for commercial purposes, like sports or circuses, etc. If the event planner does not apply to authorities before conducting the event, or fails to control the crowd gathered, or fails to give compensation, or violates the provisions of the Act, they shall be punished with imprisonment for a term that may extend to three years or with a fine of up to Rs 5 lakh or both. The Bill is to effectively manage and control crowds at sponsored events and venues of mass gathering pertaining to political rallies, jatra, and conferences. The event planner is responsible for paying the compensation to the victims or to the family of the deceased. In case the event planner does not pay the compensation, the government may collect the amount as arrears of land revenue. The event planner's property can be auctioned by the government. Briefing the press after the cabinet meeting, Karnataka Law and Parliamentary Affairs Minister HK Patil said that four bills—the Karnataka Crowd Control, Managing Crowd at Events and Venue of Mass Gathering Bill, 2025; Karnataka Rohith Vemula Bill, 2025; Karnataka Misinformation, Fake News Prohibition Bill, 2025; Karnataka Hate Speech and Hate Crimes Prevention Bill, 2025—were being proposed. 'There needs to be a detailed discussion by the ministers concerned, following which the Bills will be tabled before the next cabinet meeting,' Patil said. As per the Bill, the Bharatiya Nyaya Sanhita, 2023 (Central Act 45 of 2023) or the Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act 46 of 2023) shall apply. The Act shall not apply to jatra, rathotsava, pallakki utsava, teppada teru, urus, or any religious event.

BENGALURU: The Cabinet on Thursday proposed the Karnataka Misinformation and Fake News (Prohibition) Bill, 2025, to prohibit misinformation and fake news in the state. The bill will be tabled at the next cabinet meeting, Law and Parliamentary Affairs Minister HK Patil informed. As per the draft bill, fake news includes combinations of misquotes or false and/or inaccurate report of one's statement. Editing audio or video clips which result in distortion of facts and/or the context; purely or juridical, organized or unorganized, that utilizes social media content. It includes a person or group of persons, natural or juridical, organized or unorganized, who utilize social media platforms to send messages and/or information through social media accounts, verified or under a pseudonym, fictitious or false account/page name. The State government shall ensure complete prohibition of fake news on social media platforms, and constitute the Fake News on Social Media Regulatory Authority to implement the Act. The Authority shall comprise the minister for Kannada and Culture, information and broadcasting as ex-officio chairperson; one member each from the Karnataka Assembly and Council to be nominated by the presiding officers; two representatives of social media platforms to be appointed by the state government, and an IAS officer as secretary.

BENGALURU: The State Cabinet on Thursday approved an increase in quota for religious minorities from 10 per cent to 15 per cent in various housing schemes implemented by the housing department of the government in urban and rural areas across the state. Soon after the decision, the BJP accused the government of continuing with appeasement of the Muslim community. 'The Centre has given instructions to note the shortage of housing for minorities. Our government has increased the reservation keeping in mind the homeless people of this community and social justice. I need not reply to those who smell politics in providing houses to the needy poor', Law and Parliamentary Affairs Minister HK Patil hit back while briefing the press after the Cabinet meeting. He claimed the decision has been taken since houseless families are more among the minorities. DCM DK Shivakumar defended the move saying the houses built by the Housing Department in urban areas are mostly vacant, and minorities have shown interest in occupying them. 'In some urban areas, 20 to 30 percent of the minority community is poor. Therefore, a proposal has been made to increase reservation for them. Money should be paid for these houses. Others have not shown much interest. In Bengaluru too, houses are vacant in many residential buildings. The central government's subsidy for the construction of houses is very less. After the construction of these houses, they have fallen vacant. To whom should these be given?' he questioned. He pointed out that the buildings in Mandya have fallen vacant. Cabinet meeting likely at Nandi Hills on July 17 'What should we do when no one has applied for these houses? Should the house be left empty?', he hit back at BJP. However, the BJP termed reservation on the basis of religion as unconstitutional. 'In Karnataka, Congress has converted welfare into a market place for vote-bank politics. First, 4% quota in government contracts. Now, 15% quota in housing schemes. Where does this appeasement end?', questioned BJP state president B Y Vijayendra. He said that the Congress government is re-establishing the Bahmani Sultan's rule in Karnataka.

Bengaluru: The Karnataka cabinet on Thursday decided to exert pressure on the central government to provide relief for the state's mango growers, who are facing severe distress due to a sharp decline in market prices during the current harvest season. Addressing reporters after the meeting, Law and Parliamentary Affairs Minister H K Patil said the cabinet discussed the plight of mango growers, especially concerns raised by Ministers from Kolar, Chikkaballapura, Bengaluru rural and Mumbai-Karnataka region. 'There have been huge losses and the Chief Minister has been advised regarding providing relief. The CM has instructed Agriculture Minister Cheluvarayaswamy to discuss with the Union Minister once again,' he said. The state Agriculture Minister N Cheluvarayaswamy has been instructed to visit Union Minister Shivraj Singh Chauhan in New Delhi if required and 'put pressure on the Centre to get as much higher relief possible'. Asked whether the state government has committed to providing any relief to mango growers, the Minister said, 'No, we are putting pressure on the central government and if our share has to be there in that, it will be considered.' Regarding CM Siddaramaiah's letter to his Andhra Pradesh counterpart Chandrababu Naidu to withdraw the ban on entry of 'Totapuri Mangoes' into his state, he said the issue was raised by Minister K H Muniyappa, but there was no detailed discussion on this. Siddaramaiah had also written to the Union Minister for Agriculture & Farmers Welfare Shivaraj Singh Chouhan last week, seeking an urgent Price Deficiency Payment and Market Intervention Scheme for mango farmers in Karnataka.
