PAU opens training centre for UPSC aspirants
In a step to guide Punjab's youth towards careers in civil services, the Punjab Agricultural University (PAU) inaugurated the state training centre for IAS, PCS, and other competitive exams, at the Shaheed Bhagat Singh Auditorium in the Students' Home. PAU vice-chancellor Satbir Singh Gosal, praised the Punjab Government's initiative to establish such centres across the state. He said the centre at PAU, the first of its kind at the university, would be instrumental in shaping the future of aspiring bureaucrats and scholars. Highlighting the vital contribution of civil servants and agricultural scientists to nation-building, Gosal emphasised that the centre will provide free coaching to meritorious students, especially those from financially weak backgrounds. He added that a dedicated building for the centre is already in the pipeline and students will have full access to PAU's central library and other academic facilities. Director of students' welfare, Nirmal Jaura, elaborated on the centre's purpose, calling it a step towards equal opportunity in education and public service. He informed the audience that PAU's centre is among eight, recently approved by the Punjab Government to train candidates for top government roles including IAS, IPS, PCS, IRS, and ARS. Jaura noted that a qualifying test, to be conducted by Guru Nanak Dev University, Amritsar, will be used to select deserving students, who will also be eligible for scholarships. Gursharanjit Singh Sandhu, principal of Government SCD College, lauded the initiative as a 'guiding light' for students determined to join civil services. The advisory panel includes top officials like the PAU vice-chancellor, director of higher education, deputy commissioner of Ludhiana, and PAU registrar, while the working committee is headed by Vipan Kumar Rampal with a team of dedicated faculty members. As part of the inaugural ceremony, two outstanding students were honoured by the vice-chancellor. Parisdeep Aulakh, from the College of Horticulture and Forestry, secured an All-India Rank of 172 in UPSC CAPF 2024. Sourav, an alumnus of the College of Agriculture and now assistant director with MSME, was also recognised for his achievements. International Day for Biological Diversity celebrated The department of forestry and natural resources, in collaboration with the NSS unit at Punjab Agricultural University (PAU), celebrated the International Day for Biological Diversity on June 16. The event was organised under the global theme 'Be Part of the Plan', with the aim to promote environmental awareness. The ceremony supported by the National Biodiversity Authority through the Punjab Biodiversity Board and the Punjab State Council for Science and Technology, Chandigarh, drew participation of around 250 students. The highlight of the day was an expert lecture by Renu Bhardwaj, former professor at Guru Nanak Dev University, on 'How to Sustain Development and Preserve Biodiversity.' Bhardwaj captivated the audience by addressing the urgent need to protect natural resources amid growing environmental challenges like climate change, urban sprawl, and industrialisation. Chief guest RIS Gill, estate officer, PAU, spoke about the root causes of biodiversity erosion and stressed the importance of its conservation through sustainable practices. The programme also included several interactive student competitions such as poster-making and slogan-writing. The poster making competition was triumphed by Jasmandeep Kaur, Dhami Kapila, and Mehakpreet Kaur while Tanya Kaur, Arppita Sharma, and Avreet Kaur bagged prizes in slogan writing. Concluding the event, GPS Dhillon, head of the department, highlighted PAU's commitment to biodiversity conservation, especially through nursery production of traditional tree species.

MSP aims to create 'true deterrent' for domestic abuse with offenders register
An MSP has published a Bill which would create a register of convicted domestic abusers, similar to the sex offenders register. Conservative MSP Pam Gosal says the measure in her Members' Bill would act as a 'true deterrent'. The Prevention of Domestic Abuse (Scotland) Bill would also ensure convicts receive mandatory assessments for rehabilitation courses. Gosal says she has received widespread backing for her Bill from other MSPs and charities dealing with domestic abuse. Her proposal for a domestic abusers' register would place reporting requirements on offenders. Public bodies would also have a legal duty to manage risks. She said domestic abuse is a 'scourge' across the country. Gosal said: 'My proposed Bill aims to turn the tide on this, and contains specific measures to make a difference. 'A domestic abuse offenders register would work in a similar way to the sex offenders register, bringing increased shame on perpetrators, acting as a true deterrent and giving further protection to potential victims.' She said extending the use of rehabilitation courses 'would clearly help reduce the risk of reoffending and protect victims, who are overwhelmingly women, in future'. Gosal added: 'In a similar vein, we would also introduce mandatory education in schools to aid the cultural shift, and ensure the next generation are fully informed about the horrific nature and far-reaching consequences of this crime.' Ms Gosal also said her Bill would ensure improved gathering of statistics on domestic abuse. A consultation on the proposed Bill garnered 247 responses: 33 from organisations and 214 from individuals; with 91% saying they support the Bill and 86% said they are 'fully supportive'. Subsidy on Bt cotton seeds to bring more area under cultivation: PAU V-C
Ludhiana: While the Punjab govt has offered a 33 per cent subsidy on Bt cotton seeds recommended by Punjab Agricultural University (PAU) in an effort to promote crop diversification , the subsidy will only apply to PAU-recommended varieties. Agriculture minister Gurmeet Singh Khuddian has allocated Rs 20 crore for this initiative. Commenting on the move, PAU vice-chancellor Satbir Singh Gosal said the measure would help bring more area under cotton cultivation. He added that the subsidy would encourage farmers to purchase the university-recommended seeds, which have higher resistance to pests and diseases. It is noteworthy that the area under cotton cultivation in Punjab has declined significantly — from about 7.58 lakh hectares in 1988–89 to less than 1 lakh hectares currently. Multiple factors have contributed to this decline, including pest infestations. In contrast, rice, for which a minimum support price (MSP) has been fixed, is less prone to pests and diseases, making it a more attractive option for farmers. "Subsidy helps," Gosal noted, "especially since pure seeds result in higher yield, which benefits the farmers." Another key reason for the shift away from cotton is the absence of an assured MSP. "Cotton is mainly procured by the Cotton Corporation of India. If farmers are assured of support in the procurement process, they will be more inclined to grow cotton," Gosal said. He further emphasised that the Cotton Corporation of India should declare a price assurance before the sowing season to build farmer confidence and encourage cotton cultivation. He pointed out that pink bollworm has been a major pest impacting cotton crops over the past four to five years, discouraging many farmers. Other serious threats include the cotton leaf curl virus and whitefly infestation. States such as Punjab, Haryana, Rajasthan, and Gujarat face similar pest-related challenges. Gosal also mentioned that earlier, American bollworm was a major threat, but the introduction of Bt cotton in 2002, which was resistant to it, had initially provided relief to farmers.
