Egypt implements precautionary plans after foot-and-mouth disease reported in several countries

The General Authority for Veterinary Services at the Egyptian Ministry of Agriculture declared a state of maximum preparedness after foot-and-mouth disease was detected in livestock within several countries in the region. The authority also decided to implement early warning activities and precautionary plans to protect livestock from epidemic and cross-border diseases, particularly foot-and-mouth disease and the SAT 1 strain. The Minister of Agriculture received a detailed report from the Chairman of the Authority, Hamed al-Aqnas, in which he reviewed the authority's proactive plans, its central departments, and the Veterinary Medicine Directorates in the governorates to protect Egyptian livestock. Strain reported across various countries According to the report, confirmed cases of SAT1 strain infection have been detected in Iraq, Bahrain, Kuwait, and Turkey, according to reports issued by international reference laboratories and the website of the World Organization for Animal Health. A genetic match was also observed between the isolated strains in this region and those endemic in some African countries, indicating an active epidemic path for this strain, which may be linked to the movement of animals or their products, or illegal movement across national borders – especially since the foot-and-mouth disease virus spreads rapidly. Egypt's epidemiological situation is stable, Aqnas assured, adding that vaccines and serums are available with no issues. This is in addition to the periodic national vaccination campaigns launched by the authority in all villages and hamlets across Egypt to protect livestock and support small farmers. The state of alert has been raised in veterinary medicine directorates across the country, he added, with epidemiological surveillance teams monitoring any suspected cases or potential outbreaks, responding quickly, and collecting samples for laboratory testing from any suspected cases – especially in markets, border governorates, and high-risk areas identified using geographic information systems. CAIRO – 29 May 2025: In a joint statement, the Ministries of Health and Population and Agriculture and Land Reclamation denied recent 'rumors' circulating on social media regarding a viral epidemic affecting poultry that would make them unsafe to eat, approach, or handle. The statement confirmed that the epidemiological situation in poultry farms remains stable, according to nationwide survey reports. It emphasized that all preventive measures and surveillance systems are functioning effectively to mitigate any potential health risks. The ministries continue to coordinate closely to monitor zoonotic diseases—those transmissible between animals and humans. The Ministry of Health has intensified monitoring through its National Infectious Disease Surveillance Program and the event-based surveillance system, which tracks and investigates health events that may affect public health. These mechanisms ensure rapid detection and response, in coordination with other government bodies. Since the beginning of 2025, the Ministry's event-based system has processed over 100,000 reported cases, all of which have been verified and addressed by the appropriate health authorities. About 3,500 of these cases were referred to the Veterinary Department at the Ministry of Agriculture for investigation. Importantly, no confirmed cases of the alleged poultry virus mentioned in recent online rumors have been recorded. Preventive teams are actively conducting field investigations—especially near poultry farms and markets—under the guidance of the Preventive Medicine Sector and the General Authority for Veterinary Services. The Ministry of Health has also enhanced medical preparedness, deploying specialized teams to hospitals and health units to manage any respiratory illness or fever cases with a history of contact with birds. The public is urged to report any unusual health cases immediately. Suspected samples are analyzed at the Central Public Health Laboratories and their regional branches. Health facilities have been equipped with necessary medications and vaccines to respond to emergencies. The Ministry of Health also continues to raise public awareness through official channels, promoting preventive practices such as thorough handwashing after handling birds, properly cooking meat and eggs, avoiding direct contact with visibly sick birds In parallel, the Ministry of Agriculture has undertaken a comprehensive inspection of poultry farms to ensure production safety. The Minister of Agriculture directed the General Authority for Veterinary Services to examine a representative sample of poultry production. To date, 3,492 farms across all governorates have been inspected, covering over 22.5 million birds, including chickens, ducks, turkeys, geese, and quail. The reported infection rate remains below 3%, which is considered normal. Samples from suspected farms were sent to the reference laboratory for analysis, and results reaffirmed the stability of the epidemiological situation. Egypt's poultry sector is a key source of animal protein, with annual production of approximately 1.5 billion birds and 15 billion table eggs, reaching near self-sufficiency. Since January, over 4.5 million birds have been vaccinated in domestic and small-scale operations. Surveillance and field monitoring continue to detect any emerging diseases or variants. The meeting was attended by Deputy Minister Mostafa El-Sayyad and senior ministry officials. Minister Farouk emphasized the Egyptian government's strong support for investments that align with national priorities, especially in agriculture and related sectors. He underscored the government's commitment to improving the investment climate, facilitating procedures for investors, and integrating the private sector into key development projects. Highlighting the strategic importance of the poultry and veterinary vaccine sectors, Farouk noted their essential role in ensuring food security and providing affordable animal protein. He affirmed Egypt's readiness to support such investments through the Ministry's technical bodies, including the Veterinary Serum and Vaccine Research Institute and the General Authority for Veterinary Services, ensuring smooth implementation and regulatory compliance. Farouk also pointed out that this partnership could generate significant employment opportunities by transferring Korean expertise and introducing advanced technologies to Egypt. Establishing a vaccine production facility in Egypt could strengthen the country's export capacity, positioning it as a regional hub for veterinary vaccine production, particularly in Africa and the Middle East. The Korean company, with over 50 years of experience and a portfolio of 85 veterinary vaccines, expressed interest in establishing a manufacturing plant in Egypt with an annual production capacity of 200 million doses. It also highlighted Egypt's competitive advantages, including its expertise in producing pathogen-free fertilized eggs. Company officials indicated their willingness to collaborate with Egyptian research institutions, offering training and knowledge exchange to develop local talent and keep pace with the latest advancements in vaccine technology. In conclusion, Minister Farouk directed the General Authority for Veterinary Services and the Serum and Vaccine Research Institute to coordinate closely with the Korean company to explore avenues for cooperation and eliminate any obstacles to investment.

The Egyptian cabinet approved a new amendment to the Law Regulating the Possession of Dangerous Animals and Dogs, reducing the number of banned dog breeds from 16 to three. The amended list of dangerous animals, published in the Egyptian Official Gazette (Al-Waqa'i' al-Misriyya) on 13 May, now only includes the Brazilian Mastiff (Fila Brasileiro), the South African Mastiff (Boerboel), and the Spanish Mastiff Presa Canario (Dogo Canario). The bill passed in 2023 aimed to regulate the ownership of dangerous animals, enlisting several dog breeds as hazardous, along with wild and predatory animals, venomous insects, and reptiles. When passed, the two-year-old bill sparked controversy, as dog owners and animal rights advocates vehemently opposed it and lobbied against the government action. At the time, the banned dogs list included 16 popular breeds in the country, citing their perceived danger to the population. These breeds were the Pitbull, Rottweiler, German Shepherd, Boxer, Husky, Caucasian Shepherd, Bullmastiff, Doberman, Alaskan Malamute, Great Dane, Akita, American Bully, Alabai, Dogo Argentino, Cane Corso, and Tosa. The recently approved amendment allows the licensing and registration of 27 dog breeds under the conditions set by the General Authority for Veterinary Services.
