KP Govt tables Climate Action Board Act in PA
PESHAWAR: The provincial government of Khyber Pakhtunkhwa tabled the draft KP Climate Action Board Act, 2025 in the provincial assembly on Wednesday to constitute a 10-member Climate Action Board to coordinate and oversee climate strategies across the departments and ensure harmonization of efforts in this regard. With Additional Chief Secretary to the Government of Khyber Pakhtunkhwa Planning and Development Department and Secretaries Finance, Law, Climate Change, Energy & Power, Transport & Mass Transit, Head of the concerned department if not already member, Local Government and four members from private sector including a woman would work administratively and functionally independent and the government would use its best efforts to promote, enhance and maintain its independence. The board without prejudice to the generality of the foregoing provision would develop, review, amend and oversee the execution of climate policies and action plans, advice the government on climate policies, commitment and strategies. The board would conduct and maintain provincial greenhouse gas (GHG) inventories and establish emissions baselines, and conduct, promote and oversee research on mitigation, adaptation and climate finance; coordinate and facilitate climate action activities across departments; ensure climate tagging of all schemes in the Annual Development Programme (ADP) for alignment with climate goals. It would also be responsible for mobilization of financial resources for climate action and establishment and maintaining a dedicated Climate Action Board Fund; coordinate and pitch provincial projects for international climate financing e.g., Green Climate Finance, Climate Investment Finance, Global Environment facility etc. The board would also facilitate participation in carbon markets and support the generation of carbon credits; establish and implement carbon pricing mechanism to encourage low-carbon development; monitor and evaluate awareness campaigns on climate change and promote environmental sustainability. The Climate Action Board would also engage wit stakeholders, including communities, industries and civil society to ensure community resilience to climate change including systems for adoptive and shock responsive social protection; build capacity through the development and implementation of training programmes on climate action. Furthermore, it would also nominate and finalize government officials, experts and representatives for climate-related training, conferences and events; liaise and coordinate with federal government in matters falling within its jurisdiction; review, negotiate, approve and execute Memorandums of Understanding (MoUs) letters of intents and other climate related agreements. Climate Action Board Bill approved
Khyber-Pakhtunkhwa government has approved the "Climate Action Board (CAB) Bill 2025." Advisor to the Chief Minister on Information and Public Relations, Barrister Dr Saif, stated that the bill would provide a comprehensive and effective framework to tackle climate change across province. He said that the CAB will be an autonomous financial body, responsible for monitoring and coordinating environmental strategies across all government departments. The board will also be tasked with developing and revising environmental policies, conducting research, assessing performance, and ensuring effective implementation. Furthermore, it will have the authority to collaborate with international organizations, environmental experts, and the private sector to address environmental challenges. Saif added that a special "Climate Action Fund" would be established under the board to financially support environmental projects and encourage eco-friendly initiatives at the local level. He emphasized that the initiative marked the second major environmental project by the Khyber Pakhtunkhwa government, following the success of the Billion Tree Tsunami Project, and aimed to mitigate the risks of climate change while promoting sustainable development. Menstrual Health and Hygiene Day 2025 The Khyber Medical University (KMU), Peshawar in collaboration with Menstrual Health Management (MHM) Working Group Khyber Pakhtunkhwa, WaterAid, UNICEF, and other sector partners, organized a high-level event at KMU's Alexander Fleming Hall. The event held under the global theme "Together for a "Period Friendly World," the event brought together health professionals, representatives from academic and research institutions, development partners, and youth. KMU Vice Chancellor Prof Dr Zia Ul Haq graced the occasion as the chief guest and reaffirmed the collective commitment to ending menstrual taboos and promoting dignified menstrual health. Cabinet approves major climate, legal reforms
The 33rd meeting of the Khyber-Pakhtunkhwa Cabinet, chaired by Chief Minister Ali Amin Khan Gandapur, convened on Friday to deliberate on a broad array of legislative, administrative, and development matters. Key cabinet members, the Chief Secretary, Advocate General, and senior officials attended the session. Briefing media on the outcomes, Advisor to the Chief Minister on Information and Public Relations, Barrister Dr Muhammad Ali Saif, said the cabinet approved the Climate Action Board (CAB) Bill 2025, a landmark step toward a coordinated provincial response to climate change. The financially independent board will oversee climate policies, track greenhouse gas emissions, support climate research, and mobilize funding. It will function autonomously and be empowered to appoint staff and consultants necessary to execute its mandate. In legislative actions, the cabinet endorsed forwarding three provincial assembly resolutions to the federal government. Resolution No 167, passed on April 28, voiced grave concern over the repeated arrests and alleged mistreatment of former MNA Ali Wazir. It demanded his immediate release, access to medical care, and withdrawal of politically motivated cases. Resolution No 161 urged a revision of Pakistan's Afghanistan policy, citing its failure to curb terrorism in K-P and its negative impact on bilateral relations. It called for K-P to be given a more active role in peace dialogues. The third resolution, No 168, condemned India's aggressive posture, including threats related to the Indus Waters Treaty, and expressed solidarity with Pakistan's armed forces. The assembly urged the international community to act against India's violations of international obligations. Among development projects, the cabinet approved an enhanced budget for the construction of Jani Khel police station in Bannu, increasing costs from Rs100 million to Rs140.43 million. It also sanctioned a cadastral mapping pilot project in Peshawar and Mohmand through an MoU between the Board of Revenue and the Survey of Pakistan. Further approvals included amendments to Health Department recruitment rules enabling hiring of dental surgeons and nurses, and changes to the Tourism Act 2019 to empower the board to manage employment matters of tourism police. The cabinet ratified construction of a 750-meter road near Odigram Bridge in Lower Dir at a cost of Rs190 million and raised the budget for Takatak-Haya Sairai Bridge to Rs1.02 billion.
