Council backs plan for battery energy storage facility at site of former hotel
The application site in Crawfordjohn, Biggar, extends to some 2.6 hectares and comprises the former Red Moss Hotel. Plans for a battery energy storage facility located at the site of a former hotel have been supported by South Lanarkshire Council, despite concern that it could be a fire hazard and open the gates for many more similar applications. An application was made to the Scottish Government under Section 36 of the Electricity Act 1989. The application site in Crawfordjohn, Biggar, extends to some 2.6 hectares and comprises the former Red Moss Hotel and truck stop to the immediate south side of the B7078. The land is currently occupied by the buildings and ancillary parking areas associated with the former hotel, together with vacant land previously in use as a truck stop. The site is bounded by remote moorland on all sides, with the M74 lying approximately 850m to the north of the site. It is currently accessed from a lay-by off the B7078. A planning application submitted by Scottish Power for the erection of a 400kV/132kV electricity substation on land directly opposite the site is currently under consideration. The operational Middle Muir Wind Farm is located approximately 2.2km to the west of the site and the operational Andershaw Wind Farm approximately 1.5km south-west. An application has been made to the Scottish Government under Section 36 of the Electricity Act 1989 for the erection of a Battery Energy Storage System (BESS) with a storage capacity of up to 342 megawatts (MW) and associated infrastructure. The application has been made to the Energy Consents Unit within the Scottish Government which is responsible for the administration of the process including carrying out the necessary publicity and consultation and the decision-making process. The council are a statutory consultee in this process and not the consenting authority. The proposed development comprises the following key elements: 148 batteries within storage containers grouped into blocks of four 74 transformers (two per block of four batteries) 132kV substation A grid transformer situated within the on-site substation; cabling and connection to the compound and cabling connecting to the proposed Redshaw Substation Cut and fill earthworks to enable landscaping and drainage mitigation. There will also be 2m palisade fencing erected around the site boundary to restrict access to the site, together with CCTV at regular intervals. The site will be accessed from the existing slipway leading on to the B7078 which is located at the northern boundary. It is intended the BESS will connect to the proposed Redshaw substation located to the northwest of the site. The purpose of energy storage facilities is to import and store power during periods of oversupply from renewable energy. This power is exported back to the grid at periods of low renewable energy generations or high usage requirements. The installation will cover a temporary period of 35 years following which, the battery infrastructure will be decommissioned and removed from site. Cllr Ross Lambie said: 'The site is in close proximity to existing electrical grad infrastructure and it is just a pylon that passes through the area. I am a little nervous about us setting that as a principle that you can negate concerns of the green belt being industrialised if there is a pylon nearby and they can connect on to. If we as a planning committee adopt that as principle it opens up great swathes of rural Lanarkshire to battery storage applications if they have a pylon line passing through them.' A planning official said the site was not within the greenbelt and other applications had been refused in areas where there were considered not to be strategic employment generators. Cllr Mary Donnelly said: 'This has come up quite a few times in my ward and it is being reported to local groups that where there are battery energy storage systems they have actually gone on fire, are we mindful that they could be a fire hazard?' An official said this was not a planning consideration but consideration in her ward for battery energy storage systems were very different from the Red Moss one. It was agreed to tell the Scottish Government that there were no objections to the granting of consent for the facility. PM Modi lays foundation stones for projects worth over ₹5,900 cr in Bihar
Prime Minister Narendra Modi on Friday launched 28 development projects worth more than ₹5,900 crore in Bihar's Siwan district. Modi inaugurated the new VaishaliDeoria railway line project, built at a cost of over ₹400 crore, and flagged off a new train service on this route. Additionally, in a major boost to connectivity in north Bihar, Modi also flagged off the Vande Bharat Express between Patliputra (Patna) and Gorakhpur (Uttar Pradesh) via Muzaffarpur and Bettiah. Further promoting the Make in India Make for the World' initiative, Modi flagged off a state-of-the-art locomotive built at Marhowra plant for export to the Republic of Guinea. The locomotive is equipped with high-horsepower engines, advanced AC propulsion systems, microprocessor-based controls, ergonomic cab designs, and regenerative braking. In line with his commitment to conservation and rejuvenation of the Ganga, the PM inaugurated six Sewage Treatment Plants (STPs) under the Namami Gange project, worth over ₹1,800 crore. He also laid the foundation stone for additional water supply, sanitation and STP projects across Bihar, totaling Rs 3,000 crore. In a major thrust to the energy sector, the PM laid the foundation stone for a 500 MWh Battery Energy Storage System (BESS) across 15 grid substations in the state, including those in Muzaffarpur, Motihari, Bettiah, and Siwan. With each substation to house 2080 MWh capacity batteries, the system is expected to help discoms reduce peak-hour electricity costs and enhance supply reliability. These units will save the distribution companies from buying electricity at expensive rates by feeding the already-stored electricity back to the grid, benefiting the consumers, an official said. Modi also handed over the first instalment to more than 53,600 beneficiaries under the Pradhan Mantri Awas YojanaUrban (PMAY-U) and marked the Grih Pravesh ceremony for over 6,600 completed houses by handing over keys to select beneficiaries. Earlier in the day, Bihar Deputy Chief Minister, Samrat Choudhary, in a post on X wrote, Today the people of Bihar are eagerly waiting for Modi ji, from energy to railways, from housing to (the PM) is bringing many gifts for the people of the state during his 51st visit to Bihar today. Bihar Governor Arif Mohammad Khan, Chief Minister Nitish Kumar, Deputy CMs Samrat Choudhary and Vijay Kumar Sinha, Union ministers and several officials were present on the occasion.

A major highlight will be the flagging off of new train services connecting Boudh district to the national railway network for the first time. As part of efforts to promote sustainable transport, he will also launch 100 electric buses under the Capital Region Urban Transport (CRUT) initiative. PM Modi will also release the 'Odisha Vision Document', which outlines development goals for 2036—when Odisha marks 100 years as a linguistic state—and for 2047, coinciding with India's centenary of independence. He will also introduce the 'Baraputra Aitihya Gram Yojana', which seeks to honour prominent Odia personalities by developing their birthplaces into heritage sites with museums, interpretation centres, libraries and public spaces. More than 16.5 lakh women who have achieved economic independence under self-help initiatives will also be honoured during the event. PM's Yoga Day in Andhra On 21 June, Prime Minister Modi will lead the 11th International Day of Yoga (IDY) celebrations from Visakhapatnam. He will take part in a mass yoga demonstration on the city's beachfront alongside nearly five lakh participants. Yoga sangam events will also be held at more than 3.5 lakh sites across the country. This year, competitions like 'Yoga with Family' and youth-led campaigns under 'Yoga Unplugged' are being promoted via platforms such as MyGov and MyBharat.

Rajasthan: RERC approves tariff for 1000 MWh battery energy storage system project
The Rajasthan Electricity Regulatory Commission ( RERC ) has approved the tariff for a 1000 megawatt-hour (MWh) standalone Battery Energy Storage System (BESS) project. The RERC approved the tariff rates submitted by bidding energy companies, paving the way for the rapid development of energy storage infrastructure in the state. The project will be implemented by Rajasthan Rajya Vidyut Utpadan Nigam Limited ( RRVUNL ) under the Build-Own-Operate (BOO) model with Viability Gap Funding (VGF) support from the Government of India. Minister of State for Energy (Independent Charge), Hiralal Nagar , informed that leading companies participated in the competitive bidding process. The approved tariff ranged from Rs. 2.21 lakh to Rs. 2.24 lakh per MWh per month, the lowest rate in the country so far. The RERC has endorsed the tender process conducted by RRVUNL as fair, transparent, and in accordance with market standards. The process also aligns with the Central government's guidelines on battery storage systems, aimed at ensuring grid stability and effective integration of renewable energy. Hiralal Nagar emphasised that Rajasthan is moving decisively toward becoming a green energy hub. The approved BESS project will allow energy generated from solar and wind sources to be stored and utilised as per demand, significantly enhancing energy efficiency. The Central government is providing VGF assistance of Rs 27 lakh per MWh for these projects. BESS installations are planned at select strategic sites, including grid substations in Jaipur and Kota , and power stations in Suratgarh and Giral , chosen for their technical and operational suitability. The implementation of BESS will help reduce the dependency on expensive peak-hour power purchases by distribution companies (DISCOMs), potentially saving up to Rs 1 crore per day. Chairman and Managing Director of RRVUNL, Devendra Shringi, said that the Union Ministry of Power has recently allocated an additional 4,000 MWh BESS capacity to Rajasthan. Under this new allocation, VGF of Rs 18 lakh per MWh will be provided from the Power System Development Fund . He further stated that Rajasthan is fast emerging as a national leader in battery energy storage. The state government has set a target of developing 18.5 GWh of battery storage capacity by 2028-29. In addition to the 1,000 MWh BESS project by RRVUNL, separate tenders have been floated by NTPC Vidyut Vyapar Nigam for another 1,000 MWh project. This aligns with the state's budget announcement to establish 2,000 MWh of battery energy storage capacity, which is expected to attract investments of around Rs. 2,000 crore.
