Sawant-headed GoM meets to analyse state GST trends
Panaji: The reconstituted group of ministers (GoM) formed to analyse the goods and services tax (GST) revenue is set to meet for the first time on Thursday. The GoM, headed by chief minister Pramod Sawant , will examine state-wise revenue trends and suggest sector-specific policy tweaks, said an official. This includes mapping revenue patterns across sectors and regions to identify anomalies or areas of concern, which may impact individual state revenues and the overall federal tax structure. In addition to regional revenue trends, the GoM will examine the influence of macroeconomic policy changes on GST collections. This includes an assessment of geographical and sector-specific factors, with special attention to the fiscal challenges faced by agrarian and smaller states. The mandate also covers an analysis of recent amendments made to the GST Act, rules, and notifications to understand their implications on revenue performance. The GoM will meet at the new Maharashtra sadan in New Delhi. Each state will give their views and will raise their doubts. After the first meeting, the GoM will call for data from all the states, Union territories, and technology partners to review details of revenue from inter-state transactions,' said an official from the state GST office. A committee of officers will be constituted to analyse the data and report to the GoM. As per the expanded terms of reference, the GoM can analyse the state-wise revenue collection trends and check for leakages, fair distribution of collected revenues, and the flow of GST. Based on the findings, the GoM is expected to submit concrete policy recommendations aimed at augmenting revenue. This includes suggesting course correction measures for states that are experiencing significant shortfalls in GST collections. 'We will be looking at railway cargo systems, customs bonded warehouses. The entire process is likely to take at least six months,' said an official. Local industry bodies such as the Goa Chamber of Commerce and Industry, the Institute of Chartered Accountants of India, tax consultants, and other stakeholders will also be consulted in Goa. To strengthen enforcement, the GoM will review various anti-evasion and compliance tools developed independently by multiple agencies, including the NIC, GSTN, directorate general of analytics and risk management (DGARM), and state govts. The group will explore structural reforms and policy interventions necessary to stabilise and enhance the fiscal health of states where tax revenues are declining.

GST Council may replace compensation cess with 2 new levies: Report
The GST Council is considering a major overhaul of the current cess structure, with plans to introduce a Health Cess and a Clean Energy Cess once the existing compensation cess expires in March 2026, CNBC-TV18 reported, citing government sources. The proposal is expected to be taken up by the Group of Ministers (GoM) on Compensation Cess, chaired by Minister of State for Finance Pankaj Chaudhary. Sources quoted in the report said that a meeting of the GoM is likely to be scheduled soon, and the GST Council may deliberate on the matter before the Monsoon Session of Parliament. The compensation cess was introduced to offset states' revenue losses following the rollout of GST in July 2017. Initially intended to end in June 2022, the cess was extended to help repay loans raised to cover the compensation gap during the pandemic. It is now scheduled to legally end on March 31, 2026. The GoM has reportedly reached a near-consensus on replacing the current cess with two separate levies. The Health Cess would be applicable on sin goods such as tobacco products, while the Clean Energy Cess would target items like coal and high-end automobiles. These proposals, sources said, reflect the government's emphasis on public health and environmental priorities. The idea is to continue generating revenue through a cess-based model, but with a sharper focus on social and sustainability goals, rather than extending the compensation mechanism designed for states. Most states are said to be supportive of the move, especially since it targets non-essential and harmful goods. However, the GoM is expected to meet once more before formally submitting its recommendations to the Council. Despite broad agreement within the GoM, legal and constitutional issues could complicate the rollout. The current GST framework does not permit the introduction of new cesses, and any fresh levy would likely require a constitutional amendment. Tax experts quoted by CNBC-TV18 noted that the compensation cess was allowed only as a transitional arrangement. Introducing new cesses, they argue, could violate the fundamental GST principle of 'one nation, one tax.' Concerns have also been raised about how revenue from the proposed cesses would be distributed. One tax expert told CNBC-TV18 that if the Centre retains the entire proceeds, states may oppose the plan, particularly since they had surrendered their individual taxation powers in exchange for a shared revenue system. The GoM on Compensation Cess was set up by the GST Council in September 2024 to chart a post-cess roadmap. It was initially expected to submit its report by the end of December 2024, but the timeline was extended. The full GST Council, which includes the Union Finance Minister and finance ministers of all states, is now expected to meet in late June or early July. Apart from the cess issue, the agenda may include discussions on GST rate rationalisation and steps to simplify compliance.

GoM formed to make recommendations on job promotions
Vijayawada: The state govt has constituted a Group of Ministers (GoM) to make recommendations on reservations in promotions for govt employees. The GoM includes social welfare minister Dr Dola Bala Veeranjaneya Swamy, tribal welfare minister Gummadi Sandhya Rani, civil supplies minister Nadendla Manohar, revenue minister Anagani Satya Prasad, and health minister Satya Kumar Yadav. The social welfare secretary will serve as the convenor. Special invitees include the special chief secretary (Services, HRM), the chief commissioner of land administration (CCLA), the principal secretary (GAD), and the law secretary. The GoM has the authority to summon additional officials as required. Previously, the govt had formed a high-level committee led by the CCLA to study the matter. However, acknowledging the complex social implications of reservation in promotions — such as its impact on equity, representation, and service — the govt opted for a more holistic approach through the GoM. It aims to review existing advisory committee reports and officer panel recommendations. Chief secretary Vijayanand stated that the Supreme Court's M Nagaraj and Jarnail Singh judgments, along with an Andhra Pradesh High Court order in W.P. No. 4415/2016 and related cases, provided key guidelines for implementing reservations in promotions for SCs and STs. 1.86 crore citizens register at Yogandhra campaign within two weeks
Vijayawada: The month-long 'Yogandhra' awareness campaign launched by the state government to promote Yoga has received 1.86 crore registrations within just two weeks of its launch on May 21. Special chief secretary (medical and health) and Yogandhra state nodal officer MT Krishna Babu submitted the status report on citizen registrations for the first two weeks to the group of ministers (GoM) on Thursday. Krishna Babu informed the GoM that, with another two weeks remaining for citizen registrations under the Yogandhra campaign, the registrations are expected to surpass the targeted two crore mark. Furthermore, the state has successfully surpassed the monthly target for the registration and training of Yoga trainers. Against the target of registering 2,600 master trainers, 5,451 (209%) have already been registered. At the mandal level, 1,47,817 trainers — accounting for 118% of the target of 1,25,000 — have been registered so far. Regarding the training of trainers, 5,451 master trainers (206% of the target) and 1,43,881 mandal trainers (115%) have been trained so far. A total of 78,730 locations have been registered across the state against the target of 1,34,991 for yoga programmes in connection with the to be celebrated on June 21. The main event will be held in Visakhapatnam, with Prime Minister Narendra Modi participating as the chief guest. GST Slab Rates: Which items fall under the 12% rate that council may remove? Are they going to be cheaper or dearer?
The GST Council is likely to soon consider the slabs of the goods and service tax. As per a new report, the Council may reduce the GST slabs from four to three, doing away with the 12 per cent GST rate. As per the report by Hindustan Times, citing people with knowledge of the matter, officials and experts advising the Group of Ministers (GoM) over rate rationalisation have reached a 'near consensus' that the current 12 per cent tax slab does not hold much relevance now. 'This could be the most plausible way to undertake a revenue neutral tax rate rationalisation exercise. However, the GST Council has to take a final call,' HT reported quoting the sources. Most Union and state government officials, experts and GoM representative have supported the proposal to remove the 12 per cent GST slab, the report said. If the slab is removed and a rate rationalisation is done, the items falling under the 12 per cent slab will either be moved to the 5 per cent or 18 per cent category. Presently, there are four tax slabs under the GST regime in India – 5 per cent, 12 per cent, 18 per cent and 28 per cent. Here are the items that are placed under 12 per cent GST slab. Goods falling under 12 per cent GST slab: Butter, ghee, processed food, almonds, mobiles, fruit juice, preparations of vegetables, fruits, nuts or other parts of plants including pickle murabba, chutney, jam, jelly, packed coconut water, umbrella and more. Services falling under 12 per cent GST slab: Hotel accommodations (up to ₹ 7,500 oer night tariff), passenger transport by air in non-economy classes, certain construction works, some multimodal transport services, and certain professional works. Some of the items are likely to be placed under 5 per cent GST slab, while other will be moved up to the 18 per cent category, if the report is to be believed. However, it is not known yet which item or service will be placed in which slab. It will only be known after the GST Council takes a final decision regarding the matter. The GST Council is expected to meet either in June or July.
