It reaffirmed the UAE's strong commitment to creating integrated support systems for People of Determination while contributing innovative ideas and visions to global efforts, inspiring effective action on a global scale. This UAE delegation used this session as a strategic platform for discussing the latest strategies aimed at advancing inclusive urban development and enhancing community integration. They showcased the 'POD-Friendly City Prototype' and the conceptual framework for creating a 'Global Index' for these cities, thereby presenting a clear vision and an ambitious roadmap for designing cities that ensure full accessibility for People of Determination, while establishing measurable global standards for inclusivity. Both fundamental initiatives aim to bring about a qualitative transformation in the lived experiences of individuals by addressing accessibility challenges at both systemic and community levels. In her keynote speech during the UAE Session, Her Excellency Sana Suhail, Minister for Family, emphasised the nation's insightful vision and inspiring leadership in reimagining inclusive cities, despite the challenges facing the region. Her Excellency stated: 'The UAE is determined to build a future where inclusion is a fundamental rule. Through innovative programmes and advanced frameworks, we hope to achieve a radical transformation that redefines how societies support and empower People of Determination.' Her Excellency Sana Suhail highlighted the session's strong focus on the role of family, community, and institutional partnerships in achieving true empowerment. 'True empowerment starts with family, and when families, communities, and institutions work together, we create a world where People of Determination can thrive. That's why, at the Ministry of Family, we are committed to equipping parents, siblings, and extended families with the tools they need to support their loved ones', Her Excellency said. The session also highlighted the inspiring voices of People of Determination, whose lived experiences enriched practical and actionable recommendations for removing barriers and enhancing their active participation in civic life. In his opening address, His Excellency Majid Al-Usaimi, President of the Asian Paralympic Committee, National Ambassador to UNICEF in Dubai, and CEO of the Dubai Club for People of Determination, praised the leadership of the United Arab Emirates for its unwavering support for people of determination across various sectors. He said: 'We are incredibly proud of the achievements the UAE has made in terms of policies, laws, and programmes. Chief among these is the National Policy, which encompasses six main pillars addressing education, healthcare, and a suitable social living environment, among other areas. The UAE has become a global role model, recognised as one of the nations exporting expertise. There is no doubt about this, thanks to the cooperation of our allies and friends worldwide who joined us at this conference.' Al-Usaimi highlighted the importance of exchanging ideas and experiences at such conferences, stressing how artificial intelligence and advanced technology can enhance the daily lives of people of determination both in academic and professional settings. Dr Victor Pineda, President & Founder of World Enabled, Berkeley, California and Executive Director at the Center of Independent Living (CIL), Berkeley, California delivered powerful remarks. He discussed the progress of disability rights, emphasizing the impact of the UN Convention on the Rights of Persons with Disabilities (CRPD) and reflected on his experience of starting CRPD negotiations 23 years ago. As a long-time UAE partner, he praised its progress over the past 20 years since ratifying the CRPD, noting its inclusive policies driven by unity and innovation. Victor called for eliminating barriers, reducing stigma, and empowering people with disabilities, particularly in the AI era, saying: 'If artificial intelligence is taught to people with disabilities, we have a chance not only to catch up, but to lead.' Through constructive engagement with international delegations, experts, and advocates of the rights of People of Determination, the UAE Session clearly demonstrated how pioneering strategies such as the 'POD-Friendly City Prototype' and the conceptual 'Global Index' can be adapted across different geographical regions, with the aim of building inclusive and resilient urban environments. Attendees exchanged valuable ideas on formulating a shared blueprint that ensures accessibility, equity, and equal opportunities for all. With a continuous focus on innovation and scalable strategies, the UAE reinforced its role as a global leader in providing comprehensive solutions that fully align with the Sustainable Development Goals, particularly SDG 11 (Sustainable Cities and Communities), SDG 10 (Reduced Inequalities), and SDG 17 (Partnerships for the Goals). UAE affirms commitment to empowering special people
The UAE participated in the 18th Session of the Conference of States Parties (COSP18) to the Convention on the Rights of Persons with Disabilities (CRPD), held at the United Nations Headquarters in New York from June 10-12, 2025. During the delivery of the UAE's national statement at the General Debate, she affirmed the UAE's commitment to empowering People of Determination, highlighting their unique abilities and their right to equal opportunities to participate in the nation's advancement. She stated, 'In the United Arab Emirates, we believe that people with disabilities, or as we call them 'People of Determination,' are partners in building the nation. They possess abilities worthy of appreciation and deserve equal opportunities for empowerment and participation. Therefore, the UAE has adopted a comprehensive approach to building a society that embraces all its members, founded on the values of tolerance and justice.' The Minister further highlighted the UAE's significant progress in empowering People of Determination through six key pillars of inclusion, namely healthcare, education, employment, social protection, accessibility, and community participation. She emphasised that these pillars are supported by a robust legislative framework, including Federal Law No. 29 of 2006, as well as local strategies such as Abu Dhabi's initiatives for inclusive urban development and Dubai's Disability Strategy. The UAE's statement detailed notable achievements, such as the introduction of inclusive learning environments, inclusive schools, early intervention programmes, and vocational training initiatives. These efforts are complemented by the establishment of over 35 government-run centres and the licensing of more than 46 private centres dedicated to the rehabilitation and training of People of Determination. The statement also emphasised advancements in employment, including the creation of inclusive workplaces in both public and private sectors, and developing infrastructure that is accessible to People of Determination, such as adapted public transportation and facilities. Further, innovative technologies are being integrated to improve service access. Within the healthcare sector, the UAE provides comprehensive services, ranging from treatment and rehabilitation to psychological support, while offering programmes that promote the independence of People of Determination, including life skills training and supported living options. On the international front, she shed light on the UAE's hosting of prominent global events, such as the 2024 International Rehabilitation Conference and the 2019 Special Olympics. Global Action Needed As Progress Stalls On Disability-Inclusive Development Goals
10 June 2025 'The message is stark: persons with disabilities face higher poverty, greater unemployment, deeper food and health insecurity and more limited access to education, jobs, and digital technologies,' said Amina Mohammed. But action is underway. The 18th Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP18) will focus on enhancing public awareness of the rights and contributions of persons with disabilities for social development. Progressive roots Chair of the Committee on the Rights of Persons with Disabilities, Kim Mi-Yeon, underscored the importance of the Convention on the Rights of Persons with Disabilities, now 20 years old, even amid growing global challenges. ' The CRPD is the most progressive human rights treaty of the 21st marked a decisive shift – from medical and charity models to a rights-based approach – and affirms the duty to dismantle structural and gender-based discrimination,' said Ms. Kim. Even with the ongoing UN liquidity crisis, he highlighted the momentum across the world for bolstering rights, including the International Forum on Disability Employment in Korea. Gaining momentum The social development agenda aims to continue building momentum for disability rights and social development ahead of two major upcoming events: the Second World Summit for Social Development in November and the Fourth International Conference on Financing for Development later this month, FFD4, taking place in the Spanish city of Sevilla. This week's agenda From Tuesday to Thursday, the conference will feature speeches by UN and civil society leaders, a public debate on the rights and contributions of persons with disabilities and three roundtables. ZHO raises voices of special people at COSP18
During its participation in the official side event of the COSP18 conference in New York, the Zayed Higher Organisation for People of Determination (ZHO) highlighted inspiring stories, innovative solutions, and called for inclusive and comprehensive partnerships. The Organisation reaffirmed its leadership in bringing the UAE's experience in empowering and integrating People of Determination to global forums, through its active participation in the official side event at the 18th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP18), held at the United Nations headquarters in New York under the theme: 'Empowering Inclusive Development through Disability-Inclusive Action and Effective Partnerships.' During the session, organised by the ZHO in collaboration with the Permanent Mission of the UAE to the United Nations and Rehabilitation International, a distinguished group of decision-makers, experts, and activists from around the world gathered. The Organisation delivered a global call to action for joint work, continued collaboration, transcending borders, and fostering inclusion and empowerment for People of Determination in every aspect. It also conveyed a clear message to the world: empowerment only happens through partnership, and the future cannot be truly inclusive unless all people, in all their diversity, are at the centre of policies and programmes. During the session, the ZHO announced the launch of the International Journal of Disability and Rehabilitation Studies, a specialised research platform that enhances the scientific impact to serve People of Determination globally. Established in partnership with Rehabilitation International, the journal aims to promote impactful scientific research that makes a difference in the lives of People of Determination worldwide. In his recorded opening remarks, Abdullah Al Humaidan, Secretary-General of the ZHO and Vice President of Rehabilitation International for the MENA Region, emphasised the importance of collective action to enhance inclusion across borders from the UAE to the world. He stated, 'Our participation in this event reflects the UAE's unwavering commitment to making inclusion and integration a sustainable approach that guarantees equal opportunities for People of Determination to participate, excel, and lead.
