Coote is alleged to have 'acted in an improper manner and/or used abusive and/or insulting words,' the FA said about a video recorded around July 2020. The governing body said it's alleged that the official's actions constitute an 'aggravated breach' of rules because they 'included a reference — whether express or implied — to nationality.' Two videos, apparently filmed using a phone, circulated on social media appearing to show Coote giving his personal opinion on Liverpool and Klopp, its long-time former manager, when asked by an unidentified man. Coote uses an expletive for Liverpool and a derogatory term for Klopp, saying he disliked the German manager because he was 'arrogant' and 'accused me of lying' after one game. Coote was initially suspended for his conduct and then fired in December because his position was deemed 'untenable' by English soccer's referees body following an investigation into his conduct. Coote was also investigated by the FA following allegations in British newspaper The Sun that he discussed with a fan the possibility of giving a yellow card to a player in a match. Coote denied any wrongdoing and the FA said Tuesday no charges were issued in relation to that investigation. Coote was sacked by the PGMOL in December after a series of clips was leaked to The Sun showing him abusing the former Liverpool manager by calling him a 'German c***' and taking cocaine. The reference to Klopp's nationality makes it an 'aggravated' breach of the FA's rules and could potentially lead to a more severe sanction. Another video showed Coote discussing booking a Leeds United player before a match, but he later insisted that he was not involved with spot-fixing and no charges have been brought on that issue after an FA investigation.

Former referee David Coote charged by FA over Klopp comments
Former Premier League referee David Coote has been charged by the FA relating to comments he made on a social media clip last year. He has already been sacked by the PGMOL since November of last year after what they described as a "thorough investigation". They said: "David Coote's actions were found to be in serious breach of the provisions of his employment contract. "Supporting David Coote continues to be important to us and we remain committed to his welfare." He was subsequently banned by UEFA in February. This comes after footage emerged of Coote sniffing a white powder while at Euro 2024. As well as this, he was also accused of predetermining a yellow card with a fan at a Championship match in 2019, a claim which he was cleared of. Coote was charged under rule E3.1, which purports that he acted in an improper manner and/or used abusive and/or insulting words. The use of Klopp's nationality in the video constituted an "aggravated" breach according to the FA. Coote came out as gay this January and said that he hid his sexuality within the game due to fears of abuse.
