Kuwait invites bids for giant oilfield on July 22
Kuwait has extended a deadline for submitting bids for the development of one of the world's largest oil fields from 22 June to 22 July, press reports have said. The project involves water injection in Burgan oilfield and other fields in South Kuwait, where most of the country's oil and gas resources are located. The Central Agency for Public Tenders (CAPT) had earlier approved a request by the state-owned Kuwait Oil Company (KOC) for the submission of bids on 22 June. 'CAPT has now extended the deadline for companies to bid for this project to 22 July,' the Arabic language daily Alseyassah said, citing KOC sources. The paper did not mention project cost estimates but said it involves increasing oil and gas production in the Southern region. The 780-square kilometre Burgan field contains around 70 billion barrels of extractable crude oil, nearly two-thirds of the Gulf emirate's oil reserves of about 101 billion barrels. Burgan is the world's second largest oilfield after Saudi Arabia's Ghawar. The field in southeast Kuwait was pumping more than 2 million barrels per day (bpd) before falling to around 1.7 million bpd due to ageing. Incheon, TAV advance in race to run Kuwait's Terminal Four
KUWAIT CITY, June 18: The Central Agency for Public Tenders (CAPT) has confirmed that South Korean company Incheon International Airport Corporation and Turkish company TAV passed the technical evaluation for the operation and management of Terminal Four (T4) at Kuwait International Airport. Sources told the newspaper that this evaluation was part of a comprehensive assessment conducted by the Directorate General of Civil Aviation (DGCA) in a bid to enhance the operation, management, and overall service quality at Terminal Four. Sources disclosed that the scope of work includes training, maintenance, and development initiatives. Sources added that CAPT reviewed the file in its latest meeting and reconsidered the request of the DGCA to examine the results of the technical evaluation submitted by the bidding companies. According to the sources, CAPT reviewed a letter from the DGCA dated May 5, which included Incheon's written acknowledgment of full compliance with all contract terms. 'This was in reference to Resolution No. 27, issued during Meeting No. 45/2025 of the CAPT Board of Directors. Based on this, the board approved the technical evaluation results and authorized the opening of financial bids from companies that met the technical specifications. Incheon got an evaluation score of 87.5 percent, while TAV followed closely with 87 percent, sources narrated. Sources pointed out that this development is considered a major leap in the competitive tendering process for the strategic management of Terminal Four, an important facility at the airport.

Kuwait energizes grid with new high-tech cyber armor
Kuwait - The Ministry of Electricity, Water and Renewable Energy has completed four new contracts to protect its electronic infrastructure from hackers and cyber criminal breaches, say sources from the ministry. Sources disclosed that the contracts will be offered for bidding soon through the Central Agency for Public Tenders (CAPT), through which the ministry shall seek the assistance of companies specialized in this field that meet the technical requirements and financial capabilities. Sources stated that the first contract is for combating 'ransomware', a type of malware that encrypts users' files or blocks access to a computer system. It then demands a ransom in exchange for decrypting or restoring access after the devices are infected. A message is also sent requesting payment of certain amounts to decrypt files or restore access to the device. Sources added that the second contract is for the identification and assessment of cybersecurity strengths and weaknesses, third is for the provision of practical and implementable recommendations to improve the ability of the ministry to respond quickly and effectively to cybersecurity breaches, and fourth is for uncovering the most dangerous unknown threats and exploited vulnerabilities in harmless infrastructure that amplify cybersecurity risks. Meanwhile, sources revealed that three companies are competing for the tender to supply and install 400 kV overhead lines connecting Shagaya (z) SGRE solar power conversion station to Subiya 2-SWPS power plant. Sources said the bids were submitted through CAPT, which referred the bids to the ministry for review and preparation of technical recommendations. CAPT will then make the award decision based on the requirements. Sources confirmed that the tender is one of the important projects the ministry is counting on to transfer the electricity generated from Shagaya renewable energy plant to the Subiya plant, and then use it to feed the electricity grid; taking into consideration the projects being prepared for tendering at the Shagaya station to produce 4,500 megawatts of renewable energy.

DGCA secures leaner deal for weather system maintenance
KUWAIT CITY, May 5: According to informed sources, the State Audit Bureau (SAB) has approved the extension of a contract with a company to provide maintenance to ensure the continuous delivery of high-quality data from the Automated Weather Observation System (AWOS) at a cost of KD 216,700. They explained that the extension of the current contract resulted in savings of over 80 percent compared to the original contract cost. SAB requested that the Central Agency for Public Tenders (CAPT) be informed of the total value of the extension after the cost reduction. The original contract, previously approved by CAPT, was valued at KD 396,000, and the Ministry of Finance has also approved the revised cost for the contract extension. After reviewing the contract documents and following up on previous inquiries, SAB did not object to extending the contract with the company for KD 216,700, down from the original amount, for one year from January 2, 2025, to January 2026. SAB emphasized the importance of the financial offer submitted by the Directorate General of Civil Aviation (DGCA) being accurate, particularly after achieving savings of KD 179,300. These savings resulted from the cancellation of modernization work costs originally included in the original contract, a reduction in labor wages and other line items, and the cancellation of preventive and corrective maintenance charges, which the company is obligated to provide free of charge for one year under the terms of the contract. SAB stressed the need for DGCA to exercise due professional diligence in guiding relevant stakeholders when reviewing contracts and extensions, to prevent awarding contracts at costs exceeding actual requirements

Kuwait to create postal services company with EY help
OPEC producer Kuwait intends to hire the UK's EY consultancy firm to help in the establishment of its first postal services company, the official gazette reports. The Communications Ministry has formally asked the Gulf state's Central Agency for Public Tenders (CAPT) to contract with EY (formerly known as Ernst & Young) to chalk out a study on the project and pre-qualify bidders. The gazette reported that the 'Kuwait Post Company' could be created as a state enterprise or a joint venture between the public and private sectors. The Arabic language daily Al-Anba said a cabinet decision is needed for CAPT to finalise a contract with the UK firm to undertake that project. 'According to the plan by the Communications Ministry, EY will conduct a study on the project to create the Kuwait Post contract will include updating a preliminary study prepared in 2013,' the report said. 'It will also include pre-qualification of companies and consortia for the project and undertaking procedures for tendering the project and then awarding it,' it added. Kuwait, one of the wealthiest Middle Eatern nations, does not currently have an autonomous post company as postal services are run by the Communications Ministry. In late 2023, the cabinet approved plans for an autonomous post company to be under the Ministry's authority and which could later float shares to the public. The Ministry's Undersecretary Ahmed Al-Mogren said after the cabinet decision that the new company could initially be a Kuwaiti public shareholding company with a capital of 50 million Kuwaiti dinars ($165 million). "It will enjoy an independent legal status. It will be managed on a commercial and investment basis and supervised by the relevant minister…" he said.
