Delhi Police arrests accused in hit and run case Panaji: Police on Friday arrested two more persons, including the mastermind, in connection with the alleged siphoning off of Rs 5.3 crore from the bank account of Goa Samagra Shiksha Abhiyan (GSSA). These funds were intended for the implementation of school education schemes. A total of seven persons have been arrested in the case to date. 'Mriganka Joarder, 37, and Subhashis Sikdar, both residents of West Bengal have been arrested,' crime branch SP, Rahul Gupta, said. Gupta said the mobile phones of the accused persons, along with sim cards, were seized for further investigation. 'Sikdar is believed to be the mastermind behind a major financial fraud involving the illegal withdrawal of Rs 1.8 crore from the GSSA Society's account held at the Bank of India, Porvorim branch,' Gupta said. The SP further said Sikdar gained unauthorised access to a bank account through an associate named Alamin Mondal, and used forged cheques to withdraw govt funds. 'Sikdar played a central role in planning and executing the fraud and was responsible for converting the stolen money into bank credits under fake identities or mule accounts, thereby attempting to hide the illegal origin of the funds,' Gupta said. 'Joarder was involved in handling the laundered money. He managed another bank account registered under Sonum Auto Sale, owned by Sumanta Mondal. This account received Rs 49.4 lakh from the stolen funds. Joarder is suspected to have helped move the stolen money, making it harder to trace. Representational Panaji: The probe into the alleged theft of Rs 4.6 crore from the Goa Samagra Shiksha Abhiyan (GSSA) bank account uncovered that the accused have 13 bank accounts used in 68 cyber complaints involving cyber frauds of Rs 1.5 crore registered across the country. Two FIRs are already registered in Bihar and Bengal. The investigation revealed that the accused persons are part of an organised financial fraud racket, wherein current account holders are identified and their banking instruments (ATM cards and cheque books) are obtained for illegal financial transactions. The accused played a crucial role in coordinating and arranging these accounts for the co-accused, SP (crime branch) Rahul Gupta told TOI . The role of an insider from the Bank of India is also being investigated. These accused seem to be connected to someone with access to confidential bank data, he said. Goa police transferred the case from Porvorim police to the crime branch. Goa police arrested five persons in the case. Goa police arrested Purnashish Sana from Kolkata in the case. Alamin Mondal and Bidyadhar Mallick were arrested from Delhi. Rabin Paul was arrested from Kolkata, who was released on bail. Another person identified as Sumanta Mandal was arrested, and he is on transit remand, the SP said. During the course of the investigation, it was revealed that Sana introduced Paul to Alamin for providing his bank account number, and Alamin shared this entire detail/access of the bank account with Subhashish Sikdar, Gupta said. The SP said that Rs 1.8 crore was reflected in the bank statement of Paul. Sikdar illegally withdrew a sum of Rs 1.8 crore from Paul by presenting forged cheques to different banks, which were processed as genuine. The withdrawn amount belonged to the savings bank account of the Goa Sarva Shiksha Abhiyan Society.

Panaji: Porvorim police have arrested three more people from West Bengal and Delhi in the Goa Samagra Shiksha Abhiyan fraud. Porvorim PI Rahul Parab said that after the arrests of two accused earlier last month, two teams of two Porvorim police personnel each proceeded to New Delhi and West Bengal. He said the first team nabbed account holder Sumanta Mondal, 40, from Nazirpur, Nadia, West Bengal. Mondal is being brought to Goa on transit remand from a Tehatta court. After the arrest, it came to light that two accused persons have fled to Delhi. Accordingly, with assistance of Delhi police , they were traced in the Paharganj area. The accused have been identified Alamin Mondal, 35, of Nadia, West Bengal, and Bidyadhar Mallick, 52, of Howrah, West Bengal. They have been placed under arrest, and police custody of six days has been obtained. 'Investigation has revealed that the two accused had procured bank details, SIM cards, ATM cards of account holders, and supplied them further to their co-accused, who are also being present tracked. In return, the arrested accused received money from time to time,' said Parab. He said the present case involves a big racket of many accused persons and is being investigated in detail Representational . Initially, a man from West Bengal was found to have siphoned off Rs 4.6 crore from the bank account of Goa Samagra Shiksha Abhiyan (GSSA). These funds were intended for the implementation of school education schemes. GSSA holds a savings account in the Porvorim branch of a nationalised bank in the name of 'Goa Sarva Shiksha Abhiyan Society'. The misappropriation came to light in April, when an auditor of a private bank pointed out the transactions. Immediately, the bank manager of the private bank approached the GSSA office and highlighted the transactions. When the officials of GSSA approached the nationalised bank, they realised that since 2020, there has been no update of the mobile number despite repeated requests to the bank. It was also found that the new cheque book issued by the nationalised bank to the accused was not registered with the bank. All the bank accounts involved have been frozen, and the trail of money has been also traced by police.
