Chandigarh gears up for urban land survey under NAKSHA
CHANDIGARH : A meeting was held Monday to review the implementation of NAKSHA project in the UT on a pilot basis. Chaired by the deputy commissioner-cum-nodal officer for the project, it saw key stakeholders, including representatives from the revenue and urban planning departments, the municipal corporation, and the State Project Management Unit (SPMU), in attendance. The meeting focused on accelerating the preparatory activities crucial to the commencement of the urban land survey under the NAKSHA initiative, which forms a critical component of the Digital India Land Records Modernisation Programme (DILRMP). Emphasising directives and action points, including capacity building of field survey teams, DC Nishant Kumar Yadav said, "The training of the 20 field survey teams must be expedited. The training will cover technical procedures, use of geospatial equipment, survey protocols, and public engagement guidelines to ensure uniformity and precision in field data collection." The deputy commissioner directed the officials concerned to take immediate steps to issue formal notifications pertaining to the commencement of the survey, along with clearly demarcated areas to be covered. In addition, he said, the constitution and deployment of field survey teams must be formalised to ensure the smooth execution of the survey process. Furthermore, appellate authorities should be appointed to address grievances and disputes, thereby establishing a clear and accountable mechanism for public participation and resolution. Regarding the acquisition and processing of foundational maps, the departments concerned have been instructed to collect existing cadastral plans of the five identified villages — Sarangpur, Burail, Kajheri, Palsora, and Attawa — and layout plans of sectors 2 to 17 (excluding sector 13). These maps form the cartographic foundation for the geospatial survey. The collected maps will be scanned, geo-referenced, and digitised to develop GIS-compatible layers. These digital layers will serve as critical base reference data to guide the survey operations and ensure accuracy in mapping and recording land parcels. The deputy commissioner underscored the importance of synergy among departments and strict adherence to timelines. He highlighted that the successful implementation of the NAKSHA project in Chandigarh will lay the groundwork for transparent, accurate, and citizen-friendly urban land governance. The initiative is poised to reduce property-related disputes, enhance infrastructure planning, and improve service delivery by urban local bodies.

Andhra Pradesh government launches Naksha to revolutionize urban planning and property taxation
1 2 3 Guntur: In a move to improve the planning of urban areas and remove personal discretion taxation of properties, the state govt has launched survey of properties under the National Geospatial Knowledge-based Land Survey ( Naksha ). The Centre, which is sponsoring Naksha programme, has picked 10 municipalities under pilot project following the state govt's request. While the aerial survey was completed in eight of the ten municipalities, aerial survey is going on in Eluru and Mangalagir-Tadepalli municipal corporations. "Naksha is going to bring revolutionary changes in the urban areas particularly with regard to planning of developmental works, granting of building plans, prevention of manual intervention in taxation of properties," said municipal administration and urban development minister Dr P Narayana. Speaking at the digitalisaiton of land records programme, Narayana said that Prime Minister Narendra Modi aims to fully develop the nation through Vikasit Bharat, while chief minister Chandrababu Naidu targeted to develop the state as Swarnandhra by 2047. He explained that the Naksha program will greatly contribute in providing transparent and efficient governance in urban areas. He said that the Centre has selected 10 municipalities for implementation of Naksha programme under pilot project. We wanted to complete the survey as per the timelines fixed by the Centre," said Narayana. He said that every property including residential, commercial and industrial outlets will be accurately mapped through Naksha. He said that a re-survey of 6,000 government properties at the field level has also been completed in Kuppam, Ongole, and Anantapur municipalities. He said that they have deployed 156 rovers against the actual requirement of 166 rovers. He explained that they have trained about 643 verification teams needed for the field-level survey. "The Naksha program will enhance urban planning tools and tax imposition. In fact, it will also help resolution of property disputes," said Narayana. He said that they have directed the municipal commissioners and district collectors to coordinate with the Central teams for early completion of the property surveys. He said that the state govt would extend the programme in other municipal corporations and municipalities after studying the results of the pilot project. Accurate digitized land records help resolve issues, says Union Minister
Comprehensive land surveys and digitization of land records play a crucial role in resolving long-pending disputes and strengthening economic security, Union Minister of State for Rural Development and Communications Pemmasani Chandra Sekhar said during a national workshop held here on Thursday. The two-day workshop organized by the Ministry of Rural Development focused on land resurvey and digitization efforts across the country under the Digital India Land Records Modernization Programme (DILRMP). Andhra Pradesh Revenue, Registrations & Stamps Minister Anagani Satya Prasad participated alongside Dr. Chandra Sekhar as chief guest. Dr. Chandra Sekhar pointed out that Andhra Pradesh, Gujarat, and a few other States are progressing at a commendable pace in implementing the land resurvey program. However, to bring uniformity in progress across the nation, the central government organized this workshop, inviting officials from Union Territories and other States to review and accelerate the work. 'Land in our country is more than property — it holds emotional, cultural, and financial significance. Yet, disputes over land often drag on for decades in courts, causing immense hardship to landowners,' Dr. Chandra Sekhar observed. Recalling his personal experience in the United States, the Union Minister said he was surprised when a property registration was completed within just 15 minutes at his home there. He highlighted the need for India to adopt similar efficiency by using available technology. 'This is the first land resurvey in over a hundred years, and it must be done with utmost care. We are addressing issues like staff shortages and funding constraints, and have instructed officials to complete the survey within the stipulated time using advanced technology,' he added. Dr. Chandra Sekhar underlined that accurate and updated land records will particularly benefit small and marginal farmers, women, and SC/ST communities. He also lauded the development of Amaravati, describing it as a model capital city in the making. In urban areas, he stressed the importance of ensuring smooth digitization of land records to enhance transparency and accessibility. Prominent attendees included Prathipadu MLA B. Ramanjaneyulu, Special Chief Secretary and Chief Commissioner of Land Administration G. Jayalakshmi, Department of Land Resources (DoLR) Secretary Manoj Joshi, and DoLR Director D.N. Joshi.

State conducting resurvey with precision, says Andhra Pradesh Revenue Minister
Participating in the National Workshop on land survey under Digital India Land Records Modernization Programme (DILRMP) in Guntur alongside Union Minister of State for Rural Development Pemmasani Chandra Sekhar, Andhra Pradesh Revenue Minister Anagani Satya Prasad asserted that the State is now conducting the resurvey of lands in a systematic and transparent manner. On the occasion, on Thursday, he criticized the previous YSRCP government in Andhra Pradesh for carrying out the resurvey hastily and inaccurately across 6,688 villages, which led to widespread complaints from landowners. Issues included errors in land boundaries, ownership names, land classification, and reduced land measurements, causing significant dissatisfaction among farmers and landholders. Minister Satya Prasad alleged that the previous administration ignored Central government guidelines requiring advance notice and participation of landowners during the resurvey. In some cases, surveys were influenced by local YSRCP leaders to benefit their affiliates. To address grievances, the current government organized gram sabhas in all completed resurvey villages, receiving over 2.8 lakh complaints — every one of which has been resolved, the Minister said. Since January 20, the NDA government has completed error-free resurvey in 628 villages and is currently working in 758 more as part of the second phase. He assured that the entire resurvey across Andhra Pradesh will be completed by 2027 and pledged protection for the rights of the poor residing in free-hold lands.
