Ghaziabad: Ghaziabad Development Authority (GDA) has taken a fresh initiative to revive Noida Electronic City-Sahibabad metro project — an extension of the Blue Line metro corridor — by suggesting that it should be funded by grants made under 16th Finance Commission. A letter to this effect has been written to the state govt, seeking Rs 2,441 crore. GDA vice chairperson Atul Vats said on Monday, "We have written to UP govt. We have quoted a grant of Rs 2,441 crore, out of which Rs 1,873 crore is for the metro project." Vats said, "In line with this, DMRC has also sent a proposal to the central govt for 16 metro corridors in the country, which include the 5km Noida Electronic City to Sahibabad metro corridor. From Kanawani culvert, the route will enter Vasundhara and from passing through Vasundhara, it will end at Sahibabad. An additional two stations — Vasundhara Sector 5 and Sahibabad stations — will cater to the Vasundhara and Vaishali commuters. In the pipeline since 2018, Noida Electronic City to Sahibabad metro corridor could not take off in all these years due to a lack of funds. GDA, in the last seven years, suggested funding patterns, including the creation of a special purpose vehicle (SPV) and urging the central and state govt to fund the project, but all were turned down. In 2018, when the DPR was made, the cost of the project was estimated to be Rs 1,517 crore, which has now increased to Rs 1,873 crore. In a survey conducted last year, the land requirement for the proposed corridor will be 26,691 sqm, of which 7,690 sqm will be private land, which alone will cost Rs 223 crore. The Finance Commission, established under Article 280 of the Indian Constitution, is a constitutional body that recommends the distribution of tax revenues between the central and state govts every five years. Ghaziabad: Ghaziabad Development Authority (GDA) has started revamp work on a 2.7km stretch in Raj Nagar Extension. The township, developed in the early 2000s, has grown exponentially in-terms of population over the last couple decades, but the infrastructure has come under strain. The road connects Delhi-Meerut Road through GT Road via Hindon Elevated Road. Under this project, the stretch will be widened to 24m from its current width of 6m. "This will give much-needed relief to end congestion in the township. The total station survey was conducted by GDA's land acquisition and engineering department, who estimated the cost of construction to be Rs 31 crore. Land will also be acquired, which the development authority will directly acquire from owners at a mutually agreed rate," said GDA official Rudresh Shukla. Vehicles travelling from Delhi and Noida that enter Ghaziabad through Muradnagar and Modinagar travel through the stretch to reach the Hindon civil terminal and the elevated road. "The stretch, once developed, will also be connected to the outer ring road, which on one side will connect the proposed Harnandipuram township and the Hindon elevated road on the other side," Shukla said. Last month, GDA set in motion another plan to connect RNE with Noornagar in two phases. In the first phase, a 750m long and 18m wide stretch will be constructed while the second phase involves the construction of a 350m long and 24m wide stretch. The second stretch will be abutting the embankment along the Hindon river. As per estimates, Rs 32 crore will be spent on acquiring land from the farmers, and an additional Rs 10 crore will be needed for the construction of the road. Additionally, as part of measures to decongest the RNE roundabout, the UP Bridge Corporation had constructed a flyover in the area in 2019. The 586m long and 11m wide flyover provided some respite to commuters, but since 2019, the population influx necessitated the need for a bypass. The move places GDA among the first urban authorities in UP to adopt a comprehensive online property allotment system. "At every stage, we have worked to reduce human intervention," GDA vice chairperson Atul Vats said. "PAHAL is one of the most transformative tools we've implemented so far. On Tuesday, the first allottee was able to complete the entire process online without having to visit our office even once." The allottee, who booked a 165 sqm commercial plot in the Indraprastha Housing Scheme for Rs 1.3 crore, received the official allotment letter via email — a process that would earlier have taken months of in-person visits and manual paperwork. In another consumer-centric reform, GDA has introduced a slot-booking system for property registration, mirroring models used in passport and driving licence services. Applicants can choose their preferred date and time through the GDA portal. A checklist guides them through the necessary documents, and once scheduled, registry officials will be ready to process the transaction at the appointed time, eliminating long waits and reducing congestion at the office. "With PAHAL, we are offering a modern, transparent, and citizen-friendly experience," Vats said. "It's not just about convenience; it's about accountability and efficiency."

Ghaziabad: The Ghaziabad Development Authority (GDA) board has approved the recovery of Rs 349 crore as enhanced land compensation for farmers from around 2 lakh Indirapuram allottees. Officials said a specially constituted committee would determine individual payment amounts for residents of high-rise apartments and plotted societies. The recovery process comes 36 years after the initial land acquisition. The decision follows a Supreme Court ruling of 2019 that mandated enhanced compensation to farmers of Makanpur village — from where GDA acquired 1,295 acres for the Indirapuram township. The land, initially acquired at Rs 90 per square yard between 1986 and 1989, now commands a compensation rate of Rs 297 per square yard. The legal battle began in 1991, when the affected farmers approached the district court seeking higher compensation. The court ruled in their favour in 2001, increasing the rate to Rs 160 per square yard. GDA followed it up with an appeal at the Allahabad high court. But it backfired when the court further enhanced the compensation to Rs 297 per square yard in 2017. The Authority then approached the SC, which upheld this decision in 2019. Let's wait and see what it has to say," a GDA official said. Kapil Tyagi from Makanpur village, whose ancestral land was acquired for the Indirapuram township in 1989, backed the decision. "This was a long, protracted legal battle, and we won in every court. Indirapuram is now one of the city's most expensive areas. Yet, our land was taken for a pittance," he said. Resident associations, however, are opposing the move. Alok Kumar, a senior member of the Federation of AOAs, argued, "Freehold property owners have no such liability. The agreement between GDA and developers was bilateral. So, individual flat owners cannot be forced to pay enhanced compensation." Indirapuram, now a prime residential area with around 70 builder projects and numerous plotted societies, is set to face a significant financial impact from this decision. "The implementation mechanism and timeline for the recovery are yet to be determined by the newly formed committee. We have to wait and watch," an official said.
