No revisions in Gruha Lakshmi scheme beneficiary list: Minister

Bengaluru: Karnataka's Minister for Women and Child Development, Lakshmi Hebbalkar, has categorically stated that there have been no revisions made to the list of beneficiaries under the state's flagship Gruha Lakshmi scheme. Speaking to reporters at the Vidhana Soudha on Thursday, the Minister addressed concerns about alleged technical issues and changes in beneficiary disbursals. 'There are no such issues or modifications. The payments for April have already been processed, and the transfer for May is currently pending,' she said. Hebbalkar added that funds are now being disbursed through district and taluk panchayats, in accordance with central government guidelines. 'The funds are no longer routed directly through our department but via local administrative bodies, which is causing a slight delay in the disbursal process,' she explained. She further informed that the number of beneficiaries is growing steadily, with 10,000 to 15,000 new beneficiaries being added every month. 'All registered beneficiaries are receiving their entitlements without any issues,' Hebbalkar assured.

Around 15,000 register for Gruha Lakshmi every month, says Minister Laxmi Hebbalkar

BENGALURU: Around 15,000 new beneficiaries are being added to the Gruha Lakshmi scheme every month, said Women and Child Development Minister Laxmi Hebbalkar on Thursday. Under the scheme, the state government gives Rs 2,000 to the women heads of beneficiary households a month. Adding around 15,000 new beneficiaries every month is likely to be a big burden on the government as that would require additional funding for the scheme. Of the five guarantees, Gruha Lakshmi gets more fund allocation as there are over 1.25 crore registered beneficiaries. According to sources from the department, Rs 2,540 crore is spent monthly on an average under the scheme. Sources, however, said even through there are additional registrations every month, all of them might not get the benefit as verification will have to be conducted. The minister said around 10,000 to 15,000 new beneficiaries are being registered under the guarantee. The government has not revised the scheme and there have been no issues with disbursement of the amount, Hebbalkar clarified. The minister said they have released money till April. Earlier, the department used to disburse money directly, but now it is done through zilla and taluk panchayats, she said. Hebbalkar noted that Chief Minister Siddaramaiah is concerned about the scheme. 'As per guidelines from the Union government, money has to be disbursed through zilla and taluk panchayats. This might be causing delay in disbursement,'' she said.

Officials told to spread awareness about ‘doorstep ration delivery for elderly'

Pushpa Amarnath, Vice-Chairperson, Karnataka State Guarantee Schemes Implementation Committee, said on Wednesday that provisions are in place for doorstep delivery of ration to cardholders aged 80 years and above and instructed Gram Panchayats to create awareness and ensure that eligible beneficiaries avail themselves of the facility. Speaking at the guarantee schemes' progress review meeting in Pandavapura, Ms. Amarnath addressed concerns related to the Gruha Lakshmi scheme. She noted that benefits to 1,422 women in the district had been withheld after being mistakenly flagged as Income Tax (IT) or GST payers. 'If it is confirmed that these beneficiaries are not actual taxpayers, the issue will be taken up at the State level and resolved, ensuring 100% implementation,' she said. Elaborating on the State government's commitment to food security, she said, 'No poor person should suffer from hunger under any circumstances. It is with this vision that the government has given top priority to the Anna Bhagya scheme.' She stressed that fair price shops must maintain both quantity and quality in food distribution and instructed officials to carry out surprise inspections to ensure compliance. 'No poor family should be denied government benefits,' Ms. Amarnath said. Deputy Commissioner Kumar said both rice and ragi are being supplied as part of the ration distribution and assured that the process will be completed within the next two days. A PAN card is not mandatory to open a bank account, he clarified. 'Necessary directions will be issued after consulting lead bank officials,' he added. Referring to 1,422 women flagged under Gruha Lakshmi, Zilla Panchayat CEO K.R. Nandini said that confirmation has been received from the GST and Income Tax departments that these women are not taxpayers. Committee member Rudrappa pointed out that linking PAN and Aadhaar during bank transactions is leading to incorrect classification of individuals as taxpayers, which needs to be addressed. During her visit, Ms. Amarnath met Jayalakshmamma, a vendor who sells flowers, fruits, and pooja items at the Pandavapura Railway Station with the help of the Gruha Lakshmi scheme. Ms. Jayalakshmamma said, 'The Gruha Lakshmi and Shakti schemes have been helpful for me. I am able to save ₹100 to ₹150 daily, thanks to the Shakti scheme. I sincerely thank the State government for the support.' The Vice-Chairperson felicitated Ms. Jayalakshmamma with a garland and congratulated her.

Guarantee schemes hailed as a boon to women, youth

The State government's guarantee schemes are playing a transformative role in empowering women and youth, said vice-president of the State Guarantee Schemes Implementation Authority S.R. Mehroz Khan. Speaking at an event to interact with beneficiaries of Yuva Nidhi scheme at Mahatma Gandhi Auditorium in Gulbarga University on Wednesday, Mr. Khan highlighted the impact of the scheme on youth employment. 'Due to the implementation of Yuva Nidhi, the unemployment rate in the State has dropped to 2.25% from 4.8%,' he said. He added that these welfare schemes, which cost the government around ₹52,000 crore annually, are unparalleled globally. 'International studies have affirmed that such comprehensive welfare models are rare. These schemes have helped secure the lives of millions of people in Karnataka,' he noted. Mr. Khan also pointed out that the Shakti scheme has not only supported women's professional journeys but also helped them lead independent lives. As a result of the Shakti and Gruha Lakshmi schemes, women's entrepreneurship in the State has risen to 12%. Similarly, the Anna Bhagya scheme has alleviated hunger, while free electricity under Gruha Jyothi has further lightened the financial burden on households, he said. 'There are often allegations of corruption in other welfare schemes but the guarantee schemes have been implemented transparently without any misappropriation. Credit for this goes to the leadership of Chief Minister Siddaramaiah,' Mr. Khan said. He urged beneficiaries facing technical issues with Yuva Nidhi disbursements to call the toll-free helpline 1800-599-7154 for resolution. He also encouraged youth to take the lead in spreading awareness about these schemes in their communities. Several beneficiaries shared their experiences during the interaction. 'For the past 11 months, I've been receiving financial support through Yuva Nidhi. It has helped me buy books and attend training to secure employment,' said Shivalingayya. 'Coming from a farming family with limited financial means, the Yuva Nidhi scheme has helped me and my brother undergo job training in Dharwad. Gruha Lakshmi funds are also being received and free electricity under Gruha Jyothi has brightened our home,' said Vijayalakshmi, a postgraduate student. Nabi, another student, called for gender-inclusive access to the benefits of the Shakti scheme for both male and female students. 'Thanks to the Shakti scheme, I have been able to travel and visit places I never imagined. This free travel is enabling parents to consider higher education for their daughters,' said Pooja, a chemistry student. Zilla Panchayat CEO Bhanwar Singh Meena urged students to actively participate in extracurricular activities and discussions alongside their studies. 'Success in life is possible through hard work. Make full use of the university campus and library facilities. Yuva Nidhi must be used wisely,' he said. The event was attended by several dignitaries, including District Guarantee Schemes Implementation Authority chairperson Chandrika Parameshwari, vice-chairperson Somashekhara Hiremath, Chief Planning Officer S.S. Mathapati, Project Director Jagadeva, Assistant Director of the District Employment Exchange Bharathi, Deputy Director of the Food and Civil Supplies Department Bheemaraya and Gulbarga University Registrar Ramesh Landankar.
