California given deadline to overhaul sex education program
The Trump administration gave California a 60-day deadline to overhaul its sex education program or risk losing federal funding. California must eliminate 'all gender ideology references' in its program and curriculum, the Administration for Children and Families at the Department of Health and Human Services said in a letter to the state. The administration condemned the federally funded Personal Responsibility Education Program (PREP) for teaching gender identity is different from a child's biological sex. 'The Trump Administration will not tolerate the use of federal funds for programs that indoctrinate our children,' said Acting Assistant Secretary Andrew Gradison. 'The disturbing gender ideology content in California's PREP materials is both unacceptable and well outside the program's core purpose. ACF remains committed to radical transparency and providing accountability so that parents know what their children are being taught in schools.' The Hill has reached out to California Gov. Gavin Newsom's (D) office for comment. The department said it is also investigating other grant recipients that administer PREP to ensure similar concepts are not taught in other areas of the country. The announcement comes days after the Supreme Court ruled Tennessee's ban on medical care for transgender kids is legal. It also comes after the Department of Education has opened investigations into numerous school districts who have allowed transgender individuals to play on girls' sports teams.

Texas Game Wardens urge safety ahead of Safe Boating Week
May 14—AUSTIN — Texas Game Wardens and Texas Parks and Wildlife Department (TPWD) urge boaters to make safety their top priority as they kick off National Safe Boating Week, May 17 — 23. With about 1.7 million surface acres of freshwater inland lakes, 4 million surface acres of saltwater and 191,000 miles of rivers and streams statewide, Texas offers opportunities for boating, fishing and water recreation. In 2024, Texas reported 169 boating incidents, with 24 water fatalities — 22 of those victims were not wearing life jackets. In addition, 78 boating incidents resulted in injuries affecting 100 people, a news release said. "These incidents aren't just statistics, they represent real people and real families forever changed by moments that could have been prevented," Cody Jones, TPWD assistant commander for marine enforcement, said in the release. "Taking simple precautions, like wearing a life jacket, can be the key to making it home safely. It's a small step that can have a life-saving impact." Texas is home to nearly 560,000 registered recreational boats, along with an estimated 359,000 unregistered vessels such as kayaks, paddleboards and small sailboats under 14 feet. With summer approaching, waterways will be crowded and safety should be a priority for everyone. Safety tips to keep in mind: — Always wear a life jacket; it's the law for kids under 13. — Use your boat's ignition safety switch; it's the law. — Never boat under the influence of alcohol. — Don't overload your vessel. — Maintain a safe speed and keep a proper lookout. — Be cautious in low water or near submerged objects. — Take a certified boater education course. — Leave a float plan with someone you trust. — Exercise special caution on personal watercraft. — Avoid saltwater if you have open wounds as vibrio bacteria occur naturally in Texas coastal waters. "National Safe Boating Week is more than a campaign — it's a reminder that fun on the water starts with responsibility," said Jones. "Whether you're paddling a kayak or operating a larger vessel, your actions affect everyone around you." As Texans head to the water this holiday weekend, Texas Game Wardens will be there not just to patrol, but to partner with the public in promoting safe and enjoyable experiences for all. Together, by making smart choices and looking out for one another, we can help ensure that every outing ends with everyone returning home safely. For more information or to enroll in a boater safety course, visit the TPWD Boater Education Program.

DeWine calls for ban on cell phones in schools
Apr. 17—COLUMBUS — Ohio Gov. Mike DeWine hosted a press conference this month supporting legislation that would ban the use of cell phones in public schools in Ohio. Sponsored by Sen. Jane Timken. R-Jackson Township, Senate Bill 158 incorporates language first introduced by DeWine in his executive budget — prohibiting student use of cell phones during the school day. "It's clear that we need to get cell phones out of our classrooms," said DeWine. "The constant distraction of cell phones makes it nearly impossible for students to focus and learn. Not only do they negatively impact student performance, but they can also be harmful to kids' mental and emotional health." "In schools that have already banned phones, we've heard from teachers, administrators, and parents who say the results have been remarkable. Student engagement has improved. Grades are better. Socialization is improving," DeWine said. "It's rare that one change can have such a positive difference. That's why it's time to make Ohio schools phone free." SB 158 will expedite the implementation process — allowing schools time over the summer to update their policies to prohibit student use of cell phones in time for the start of the 2025-2026 school year this fall. The bill includes exceptions for students using a cell phone for a documented purpose as part of an Individualized Education Program or for monitoring a health concern. "When phones are within reach, our children are constantly wondering, 'What am I missing? What notification did I miss?' This does not provide for a conducive learning environment, and also has damaging social effects," Timken said. "This legislation is a common sense approach to unplug our children from the constant distractions that they have in the classroom. It will reduce those distractions and will facilitate the building of the interpersonal relationships that are so vital to human development."
