Column: ASEAN and China working together for a prosperous 2045

by Yuan Zhi The recently unveiled ASEAN Community Vision 2045, launched at the 46th ASEAN Summit under the theme "Our Shared Future," embodies the Eastern ideal of collective prosperity. This vision, rooted in the Asian traditions of harmony and mutual progress, resonates with Chinese President Xi Jinping's call for building a community with a shared future for mankind. A PARTNERSHIP OF MUTUAL BENEFIT While some in other parts of world are turning inward, China and ASEAN have been embracing partnership for mutual benefit. For 16 consecutive years, China has been ASEAN's largest trading partner, and ASEAN has held the same position for China over the past five years. President Xi's recent visits to Vietnam, Malaysia and Cambodia have reinforced the time-honored bonds between the Asian nations and underscored China's commitment to strengthening ties with its neighbors for a community with a shared future. THE URGENCY OF ECONOMIC RESILIENCE The global trade landscape is shifting. Average U.S. tariffs on Southeast Asian goods now exceed 30 percent, and supply-chain disruptions have exposed the risks of overreliance on distant and volatile markets. ASEAN's economic future hinges on diversification and regional integration -- areas where China offers unparalleled advantages. As the world's second-largest economy and the top trading nation, China has been a stabilizing force for ASEAN through crises like the 1997-98 Asian financial turmoil and the 2008 global recession. Today, initiatives like the Belt and Road Initiative and the Global Development Initiative provide ASEAN with infrastructure, technology and trade frameworks to boost self-reliance. THE PATH TO 2045: INNOVATION AND INTEGRATION ASEAN's manufacturing capacity stands to gain from deeper economic integration with China. Its economic resilience will benefit from more trade with China. And ASEAN's ambitions for digital and green transitions align perfectly with China's strengths in AI, renewable energy and e-commerce. Despite U.S. restrictions, China's innovative industry continues to develop at a miraculous speed, as evidenced by breakthroughs such as Deepseek. According to the 2024 Global Innovation Index, the past ten years have witnessed China as one of the economies experiencing the most rapid growth in innovation power. In May, China and 10 ASEAN countries have fully completed negotiations on the Version 3.0 China-ASEAN Free Trade Area. By modernizing trade rules and expanding cooperation in emerging sectors, China and ASEAN are creating a more dynamic economic future -- one that is more resilient against external shocks. THE "ASIAN MOMENT" IN GLOBALIZATION As Chinese Foreign Minister Wang Yi said, globalization is experiencing an "Asian moment" and the world's focus is shifting towards Asia. The inaugural ASEAN-China-GCC (Gulf Cooperation Council) Summit alongside the 46th ASEAN Summit signals the region's rise as a hub of 21st-century multilateralism. ASEAN and China working side by side will create greater resilience, innovation and shared prosperity -- essential ingredients for realizing Community Vision 2045. JAKARTA, June 5 (Bernama) -- Indonesia's Foreign Minister Sugiono has called for strengthening ASEAN's institutional mechanisms, including its diplomatic corps and central bodies, to effectively implement the ASEAN Community Vision 2045 adopted at last month's summit in Kuala Lumpur. At a meeting with the Committee of Permanent Representatives to ASEAN (CPR) and Timor-Leste's Ambassador to ASEAN at the Foreign Ministry here, he praised the progress achieved through ASEAN's cooperation frameworks, especially after the adoption of the ASEAN Community Vision (ACV) 2045. He said the long-term vision, adopted at the 46th ASEAN Summit in Kuala Lumpur last month, outlines a strategic roadmap for the next two decades, envisaging a resilient, innovative, dynamic and people-centred ASEAN.

Nada Mustafa Leaders of the Association of Southeast Asian Nations (ASEAN) have formally adopted the Kuala Lumpur Declaration on ASEAN 2045, outlining a comprehensive 20-year roadmap to guide the region's political, economic, social, and connectivity agenda. This is reported by Xinhua News Agency, a partner of TV BRICS. Endorsed at the 46th ASEAN Summit in Kuala Lumpur, the declaration sets the framework for the ASEAN Community Vision 2045, a forward-looking strategy designed to strengthen regional unity, promote inclusive growth, and enhance ASEAN's position as a major global economic force, according to TV BRICS. Malaysian Prime Minister Anwar Ibrahim emphasised that the vision rests on the principles of sustainability, inclusivity, and people-centred development. He noted the importance of closing development gaps, raising living standards, and investing in human potential. The ASEAN Community Vision 2045 is structured around four strategic pillars: political cooperation, economic integration, socio-cultural advancement, and enhanced regional connectivity. In addition to its development goals, the Vision includes measures to strengthen the use of local currencies for cross-border transactions, improve disaster risk financing, and address the impacts of environmental degradation. By Mohd Iswandi Kasan Anuar JAKARTA, May 28 (Bernama) -- ASEAN Secretary-General Dr Kao Kim Hourn on Wednesday hailed the 46th ASEAN Summit in Kuala Lumpur as a success, citing the adoption of the ASEAN Community Vision 2045 and progress toward Timor-Leste's full membership as landmark outcomes. Held under Malaysia's 2025 ASEAN Chairmanship themed 'Inclusivity and Sustainability', the two-day summit embodied the spirit of ASEAN's collective aspirations, he said. Kao highlighted the 'twin successes' of the summit - the launch of the ASEAN Community Vision 2045 with four strategic plans, and the consensus to admit Timor-Leste as ASEAN's 11th full member, with formal induction expected at the October summit. 'Leaders reached consensus on Timor-Leste's full membership during the summit's retreat session,' he said, noting that a dedicated Timor-Leste unit has been established within the ASEAN Secretariat to support the accession process. He made the remarks during a briefing on the summit's outcomes—including the 2nd ASEAN-Gulf Cooperation Council (GCC) Summit and the ASEAN-GCC-China Summit—attended by the diplomatic corps and media at the ASEAN Headquarters. Reflecting on the overall outcome, Kao said the summit was successful in terms of participation, substance, and organisation, achieving its intended goals, with a total of 22 outcome documents adopted during the summits. On internal challenges, Kao said ASEAN leaders engaged in 'frank and candid' discussions, particularly regarding the crisis in Myanmar and regional economic pressures. 'External meetings with China and the GCC also emphasised trust-building both within the region and with external partners,' he stressed.

Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim has called on auditors, accountants and regulators across ASEAN to reinforce their commitment to ethical governance, moral clarity and independent oversight in discharging their responsibilities. He delivered this message during the closing ceremony of the ASEAN Auditors Conference 2025 at the Putrajaya International Convention Centre (PICC) today, where he stressed the importance of accountability as the core of good governance. 'We often talk about inclusivity and sustainability. However, if you examine the ASEAN Community Vision 2045, its foundation is accountability and good governance. It reflects the voice of the majority of our people,' Anwar said. 'Who wants to live in a country riddled with leakages, corruption and wastage? Therefore, I fully support the ASEAN Audit Institutions in carrying out this vision.' The conference, themed Inclusive and Sustainable Auditing for a Progressive ASEAN , brought together over 2,000 participants from both public and private sectors, as well as regional and international delegates. Among them were heads of supreme audit institutions from ASEAN member states such as Brunei, the Philippines, Cambodia and Laos, alongside representatives from Maldives and Yemen. Anwar affirmed that Malaysia, as ASEAN Chair in 2025 and with the Auditor-General of Malaysia appointed as Chair of the ASEAN Audit Committee, is committed to driving the region's auditing agenda forward. He underlined the need for audit institutions to operate independently and responsibly in order to navigate both national and regional challenges. 'We are now taking further steps by strengthening the highest standards of transparency and accountability, while also enhancing the anti-corruption framework through the independence of auditors and regulators,' he said. The Prime Minister also stressed the importance of respecting institutional boundaries. 'Of course, they gave me a briefing… two weeks ago. But that was only a briefing – not for me to intervene or change policy,' he clarified. 'That is what we mean by good governance and transparency, which in turn will strengthen the government, uphold integrity and reflect continuous improvement in the Corruption Perception Index.'
