J-K conducts flood mock drill in Pahalgam to bolster Amarnath Yatra preparedness

Pahalgam (Jammu and Kashmir) [India], June 20 (ANI): The Jammu and Kashmir Disaster Management Department conducted a mock drill simulating a Glacial Lake Outburst Flood (GLOF) scenario in Pahalgam on Friday. The exercise was held in coordination with the Anantnag District Management Authority and saw participation from the State Disaster Response Force (SDRF), National Disaster Response Force (NDRF), Indian Army, and other emergency support and line departments. The exercise aimed at enhancing preparedness for the Amarnath Yatra will start on July 3. It tested response mechanisms for disasters like floods and accidents, critical for the safety of over 4.5 lakh pilgrims who visited the Amarnath cave shrine last year. The Deputy Secretary of the J-K Disaster Management Department, Snober Jameel, while speaking to ANI, stated, 'It is a very significant and important pilgrimage for us. So, before that, too, it's crucial that we ensure people are already prepared. Given the extreme weather events we are witnessing nowadays--like cloudbursts and other types of events--we must be prepared in advance. We have already implemented preparedness and preventive measures. For prompt response, we have already trained our staff.' The Deputy Secretary stated that the initiative aims to tackle potential disasters in advance, highlighting the region's vulnerability due to numerous glacial lakes in the Himalayas. She said, 'This initiative is by the J-K Disaster Management Department. This mock exercise has been organised in collaboration with the Anantnag District Management Authority. GLOF hazards are a global issue, as we know, and especially in the Himalayan region, where there are many glacial lakes. The approach of the Disaster Management Department and the J-K government has always been that we should be prepared in advance to tackle any disaster.' She said that the drill aims to sensitise and mobilise response forces, including the SDRF, NDRF, and the Army. 'This initiative has been taken to conduct a mock exercise specifically for GLOFs, so that all response forces--be it SDRF, NDRF, the Army, Emergency Support Function departments, line departments, our administrative personnel, and other disaster managers--can be sensitised and mobilised. This is being done to implement preparedness measures and demonstrate the practical steps that need to be taken for a response. The idea is that if we face any such disaster in the future, we are fully prepared.' (ANI)

New Delhi, June 18 (UNI) In a significant step towards rebuilding disaster-affected regions, a high-level committee, chaired by Union Home Minister Amit Shah on Wednesday approved Rs 2006.40 crore in Central assistance to Himachal Pradesh. The financial aid is earmarked for recovery and reconstruction activities in the wake of the devastating floods, landslides, and cloudbursts that struck the state in 2023, a Home Ministry statement said. The committee, comprising of Finance Minister, Agriculture Minister and Vice Chairman NITI Aayog as members considered the proposal for financial assistance to the state from recovery and reconstruction funding window under National Disaster Response Fund (NDRF). The committee has approved the recovery plan of Rs 2006.40 crore to Himachal Pradesh, which will help the state in carrying out recovery and reconstruction activities, arisen due to damage and destruction that occurred in 2023 monsoon due to floods, cloudbursts and landslides. Out of this, Rs 1,504.80 crore will be the Central share from recovery and reconstruction funding window under NDRF. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of Rs 633.73 crore from the NDRF for Himachal Pradesh, which was affected by this disaster. The statement said that the Central government stands shoulder to shoulder with state governments during natural calamities and disasters. To fulfill Prime Minister Modi's vision of disaster-resilient India, the MHA has taken several initiatives to ensure effective management of disasters in the country. A number of steps have been taken to prevent any extensive loss to life and property during disasters by strengthening disaster risk reduction system in India. The Central government had approved recovery plans for the states of Uttarakhand (Rs 1658.17 crore) in the aftermath of Joshimath subsistence and for Sikkim (Rs 555.27 crore), in the aftermath of Glacial Lake Outburst Flood (GLOF) incident of 2023. The Central government had approved a number of mitigation projects with overall financial outlay of Rs 7,253.51 crore, for mitigating the risks of a number of hazards in the areas of urban floods (Rs 3075.65 crore), landslides (Rs.1000 crore), GLOF (Rs 150 crore), forest fire (Rs 818.92 crore), lightning (Rs. 186.78 crore) and drought (Rs 2022.16 crore). This additional assistance is over and above the funds released by the centre to states in the State Disaster Response Fund (SDRF), already placed at the disposal of the states. During the financial year 2024-25, the Central government has released Rs 20,264.40 crore to 28 states under SDRF and Rs 5,160.76 crore under NDRF to 19 states. Additionally, Rs 4984.25 crore from the State Disaster Mitigation Fund (SDMF) to 19 states and Rs 719.72 crore from National Disaster Mitigation Fund (NDMF) to eight states has also been released. A high-level committee under the chairmanship of Union Home Minister and Minister of Cooperation Amit Shah on Wednesday approved central assistance of Rs 2,006.40 crore to Himachal Pradesh for recovery and reconstruction activities in the aftermath of flood, landslides, and the cloudburst incident in 2023. A statement issued by the central government said, 'Out of this (Rs 2,006.40 crore), Rs 1,504.80 crore will be the central share from Recovery and Reconstruction Funding Window under National Disaster Response Fund. Earlier, on December 12, 2023, the Ministry of Home Affairs had approved additional financial assistance of Rs 633.73 crore from the NDRF for Himachal Pradesh…' The committee, comprising the Finance Minister, Agriculture Minister and NITI Aayog Vice-Chairman, considered the proposal for financial assistance to the state through the Recovery and Reconstruction funding window under the National Disaster Response Fund (NDRF). The state government under Chief Minister Sukhvinder Singh Sukhu has long been blaming the Centre for not releasing the Post Disaster Need Assessment (PDNA) funds of approximately Rs 9,000 crore. The issue has been a topic of heated discussions between the ruling party MLAs and the Opposition BJP legislators during various Assembly sessions. Senior BJP leaders, including national president J P Nadda and former chief minister Jai Ram Thakur, hailed the central government on Wednesday for approving the assistance. The Centre had earlier approved Rs 1,658.17 crore for Uttarakhand in the aftermath of the land subsidence in Joshimath, and Rs 555.27 crore for Sikkim in the wake of the glacial lake outburst flood (GLOF) in 2023. Further it also approved projects with an overall financial outlay of Rs 7,253.51 crore for mitigating the risks pertaining to a number of hazards in the areas of urban floods (Rs 3,075.65 crore), landslides (Rs 1,000 crore), GLOF (Rs 150 crore), forest fire (Rs 818.92 crore), lightning (Rs 186.78 crore) and drought (Rs 2,022.16 crore). This additional assistance is over and above the funds released by the Centre to the states under the State Disaster Response Fund (SDRF) which is already placed at the disposal of the states. During the 2024-25 financial year, the Centre released Rs 20,264.40 crore to 28 states under the SDRF and Rs 5,160.76 crore under the NDRF to 19 states. Additionally, Rs 4,984.25 crore was released from the State Disaster Mitigation Fund (SDMF) to 19 states and Rs 719.72 crore from the National Disaster Mitigation Fund (NDMF) to eight states.
