Jaundice scare in Badagada, BMC checks ground situation
BHUBANESWAR: Amid concern over water-borne diseases in an apartment project in the state capital, reports of multiple jaundice cases have surfaced in Badagada prompting Bhubaneswar Municipal Corporation (BMC) to dispatch a health team to the area on Thursday to assess the situation. Sources said jaundice cases have been detected in multiple residential colonies of Badagada area. 'Close to a dozen jaundice cases have detected in the locality in the recent weeks. The ongoing drainage work right above the water supply pipes could have caused leakage and contamination,' said a resident. As per a BMC official, after reports of suspected jaundice cases surfaced, a joint team of Urban Metropolitan Surveillance Unit, Rapid Response Team and ADUPHO office conducted field investigation to identify possible sources. The team visited Uparasahi, Karuna Basti and Kalinga Basti within Badagada locality. A BMC team led by mayor Sulochana Das had also visited Trident Galaxy apartment recently following reports of outbreak of diarrhoea, jaundice and other gastrointestinal diseases in the residential complex due to groundwater contamination. They had warned action against the developer for failing to comply with the sanitation norms. Meanwhile, in another development, the enforcement squad of BMC collected around Rs 11,000 towards fine from some roadside eateries in KIMS hospital area, over alleged violation of food safety norms. So far, three hotels and a packaged water unit have been sealed in the city for unhygiene practice. The crackdown will continue, said food safety officer Satyajit Patel.

Half-day holiday in govt offices in capital today
Bhubaneswar: The Odisha government on Thursday declared half-day holiday in all State-run offices, revenue and executive magistrate courts here in view of the possible traffic congestion during Prime Minister Narendra Modi's visit on June 20. According to a notification issued by the Revenue and Disaster Management department, the Prime Minister will visit the State capital on Friday to attend the first anniversary of the BJP government led by Mohan Charan Majhi. 'The second half of the day on June 20 has been declared a holiday for all government offices and revenue and magisterial courts located under Bhubaneswar Municipal Corporation limits,' the notification said. Earlier, the State government on Wednesday declared closure of all government, government-aided and private schools in Bhubaneswar and Cuttack on June 20 in the wake of the Prime Minister's visit. Meanwhile, Chief Minister Mohan Charan Majhi on Thursday visited Janata Maidan, the venue of the State government's first-anniversary celebration to be attended by the Prime Minister. Modi is scheduled to attend the mega event as the chief guest on Friday. Accompanied by Odisha BJP president Manohan Samal, party's State in-charge Vijay Pal Singh Tomar, party's State co-incharge Lata Usendi, Chief Secretary Manoj Ahuja and others, Majhi inspected the venue and directed officials to ensure that all arrangements are made flawless, especially those concerning the Prime Minister's visit. He instructed that all necessary work must be completed by Thursday late evening. DGP Y B Khurania and Additional Chief Secretary, Industries department, Hemant Sharma, briefed the Chief Minister about the detailed preparations made for the event. Samal said the Prime Minister will launch development projects worth Rs 19,000 crore during the event. He said around two lakh people may congregate in the city to attend the State government's anniversary function and listen to the Prime Minister. Police Commissioner S Dev Dutta Singh said police have made elaborate arrangements as large number of people will gather at the meeting venue at Janata Maidan. Official sources said the Prime Minister will arrive in Bhubaneswar at 3.40 pm, hold a roadshow and participate in a 'Tiranga Yatra' on the way to Janata Maidan. He will reach the venue by 4.15 pm to attend the programme, which is expected to continue till 5.30 pm. He will leave the venue at 5.35 pm and reach the airport at 5.45 pm.

Planning authorities asked to inform ORERA about housing project approvals
1 2 Bhubaneswar: The housing and urban development department has asked all the planning authorities, including Bhubaneswar Municipal Corporation, to mandatorily inform Odisha Real Estate Regulatory Authority (ORERA) about the plan approvals they give to different housing and plotting projects. This will enable ORERA to conduct necessary follow-ups on the developers' activities. The move came after Prime Minister Narendra Modi, while chairing a Pragati review meeting, asked the state govts to strengthen ORERA and ensure proper execution of its orders in the interest of homebuyers. According to sources, the ORERA chairperson recently wrote to the chief secretary, mentioning an eight-point agenda to strengthen ORERA and this includes the intimation of plan approval by the planning authority to ensure necessary follow-ups with the developers by ORERA. Following the recommendation, the chief secretary held a high-level meeting with the officials of the housing department recently to discuss the matter. After the deliberation, the state issued the direction to the department for intimation of the plan approval to the authority. During the meeting, it was also decided that the new website of ORERA should be linked to the SUJOG portal of the govt for real-time monitoring and updates of the plan approval status. The govt uses the SUJOG portal for providing online approval to different projects. "The authority has made some recommendations to strengthen the operation of ORERA. Out of the given recommendations, discussion on two important matters was taken up and the directions were passed on to the urban development department accordingly," a senior ORERA official said. ORERA recently revoked the registration certificate of a prominent housing project in the city after finding that the approach road to the project used by the developer actually belonged to the railways. Sources said that confusion occurred during the approval stage.

Raids at eateries to curb diarrhoea
Bhubaneswar: Raids were conducted on Tuesday at several restaurants in Bhubaneswar, Jajpur and Cuttack to assess the standard of hygiene amid the diarrhoea outbreak in parts of the State, officials said. Diarrhoea was first detected in Jajpur on June 9. Over 200 patients are still under treatment in different healthcare facilities in the district. A team, led by Darpan's tehsildar Manas Tripathy, conducted raids at eateries, sweet shops and hotels in Barchana town in Jajpur. 'We are checking the hygiene and quality of food served in eateries. If stale food was found, we issued a warning to the owner. If they continue to serve unhygienic or stale food, we will seal their shop,' he said. The local administration in Bari, Dharmasala, Vyasanagar and Binjharpur blocks has already shut down hotels, eateries, fast-food stalls, meat shops and water packaging units for a temporary period. Municipal authorities in Cuttack and Bhubaneswar have also started conducting raids after diarrhoea cases were detected in some pockets of the twin cities. Bhubaneswar Municipal Corporation teams conducted raids at eateries in Kalinga Vihar and Delta Square areas. They collected food samples for testing and also fined some restaurant owners for not maintaining the quality, an official said. The Cuttack Municipal Corporation (CMC) sealed two hotels in Station Bazar after finding low-quality water and food served there, he said. Capital Hospital's Director, Rupabhanu Mishra, said a separate ward has been set up to treat diarrhoea patients. Meanhile, Odisha Housing and Urban Development Minister Krushna Chandra Mahapatra said the State government is fully alert and taking all precautionary arrangements to avoid spread of diarrhoea during the Rath Yatra, which is scheduled to commence from June 27. While speaking to mediapersons, Mahapatra said the Urban Development department is fully alert in view of the rising cases of diarrhoea in the State. 'Particular attention is being given to the town areas where Rath Yatra celebrations will take place. The department is on high alert to avoid any outbreak during the festival. Intensive surveillance and monitoring are being carried out to ensure that the public remains safe, and the festival is conducted smoothly,' said Mahapatra. 'Although no concrete evidence of contaminated water has been found so far, we are taking every precaution to avoid any health crisis,' added Mahapatra.

BMC to use new surgery technique for sterilising stray dogs
1 2 3 Bhubaneswar: The Bhubaneswar Municipal Corporation (BMC) has decided to use the electrocautery surgical technique to sterilise stray dogs during its animal birth control (ABC) drive. The method, which is in practice in modern human surgeries, controls bleeding while removing damaged or unwanted tissue. The operation will ensure quick healing so that dog kennels are vacated and a new batch can be brought in for surgeries, officials said. "Earlier, a scalpel was the perfect tool to cut tissues during sterilisation of dogs. This is the first time we will use the electrocautery technique to operate on thousands of dogs. In this method, the device burns the tissue without stopping blood flow," said Debi Prasad, a veterinary doctor who leads the ABC programme of BMC. Prasad said there is 0-1% fatality chance in the traditional method, which means one in 100 dogs may die because of post-operative complications. "In the electrocautery method, there will be no fatality. The kennels are of good quality. There will be proper food and rest during admission," he added. As the civic body resumes its sterilisation programme after a two-year gap, the city's estimated canine population has surged to 80,000. A Hyderabad-based private firm has been contracted to perform around 70 sterilisation operations daily. BMC additional commissioner Ratnakar Sahu said a dog census will be conducted within a week, and services of the sanitation workforce will be used for the exercise. "The comprehensive survey will reveal how many sterilised dogs are present, as they can be identified through a V-shaped nudge in their ears, the number of males, females, and puppies," he added. According to BMC's plan, dogs will be counted by sanitation workers riding on motorcycles in each lane early morning. "The count will be done through direct sighting," Sahu said. BMC has readied a total of 360 dog kennels for the surgery of stray dogs. "We have established new kennels with 120 beds each at Mancheswar and Saheed Nagar. As per standard practice, one vet can operate on up to 20 dogs in a day," said a BMC officer. "We welcome the resumption of dog sterilisation and introduction of the new method of surgery. For more than 18 months, local bodies have not operated on the dogs," said Jivan Ballav Das, secretary of People For Animals, an animal welfare NGO.
