Stray dog menace: three shelter homes to be set up in Kannur
In the wake of the growing stray dog menace in Kannur, Minister for Registration, Museums, and Archaeology Ramachandran Kadannappally has announced the setting up of three shelter homes—two within the Kannur Corporation limits and one in the Cantonment area. The Minister was addressing the media after a high-level meeting at the collectorate attended by officials of the district panchayat, Corporation and Cantonment Board and police, animal welfare and health departments. The decision follows mounting public concern after a spate of dog bite incidents reported across the district. The move was prompted by a report of the Animal Husbandry department indicating that a few stray dogs involved in recent attacks could show symptoms of rabies within two weeks, the Minister said. To prevent a potential rabies outbreak, all stray dogs within the city limits will be captured, vaccinated, and relocated to the shelter homes. A child bitten by a stray dog at Payyambalam and subsequently vaccinated is reportedly in a critical condition due to rabies. The Minister said those who wished to continue feeding stray dogs could do so at the shelter but not on streets or roadsides. The Animal Husbandry department has been tasked with capturing, vaccinating, and sterilising stray dogs, with trained dog catchers deployed exclusively within the municipal limits for a week. Veterinary support will be provided by doctors from the Padiyur Animak Birth Control centre. The Cantonment Board chief executive officer (CEO) has been directed to take steps to capture aggressive dogs in the area and shift them to the shelter. District Collector Arun K. Vijayan will oversee the operation under the Disaster Management Act. K.V. Sumesh, MLA, district panchayat president K.K. Rathnakumari, District Police Chief (Kannur City) P. Nidhinraj, and Cantonment Board CEO Madhavi Bhargav attended the meeting. LDF walks out Meanwhile, the Left Democratic Front (LDF) representatives walked out of an all-party meeting convened by the Corporation to discuss stray dog menace. The walkout followed heated exchanges after United Democratic Front (UDF) representatives C. Sameer and Eramulla came down on the State government and the district panchayat for alleged inaction. The LDF accused the Corporation of shifting blame to the district panchayat without offering any concrete measures to address stray dog menace. Mayor Musliah Madathil chaired the meeting. 'People are suffering, but the Opposition is playing politics,' he said, adding that the government and the district panchayat were trying to avoid responsibility. He said the Corporation had decided to establish shelter homes for stray dogs and submit a proposal to the District Planning Committee for approval. Independent vaccination drives would also be undertaken by the Corporation, he added. To enhance response capabilities, the Mayor said, contingent workers would be trained to catch stray dogs. In addition, a new initiative is being considered to collect biodegradable waste directly from sources and convert it into fertiliser, in a bid to prevent illegal dumping of organic waste, a major factor attracting stray animals, the Mayor added.

Govt releases over Rs 800 crore for development works across city
New Delhi: Delhi govt on Friday released funds to civic bodies for several development works across the city. While Municipal Corporation of Delhi received Rs 820 crore, NDMC got Rs 8 crore and the Cantonment Board Rs 5.5 crore. Rs 50.8 crore was released for biomining activities at the three landfill sites in Delhi under the first instalment of the basic tax assignment for the financial year 2025–26. This amount will help in the speedy activity of biomining at these sites and facilitate the reduction in mounds of garbage, said MCD. For the Okhla landfill site, Rs 20.3 crore was released, for the Bhalswa landfill site Rs 20.8 crore, and for the Ghazipur landfill site Rs 9.7 crore was released. Chief minister Rekha Gupta said Delhi govt was committed to giving local bodies their due share on time. She said, "Our aim is to transform Delhi into a modern and developed capital, and local bodies play a key role in that journey. Keeping that in mind, our govt released the first instalment of funds: Rs 820 crore to MCD, Rs 8 crore to NDMC and Rs 5.5 crore to the Cantonment Board." Man held for duping aspirants under garb of government jobs
HYDERABAD: North Zone Task Force sleuths, in coordination with Tirumalagiri police, arrested a man for cheating several persons by falsely promising government jobs, including food inspector posts in the Cantonment Board. The accused, Kollapuram Sravan Kumar (36) of Bowenpally, was operating without any legitimate qualification, police said. Sravan allegedly posed as a well-connected person with influence in government departments, luring victims with promises of jobs in the Ministry of Defence and Cantonment Board. Once he received payments, he would sever all contact and neither helped them with jobs nor return their money. Police said Sravan is a repeat offender with a history of similar cheating cases. In a recent instance, he took Rs 22,000 from a woman on September 14, 2024, claiming he could get her a food inspector position. He also duped others of a total of Rs 1.37 lakh. Cases have been registered against him at Bowenpally, Begumpet, Vemulawada and Tirumalagiri police stations. Further investigation is underway.

Ferozepur In a relief for residents of cantonment areas across the country, the ministry of defence has approved the removal of the longstanding ₹5,000 registry fee for land in cantonment board areas — a provision dating back to the British era. BJP national executive member Rana Gurmeet Singh Sodhi, who recently met defence minister Rajnath Singh to discuss key issues affecting the Ferozepur cantonment and surrounding regions, confirmed the decision in a statement. 'Following the green signal from the Centre, officials are now forming a committee to draft the necessary guidelines to implement the decision effectively,' Sodhi said. 'Soon, residents will be freed from the burden of paying ₹5,000 for land registration in cantonment areas,' he said. Under existing rules, land in cantonment areas is legally owned by the President of India, while residents own only the structures built on the land. This has created challenges for locals, including ineligibility for bank loans and restrictions on even minor construction without Cantonment Board approval. The outdated general government order (GGO) 1836 has long been a source of distress for residents. The removal of this registry fee is expected to bring a sense of ownership and relief to the affected population.

In a long-awaited move that promises major relief for thousands of residents living in cantonment areas across India, the Ministry of Defence has approved the removal of the Rs 5,000 condition for land registry—a provision that has been in place since the British era. BJP national executive member Rana Gurmeet Singh Sodhi made this announcement during a press conference organised at Ferozepur Tuesday, declaring it a 'historic decision' that will end decades of bureaucratic and financial hardship faced by cantonment dwellers. 'I had personally met Defence Minister Rajnath Singh just last month to raise this concern. I'm glad to share that the ministry has now given a green signal,' said Sodhi. The Rs 5,000 registry condition, known to be rooted in the General Government Order (GGO) 1836, dates back to colonial times when land in cantonments was retained under military control. While the land remains legally owned by the President of India, residents typically own only the structure built on it. As a result, only the 'debris' of the building was registered, not the land itself, rendering residents ineligible for bank loans, property transfers, and even minor renovations without prior permission from the Cantonment Board. Sodhi said a committee is now being formed to draft implementation guidelines for the new policy. 'Soon, residents will be able to register their properties without paying the outdated Rs 5,000 fee. This will give them long-denied security and dignity,' he added. He also recalled the persistent efforts of the late advocate Yogesh Gupta, a nominated member of the Ferozepur Cantonment Board, who long championed the cause of registry rights for residents. 'This is a promise I made during the 2022 Assembly elections and reiterated during the Lok Sabha campaign. I thank Prime Minister Narendra Modi and Defence Minister Rajnath Singh for making this possible,' said Sodhi, assuring residents that 'the people of Ferozepur Cantonment are like family to me, and I will ensure they face no further hardship'. The decision has been welcomed by residents and local associations who view it as a step toward true ownership, modernisation of governance, and freedom from colonial-era rules that no longer reflect the realities of present-day civilian life in cantonment towns. The residents are eagerly waiting for its implementation in letter and spirit.
