Abang Johari: Sarawak-Brunei to move ahead with new CIQ complex project at Kampung Pandam
MIRI, June 14 — The Sarawak government has agreed in principle to the construction of a new Customs, Immigration and Quarantine (CIQ) complex at Kampung Pandam in Limbang, near the border with Brunei Darussalam, said Premier Datuk Patinggi Tan Sri Abang Johari Openg. The proposed facility aims to improve cross-border connectivity, enhance security cooperation, and boost economic integration between Malaysia and Brunei. Abang Johari said the CIQ project was among the key topics discussed during recent bilateral engagements between the two nations. 'We have agreed in principle to upgrade the existing ICQ facilities at Kampung Pandam. This development will not only support smoother mobility for citizens of both Sarawak and Brunei Darussalam, but more importantly, strengthen the economic ties between our regions,' he said during a working visit to the Sungai Limbang Bridge site today. He noted the timing was appropriate, as the second Sungai Limbang Bridge is expected to be completed by April next year. The CIQ Pandam-Lumapas project has been under discussion at both the federal and Bruneian government levels, with ongoing negotiations to ensure readiness on both sides before implementation. Once completed, the new route will significantly shorten travel time between Limbang and Brunei. The journey is expected to take just 30 minutes – 15 minutes from Limbang to CIQ Pandam, and another 15 minutes from CIQ Lumapas to central Brunei. Accompanying the Premier on the site visit were State Minister of Utility and Telecommunications, Datuk Seri Julaihi Narawi; Deputy Minister of Transport, Datuk Hasbi Habibollah; State Deputy Minister of Food Industry, Commodities and Regional Development, Datuk Abdul Rahman Ismail; Batu Danau assemblyman Datuk Paulus Palu Gumbang; State Secretary Datuk Amar Abu Bakar Marzuki; and Limbang Division Resident, Unos Tambi. JOHOR BARU: Bus commuters queuing dangerously long, even down the staircase and spilling near the lanes, at the Bangunan Sultan Iskandar (BSI) checkpoint drew immediate flak from Johor Menteri Besar Datuk Onn Hafiz Ghazi. He conducted a surprise spot check early yesterday morning at 4.30am, inspecting the Customs, Immigration and Quarantine (CIQ) Complex. The visit exposed a congested and unsafe situation for thousands of public bus passengers crossing the Johor-Singapore border daily. The inspection revealed a severe congestion problem, prompting Onn Hafiz to call for immediate remedial action to safeguard commuter safety and restore efficient cross-border travel. Calling the situation "unacceptable, unsatisfactory and unsafe", Onn Hafiz convened a high-level coordination meeting with key enforcement and infrastructure agencies at noon the same day to hammer out urgent solutions. He expressed concern over the poor management of public transportation at the checkpoint and said the present system did not reflect the standards expected of Johor's international gateways. The state government, he said, proposed short- and medium-term measures to increase the number of buses and improve service efficiency to cut down long waiting times. He also stressed the need to enhance the overall quality of public transport and to tighten enforcement on factory buses to ensure full compliance with operational standards. "Our people, many of whom rely on these buses to get to work in Singapore, deserve better. "Their safety and daily experience should never be compromised," he said. Meanwhile, Johor Works, Transportation and Infrastructure Committee chairman Mohamad Fazli Mohamad Salleh carried out a follow-up visit to BSI to assess conditions and ensure immediate follow-through. "I visited the CIQ, BSI to monitor the issues arising at the border crossing with the departments and agencies involved. "Several matters were discussed and immediate action will be taken for the smooth flow of traffic at BSI," he said. The menteri besar's visit is part of a broader push to improve the efficiency and safety of Johor's international checkpoints, particularly ahead of the anticipated increase in traffic due to the Johor-Singapore Special Economic Zone. Onn Hafiz's regular inspections at the CIQ complexes in BSI and Sultan Abu Bakar Complex (KSAB) are not about assigning blame but resolving longstanding issues. He said the problems were legacy in nature and that the state is working closely with the Immigration Department and Home Ministry to ensure safe, smooth service at both checkpoints. Footage of his visit was captured and uploaded on social media platforms, where Onn Hafiz was heard calling for the safety and convenience of commuters, especially those heading to Singapore for work, to be prioritised. He was also heard saying "the current state of affairs does not reflect the standards Johor aspired to". The Johor government has made CIQ efficiency a state priority, especially with the Johor-Singapore Special Economic Zone (JS-SEZ) set to further increase cross-border traffic.

Motorcyclist gets RM7,000 fine for heading to S'pore without scanning passport
PONTIAN: A 31-year-old motorcyclist, who was rushing to work in Singapore, paid a hefty price for exiting Malaysia without getting his passport scanned at one of the two land checkpoints. Sessions Court Judge Thalha Bachok @ Embok Mok fined Lee Choon Sheng RM7,000 after the accused pleaded guilty to the charge. According to the charge sheet, the accused had allegedly opened up the barrier at a motorcycle lane at the Bangunan Sultan Iskandar Customs, Immigration and Quarantine (CIQ) in Johor Baru at about 8.30am on May 25, while heading to work in Singapore. He had exited the country without scanning his passport and allegedly committed an office under Section 2(2) of the Passport Act 1963. The case was prosecuted by Immigration prosecutor Omar Zaridz Abd Rahman while the accused was not represented. The accused, who faced a six month jail term in default of paying the fine, settled the amount. Last year, at least four locals were nabbed for not just leaving the country without scanning their passports but also vandalising some of the equipment at the checkpoint. A Home Ministry official advised the thousands of motorcyclists using the two land checkpoints with Singapore not to "resort to using shortcuts" when entering and exiting the country as it was a serious offence under the Immigration Act. "The person faces a hefty fine or jail-time for those who do not stop and produce their passports when entering and exiting the country," the official said. In the past, the immigration Department has nabbed and charged Malaysians and Singaporeans during special operations for travelling to Singapore without showing their passports at the two land check-points with the island republic.
