
Office Attendance Is Rising but Slowly, and a Lot Has Changed

The intensity of the "RTO debate" seems to have cooled as perhaps a new normal sets in. Even though attendance in the office is crawling up, that growth is slowing, and the entire paradigm of how companies use their spaces and to what ends has evolved greatly.
While remote work continues to expand broadly, those dreaming of a fully remote future have been upended by some core realities: people are coming back to the office and, in the right circumstances, workers of all ages and levels value some office time. Regardless of their experience, role, function, geography or personal responsibilities, employees are eager to explore opportunities for greater autonomy and flexibility, and their time in the office needs to count.
"Largely, we see companies enjoying a hybrid approach of two or three days a week in the office, where employees can collaborate and learn together, while giving workers some flexibility," Kate Duchene, CEO of the HR consulting firm RGP, previously told Newsweek. "If an organization does want employees to spend more time in the physical office, workers need to feel like it is an open and safe space for positive interactions with their peers and that they are having meaningful, purpose-led collaboration that is furthering their work."
It's not back to 100 percent, it probably never will be, but weekly average attendance in Class A buildings, those with high-end, recent constructions and modern amenities, typically occupied by major companies and professional services firms, is at 74.8 percent over the last four weeks in the 10 largest U.S. metro areas, according to building security company Kastle Systems' latest office attendance data. On Tuesdays, the most popular day for people to go in, that figure is up to 92.1 percent.
Kastle reports that the national average peak day attendance is 62.2 percent, with Chicago, New York City and three Texas cities (Dallas, Houston, Austin) running above average. The national average was under 60 percent at the same time of year in Kastle's 2023 reporting.
"We've seen it increasing steadily, but it hasn't been huge," Janet Pogue McLaurin, global director of workplace research at the architecture and design firm Gensler, told Newsweek.
Across the workforce, office attendance has been tied to performance reviews and bonuses, while law firms, financial services firms and the tech industry have been announcing attendance mandates. The federal government is also implementing an expansive return-to-office mandate.
While it may seem that the remote era is over—the Flex Index reports that office policy changes to "full time in office" increased from 13 percent to 24 percent in the Fortune 500—the reality is a new normal has set in, and flexibility is still on the rise. The segment of companies identifying as hybrid has grown to 43 percent of Fortune 500 firms, while 24 percent are fully remote or allow employees to choose.
"I often hear 'Work from home is over' or 'Everyone is returning to the office': That's not true," Nick Bloom, a Stanford economist who rose into prominence in part due to his studies on remote work well before the COVID-19 pandemic, wrote on LinkedIn. "The data shows *The Return to Office* is Over." He cites office cost savings and ease in recruiting and retention among the value drivers for businesses to keep operating in a more flexible manner.
So, people are coming back to the office, but the rise has been slow, and a lot has changed, including what the offices look like and what people are doing there. Leading organizations are getting better at using the office as a place for collaboration and activities, while maintaining flexible attendance policies.

"Employers are investing in 'special events' (e.g., external speakers, cooking demonstrations, etc.) to incentivize returning to the office, with a need for suitable spaces to support these events; 43% of employers have these in place," a paper by the commercial real estate firm JLL reported in February.
Many companies are reconfiguring their locations and spaces. The fact that attendance is rising does not change employees' interest in flexibility and autonomy.
"Our work days vary tremendously," McLaurin said. "When we think about what employees really want, [it's] access to spaces and the agency to create their ideal work experience."
As companies leverage their office space to play a role in recruiting, retention and productivity, they may be encouraged by the finding from Gensler that on a holistic level, the office needs of employees do not have significant variance across generations.
"We found that there was very little variance in the ideal work experience that people wanted. It was pretty much all the same at all ages, which is really surprising," she said. "We did not see that the young generation really wants something uniquely different than what everybody wants."
Different Places and Spaces
In the 2019 version of the office, the majority of the space was for cubicles or desks; perhaps some senior leaders occupied offices, and McLaurin noted that the only other type of space was typically conference rooms of various sizes.
Today, a new mix of spaces occupy offices, including cafés, collaboration hubs and tech-equipped conference rooms, along with an emphasis on using outdoor space. A recent study from Gensler found that beyond desks and meeting rooms, workers prioritize the following amenities most: café or food hall, coworking area, lounges and nap rooms.
"It used to be that we considered those amenities," McLaurin said. "They were the additive cherry-on-the-top kind of spaces. But now we see that amenities are no longer optional. They're really an important component of creating a great workplace experience."
A company's office presence, including the buildings and different cities they are located in, has always had an importance to company strategy. Typically, offices are opened to be accessible for clients, suppliers and employees, and, for a long time, companies have thought about how to equip their headquarters with amenities to keep employees happy, such as the watercooler, snacks or a gym.
JLL's authors also noted that "the number of organizations reporting that they have a dedicated community or workplace experience manager on-site has risen from 23 percent to 35 percent in the past year."
For companies looking to promote productivity in the workspace, Gensler identified seven main ways of working in the office and then mapped out which office amenities or features contributed best to that type of work.

The researchers then identified which positive impacts can be credited to the office environment, finding the strongest ties were to company brand and identity, enabling people to do their best work, making people feel valued and excited to work for the company, inspiring new thinking and attracting and retaining talent.
Employees also care about the environment surrounding the office, which may explain why some companies, like IBM and Marriott, have opened urban, public transport-accessible offices in vibrant neighborhoods, after spending decades in sprawling suburban campuses.

"When we're working with clients, we hear two things," McLaurin said. "One is, Where is that talent and where does that talent want to be located? The other is, Where's our client and customer, and how do we stay close to that client and customer?"
Those companies mentioned a desire to attract employees to that shiny new office with the help of the neighborhood—replete with walkable options for lunch, a coffee or maybe getting an errand done—as part of the attraction.
"All those spaces play an important role," McLaurin said. "We have seen outside of coffee shops and restaurants, outdoor spaces is number three [among employee interests]. Right after it is medical help, then grocery store, shopping, retail and pharmacy. ... So location matters as well as the type of building that you're located in."

Baby boomers are redefining the rental market, a new study has found, with millions more older Americans now renting homes than was the case a decade ago. Over the past 10 years, the number of renters aged 65 and older has surged by nearly 30 percent, adding 2.4 million senior renters across the country—by far the largest growth of any age group, according to new research conducted by Point2Homes. While the number of renters declined in other age groups, particularly those aged 18 to 54, the number of seniors opting to rent has boomed. Past generations viewed homeownership as a hallmark of independence, but today's older adults are embracing the flexibility of renting. Downsizing, relocating to warmer climates, and avoiding the burdens of home maintenance are just a few of the more positive reasons behind the trend. But rising housing costs, inflation, and limited affordable inventory also play a critical role. The reasons behind the growing number of senior renters are varied, a mix of both lifestyle choices and financial necessity. "Seniors value the flexibility renting provides, which can allow them to downsize, move to better locations, or avoid the responsibility that comes with owning a home and its expenses," Alexei Morgado, a Florida realtor and CEO of Lexawise Real Estate Exam Preparation, told Newsweek. "Owning a home can take a lot of physical energy and money. When renting, you can simply enjoy life without worrying about major repairs, the uncertainty of property taxes, or if your home will lose value or be hard to sell." Shifting cultural attitudes toward aging and independence are also influencing this trend. "In the past, homeownership was viewed as a key indicator of independence in retirement," says Morgado. "The cultural shift in the thinking surrounding aging has moved rapidly, however, and seniors no longer feel as though homeownership is a mainstay of independence and a comfortable life in retirement." He notes that the COVID-19 pandemic accelerated this rethinking. "Seniors began to focus on flexibility and ease rather than stability and predictability, which is often associated with homeownership," Morgado said. "Many seniors have begun seeking smaller properties or apartments in more desirable areas away from their long-time homes and may prefer urban and suburban environments even if there is additional cost or a long-term rental lease. "In this way, renting allows for added freedom of movement if they feel they need to move or relocate." The study found that many senior renters are relocating to warmer climates, particularly in Florida, which is well-known for its large retirement community. Other southern states, such as Louisiana and Texas, are also experiencing an increase in the number of graying renters. In Baton Rouge, the percentage of properties rented by older Americans has boomed by 88.7 percent over the last ten years. Similar numbers are reported in Jacksonville, Florida, and Round Rock, near Austin, Texas. Financial Strains But for many, the switch to renting isn't just a matter of lifestyle—it's a financial necessity, Morgado explained. "The gap between owning and renting is widening, especially for seniors who rely on a fixed income. Home prices have skyrocketed in many parts of the country over the last 10 years with continued high mortgage interest rates," he said. "Rapid changes in housing demand mean that local areas with very limited affordable housing options have both renters and former homeowners looking for an affordable lifestyle. Seniors that once owned homes are now renting for value." Steve Sexton, CEO of Sexton Advisory Group, agrees. "This trend is fueled by both convenience and necessity; however recent economic uncertainty is the more likely driver of seniors renting in retirement," Sexton told Newsweek, noting that many retirees live on fixed incomes that have failed to keep pace with rising housing costs and inflation. "Utilities, insurance, property taxes, and maintenance costs associated with owning a home continue to increase, while Social Security and pensions struggle to keep up," he said. This is exacerbated by a lack of affordable homes on the market, even for those who may prefer to own, Sexton said, a problem that is getting worse over time. As a result, "for many seniors, renting offers a more predictable and/or simplified budget in which they don't have to account for repairs and certain housing expenses." Yet the underlying issue of housing affordability remains a serious concern. A 2024 report by the Joint Center for Housing Studies found that more than 40 percent of renters aged 65 and older spend more than 30 percent of their income on rent, the threshold at which the U.S. Department of Housing and Urban Development considers a household "cost burdened." "The availability of affordable housing, however, is a glaring reality for many seniors," Morgado said, noting that it's "a barrier obstacle to seniors maintaining their independence." What Happens Next Boomers having to rent out of financial necessity is likely to continue. For now, most adults aged 65 and older are homeowners, according to the Joint Center for Housing Studies at Harvard University. However, more than one in five older households, some 7 million, choose to rent, according to the 2023 Housing America's Older Adults study by JCHS. Jeff Lichtenstein, CEO and broker at Echo Fine Properties, said the trend "will get worse in the next decade," with "inflation being the main culprit." "With increased costs coming from tariffs and with cuts in the new bill and from DOGE, it puts seniors in a tough situation," he told Newsweek. "In the next decade, there will be an explosion of baby boomers in that age group. As one loses a spouse or looks at financing, there should be more of a need to rent."

Kroger To Close 60 Stores Across US: What To Know
Kroger announced plans to close 60 of its supermarkets across the United States over the next 18 months, representing about 5 percent of the Cincinnati-based company's 1,239 Kroger-branded grocery stores across 16 states. The popular grocery retailer revealed the closure plans while reporting first-quarter earnings on Friday but has not specified which store locations will be affected or released a list of impacted stores. Newsweek reached out to Kroger on Saturday via email for comment. Companies close store locations for various reasons. While shifts in consumer shopping behavior and lower demand can cause stores to close, corporations often choose to shutter underperforming locations. Sales dropped slightly to $45.1 billion compared to $45.3 billion for the same period a year earlier according to Kroger earnings data. The move comes as grocery retailers nationwide face mounting pressures from changing consumer habits, inflation, and increased competition from discount chains and online retailers. More than 2,500 store closures are planned across the U.S. this year, according to The Mirror. Kroger expects the 60 store closures to provide a modest financial benefit to the company, according to a regulatory filing. In the first quarter, Kroger recognized an impairment charge of $100 million related to the planned closings. The company indicated that resulting savings will be reinvested into customer experience initiatives across remaining locations. The closures affect Kroger's extensive footprint spanning 16 states, though the company has remained tight-lipped about specific locations. The grocery retailer told CBS MoneyWatch that it will not be releasing a list of the affected stores. This lack of transparency has left employees and customers uncertain about which communities will lose their local Kroger. However, Kroger says it is committed to supporting displaced workers. All employees at affected stores will be offered roles at other Kroger store locations, though details about relocation assistance or wage protection remain unclear. The timing coincides with broader challenges facing traditional grocery retailers. Many chains are grappling with rising operational costs, changing shopping patterns accelerated by the pandemic, and fierce competition from warehouse clubs, dollar stores, and e-commerce platforms. Gender Gap Narrows, But Too Few Women Reach Senior Leadership, New Study Shows
New research estimates that it will take another 123 years before the world achieves full gender ... More parity. Gender parity is gaining ground in North America, and more women stepping into senior leadership roles may be a contributing factor. According to the World Economic Forum's (WEF) newly released 'Global Gender Gap Report 2025,' North America ranks highest globally in gender parity, having closed 75.8% of its overall gender gap and ranking first in the category of economic participation and opportunity. Concurrently, women now lead 11% of all Fortune 500 companies, up from 10.4% last year. There has also been progress in the number of women heading S&P 500 firms. According to the 2025 Women's Power Gap (WPG) report 'Barriers and Breakthroughs,' the total women leading S&P 500 firms went from only nine in 2000 to 48 in 2025. Notably, the report also found that women are just as, if not more, qualified as men to lead. Women Make Gains in Leadership, Yet the Climb is Still a Crawl Despite substantial gains, the number of women in CEO-level positions remains low. In fact, the world could be well over a century away from achieving true gender parity. At the current rate, WEF's report projects it will take another 123 years before the world achieves full gender parity. Plus, according to the WPG report, of the 64 new S&P 500 CEOs appointed in 2024, only 11 were women (representing just 17% of all new CEO hires), and none were founders of those companies. And among the mere 11% of Fortune 500 companies led by women, all newly appointed female CEOs were internal promotions. There's no doubt that progress has been made as more women lead some of the world's top companies. However, this progress doesn't negate the reality that men hold the vast majority of high-level leadership roles and that many women rely on internal promotions to even be considered for CEO positions. This reality is particularly concerning given that, according to the WEF's report, women make up nearly half of the global workforce, yet hold less than a third of senior leadership roles. What's more, the report from the WPG found that women are less likely than men to be promoted or mentored into CEO-track roles. When women are mainly promoted to CEO internally, but are underrepresented in senior leadership, they lack access to roles that serve as a pipeline to the top job. This further limits the pool of women positioned to become CEOs, underscoring just how far there is to go before full gender parity for women in leadership is within reach. More Women in Senior Leadership Starts With Breaking Barriers Ensuring more women have the opportunity to become CEOs begins with understanding why so few are promoted or hired into senior leadership roles. A key reason why a small number of women advance to senior leadership is the concept commonly known as the 'broken rung.' As previously reported, the broken rung refers to the systemic barriers that hinder women's advancement at every stage of their careers. In particular, the broken rung is the gap that prevents women from being promoted from entry-level to middle management positions. This critical gap in turn limits the number of women who can advance into mid-level positions, which then further limits the number who are promoted to or hired for senior leadership roles. Additionally, according to a survey conducted by and The Muse, nearly half of women say they have encountered gender-biased questions or felt discriminated against during a job interview. What's more, data from Lean In found that only 72 women are promoted and hired for every 100 men promoted and hired. This suggests that permeating gender bias in the hiring process may be what's holding back women from being hired at all levels. Fortunately, there are several effective strategies to overcome the challenges that hold women back from reaching their full potential. In its report, the WPG recommends that more companies create a pipeline to uplift women into positions with significant profit and loss experience, such as president, COO and regional or division heads. The WPG notes that profit and loss positions 'are most often the stepping stones' to CEO, yet only 24% of women make up these roles. Empowering more women to take on profit and loss experience will create more direct CEO pathways. The WPG also urges companies to audit their workplaces for bias, address selection bias in hiring practices, establish mentorship programs that support women and underrepresented groups, and ensure CEOs act as 'de facto chief talent officers' who are attuned to the experiences of those often underrepresented in senior leadership. According to the WPG, these steps are essential to supporting underrepresented groups in the workplace, guaranteeing that 'no potential leader faces obstacles for advancement.' Elevating Women into Leadership Pays Off Holding women back from senior leadership not only goes against meritocratic values, it's also simply bad for business. McKinsey's report 'Diversity wins: How inclusion matters' found that businesses ranking in the top quartile for gender diversity on executive teams were 25% more likely to have above-average profitability than companies in the lowest quartile for gender diversity at the senior level. Moreover, according to research from the National Girls Collaborative Project, companies with more women executives outperform their peers in profitability, market share, and shareholder returns. In other words, the data indicates that elevating more women to the C-suite is a business imperative. Significant strides have been made in propelling women into senior leadership, and today's corporate landscape is far more diverse than it was two decades ago. Yet, while the gender gap continues to narrow, achieving full gender parity shouldn't be 123 years away (well out of reach for even the next generation of young women). To accelerate change, it's critical that businesses take intentional steps to promote, hire, train, and mentor women at every level of an organization. Through bold action today, having full gender parity in our lifetime is within reach. And after all, the data shows it's a goal well worth investing in.
