RM500mil worth of illegal e-waste seized

Codenamed Ops Hazard 2.0, the multi-agency raid was spearheaded by the police's General Operations Force and uncovered a web of crimes, possible tax evasion and exploitation of foreign labour. Bukit Aman Internal Security and Public Order Department director Comm Datuk Seri Azmi Abu Kassim said 453 people, aged between 16 and 70, were arrested, with 41 of them Malaysians, while the rest were foreigners from countries including Myanmar, Bangladesh, Cambodia and the Philippines. The Inland Revenue Board also estimated potential tax evasion losses of up to RM500mil linked to the illegal operations, he said. 'Among the offences detected were conducting illegal e-waste processing business, employing undocumented migrants and operating without valid business licences,' Comm Azmi said during a press conference at Bukit Aman yesterday. Seized items included RM240mil worth of e-waste products, RM182mil in components and RM82mil in various other assets. He said the latest operation brings the total value of seized e-waste materials since January to RM13.2bil, with 1,060 individuals detained. 'Ops Hazard 2.0 has increased the pressure on the illegal e-waste industry,' Comm Azmi said, adding that syndicates are adapting by using proxies, exploiting loopholes and possibly even receiving tip-offs ahead of raids. In some cases, targeted premises were found already closed when enforcement teams arrived, raising suspicions of information leaks. 'We will work with the Malaysian Anti-Corruption Commission to curb this problem. We also believe the syndicates have become more cautious since Ops Hazard 1.0,' he said. A total of 1,582 officers and personnel were involved in Ops Hazard 2.0. Meanwhile, Environment Department enforcement division director Rosli Zul revealed a worrying twist: seven of the raided premises were licensed e-waste processors, now under investigation for allegedly importing waste illegally. 'These facilities had valid licences, but we found some e-waste materials believed to have been smuggled in from overseas,' he said. 'We have to investigate further. If confirmed, it would represent a very serious violation of the law.' Malaysia, Rosli added, continues to be targeted by international e-waste syndicates. 'Over 600 containers have already been detected at Port Klang. Many were falsely declared as recyclable items but actually contained e-waste. 'Most of these illegal factories lack proper environmental control mechanisms. The pollution resulting from their operations is highly dangerous,' he warned.

Op Hazard 2.0: IRB to probe financial records of 57 raided e-waste premises
KUALA LUMPUR: The Inland Revenue Board (IRB) will scrutinise the financial records of 57 premises raided during the integrated Op Hazard 2.0 operation, launched on June 16 to crack down on the illegal processing of electrical and electronic waste (e-waste). IRB deputy chief executive officer (Compliance) Datuk Hisham Rusli said preliminary investigations discovered that the illegal e-waste processing factories had collectively evaded taxes exceeding RM500 million. 'Based on current information, several of the premises appear to be operated by the same owner, and we are investigating this further,' he said at a joint press conference with the director of the Bukit Aman Internal Security and Public Order Department (JKDNKA) today. Hisham said that from a taxation standpoint, illegal factories typically either fail to report their income or declare figures significantly lower than their actual earnings. 'We will thoroughly examine their financial records. What we've discovered is that these e-waste processing products are often re-exported at prices many times higher than their original value,' he said. A total of 57 premises involved in the illegal processing of electrical and electronic waste (e-waste) were raided nationwide during the three-day integrated Op Hazard 2.0 operation, with total seizures estimated at RM500 million. The breakdown of the seizures during the operation includes RM240 million worth of e-waste, RM182 million in e-waste components, and RM50 million in worn-out goods. Additionally, items linked to other offences were valued at RM32 million. The value of tax-related investigations stemming from the raids is estimated at approximately RM500 million.

He also revealed possible information leaks before the operation, which may have prompted some operators to shut down in advance. 'Initial intelligence pointed to more targets, but many premises had closed before we arrived. This raises the possibility of leaked information,' he said, adding that the Malaysian Anti-Corruption Commission (MACC) may be involved in future investigations to identify any breach. Since the first e-waste operation began on Jan 1, a total of RM5.18 billion worth of e-waste has been seized, with 1,061 arrests and 167 investigation papers opened. Azmi added that Malaysia is a signatory to the Basel Convention, which prohibits the import of electronic waste for processing. Investigations are ongoing to determine whether the seized waste was sourced locally or brought in illegally. Meanwhile, DOE enforcement director Rosli Zul said there are currently 156 licenced e-waste processing facilities nationwide, all of which are only permitted to handle waste generated domestically. 'Malaysia continues to be targeted by foreign countries for illegal e-waste disposal. To date, 600 containers have been detained at Port Klang for entering without proper authorisation,' he said, adding that port enforcement is handled by the Royal Malaysian Customs Department.

Mohammad Azlin appointed Perak deputy police chief on June 19
IPOH: Senior Asst Comm Mohammad Azlin Sadari, 52, will be appointed as the Perak deputy police chief effective Thursday (June 19). The Alor Pongsu-born will be taking over the post from DCP Zulkafli Sariaat, who will go on mandatory retirement on June 23. Mohammad Azlin was the Bukit Aman Internal Security and Public Order Department deputy director for Internal Security and Public Order (Wildlife Crime Bureau). The handover ceremony was held at the Senior Police Officers' Mess on Jalan Sultan Azlan Shah here, witnessed by Perak police chief Datuk Noor Hisam Noordin. Born in Teluk Intan on 23 June 1965, Zulkifli joined the PDRM on Jan 15, 1986 when he was 21 years old. On July 16 last year, Zulkafli was appointed as the acting Perak Police Chief following the retirement of Datuk Pahlawan Azizi Mat Aris. "I would like to take this opportunity to express my heartfelt appreciation and gratitude to DCP Zulkafli for his dedicated service during his tenure as the deputy police chief of Perak. "I would also like to extend my congratulations to DCP Mohammad Azlin on his promotion to Deputy Commissioner of Police. Welcome to the Perak contingent and I wish you all the best in your new role as the Deputy Chief of Perak Police," said Noor Hisam in his speech on Thursday.
