Telecom department warns employees against using political influence for service related matters

New Delhi: The Department of Telecom has warned its employees against using political or external influence for service related matters, according to an office memorandum issued on Wednesday. The memorandum said that reference from Member of Parliaments or any other dignitaries will be presumed that it has been sought by the employees and the matter will be dealt as per service rules. "It has been observed that some government servants are attempting to influence service-related decisions, particularly transfers and postings , by soliciting political or external support, including through relatives or wards. This is a violation of Rule 20 of the CCS (Conduct) Rules , 1964, which expressly prohibits bringing or attempting to bring political or outside influence in such matters," the memorandum said. The memorandum reminded employees of the government's decisions under Rule 20. A first-time violation invites formal advice, a second breach results in a written warning to be placed on record and further violations call for disciplinary proceedings under the CCS (CCA) Rules, 1965. "All ITS officers are hereby advised to refrain from any such practice and not to bring political and other outside influence directly or through their relative/ wards to further their service matters particularly in the matter of transfers/ posting," the memorandum said. DoT has advised employees to seek redressal through prescribed official channels only. "Any instance of violation of these rules/ orders would be viewed very seriously and the officers/officials responsible for such violation would attract strict disciplinary action," the memorandum said.

‘Restore her services': Haryana Teachers' body terms varsity professor's termination ‘illegal'

An indefinite dharna by Professor Monika Malik, former dean of the Department of Law, Central University of Haryana (CUH), Mahendragarh district, against the university authorities since October 16 last year over issues related to her seniority and selection process, among others, entered the 229th day on Sunday. Amidst this academic conflict between Malik and the CUH, the authorities dismissed her on May 7 and another professor, alleging their selection process was a 'procedural and regulatory violation'. Referring to a resolution of its executive council, the CUH issued a notification on May 7, saying it had 'processed further after hearing out both the employees in question and giving them the opportunity to represent their cases before the vice-chancellor/ executive council'. Discontinuing their services, the university claimed 'the eligibility criteria was not uniformly or lawfully applied across the candidates'. On Friday, a delegation of the Haryana Federation of University and College Teachers' Organization (HFUCTO) visited the CUH and submitted a memorandum to CUH Vice-Chancellor Tankeshwar Kumar, seeking the restoration of Malik's services. Claiming that the CUH authorities terminated her services 'illegally' without any basis or an enquiry rather than redressing Malik's grievances, the HFUCTO said: 'Professor Monika (Malik) had been serving in the CUH since December 27, 2019. She was promoted to the Professor post with effect from December 27, 2022. She is a confirmed employee, and her services can only be terminated by following the procedure laid down under Section 14 of the CCS (CCA) Rules, 1965, applicable to the employee of the CUH… First, there is no basis or ground to terminate her services. Second, no enquiry has been conducted as contemplated in the CCS (CCA) Rules.'

Uniforms must for Delhi govt hospital staff: Govt order

The Capital's health & family welfare department has directed all government-run hospitals to enforce mandatory uniform and name badge rules for doctors, nurses, technicians and outsourced workers, warning that violators will face on the spot penalties, according to an order issued on May 16 and officials familiar with the decision. The latest directive, officials said, is a firm reminder to comply with the mandate adding tighter limits on the uniform code to ensure staff can be instantly identified and patients better protected. The circular, sent to every medical superintendent (MS), medical director (MD) and head of department (HOD), says the 'designated colour-coded attire along with a name-plate clipped on the left side of the chest' is essential 'to ensure proper identification of hospital personnel and for proper functioning of hospitals.' Outsourced staff must wear clean uniforms carrying the service provider's logo, it added. The health & family welfare department's order, issued on 16 May and reviewed by HT, instructs medical superintendents, medical directors and heads of department to 'strictly enforce the uniform policy' so that genuine personnel can be easily identified and impostors deterred. 'It's been observed that the doctors, nursing staff, paramedics/technicians, nursing orderlies and other staff … avoid wearing the mandated dress despite drawing uniform allowances,' the order states. Nodal housekeeping officers and duty doctors in charge of each floor, out-patient department (OPD) and in-patient department (IPD) areas must conduct surprise checks 'at intervals not exceeding three hours'. Any non-compliance - by regular, contractual or outsourced staff - will trigger 'immediate action', the directive adds. For each instance of not wearing the prescribed uniform, a government or contractual employee's daily uniform allowance will be deducted 'without further inquiry', the order says. Repeated violations may attract a show-cause notice under Rule 16 of the CCS (CCA) Rules, potentially stopping at least one yearly increment. MSs and MDs may penalise officials up to Group 'C'; recommendations for higher cadres must go to the secretary (health & family welfare). Officials said the crackdown follows complaints of impostors posing as hospital staff and extorting money from patients' attendants. The government hopes mandatory uniforms and badges will deter such incidents, they added. Staff have also been told to refrain from personal mobile-phone use during duty hours and to keep phones 'only for official duties while on shift.' Violations will invite the same penalty provisions.
