Assam Cattle Preservation Act to be strictly implemented: Himanta

Guwahati, The Assam Cattle Preservation Act will be strictly enforced in all districts of the state to prevent availability and consumption of beef within a five km radius of religious places of worship, Chief Minister Himanta Biswa Sarma said on Friday.
''The availability and consumption of beef during the recent Eid festival despite the ban within a 5 km radius of temples and other places of worship is a very serious matter. In this regard, we will take strict action under the Assam Cattle Preservation Act, 2021'', Sarma said at a press conference here.
After the Eid Uz Zuha festival this year, it has been seen that in some areas of sensitive districts like Dhubri, Goalpara and Hojai, several attempts have been made to create disturbances by throwing body parts, particularly skulls near temples and prayer halls, he said.
Sarma said that it has been observed that these have occurred near localities where beef consumption during Eid is common and all are within the restricted area of 5 km radius of places of religious worship.
''This has been in clear violation of the Assam Cattle Preservation Act which clearly states that beef consumption or its sale and distribution is banned within a radius of 5 km of religious places of worship. The concerned district administrations did not enforce this provision strictly leading to this situation'', he said.
If people had been made aware of the 5 km restrictions, these incidents could have been avoided, he added.
''I have directed all district commissioners to strictly implement the Act and ensure that slaughter, sale or consumption of beef is banned within the restricted area'', he said.
In places like Lakhimpur and Lakhipur in Goalpara district, it has been seen that these incidents have occurred in areas classified as tribal belts and blocks of Village Grazing Reserve and Professional Grazing Reserve where in many cases, people have occupied the land illegally, Sarma said.
''Even the leader of the opposition had said in the assembly that immigrants who came after a certain year cannot legally occupy or claim the land as their own. I have directed district commissioners and additional district commissioners to conduct a survey in these areas to identify those people whose families have not lived in Assam for at least three generations and prepare a list of all those people living in tribal belt, block or in VGR/PGR, particularly in the sensitive areas which will help us to take necessary legal action'', he said.
On Wednesday, seven persons were arrested following the alleged recovery of three cow skulls, approximately 30 metres from a 'Namghar' , in Lakhimpur district.
Recently, shoot-at-sight orders at night were issued in Dhubri where a day after the Bakrid, a cow's head was found in front of the Hanuman Temple and again the next day, another skull was found again there along with incidents of stone pelting reported.
On June 8, Sarma had said that a number of cattle were allegedly slaughtered illegally at several places during the Bakrid festival and parts of the meat were thrown at multiple locations across Assam.
Police have so far arrested over 60 people with over 50 in Dhubri alone in connection with illegal slaughter of cows with the intention of creating communal disturbances in the state.

‘No polluter will be spared': Delhi PWD minister announces crackdown on industrial discharge into Yamuna river

Delhi Public Works Department (PWD) and Water Minister Parvesh Sahib Singh on Friday ordered a city-wide crackdown on the discharge of illegal sewage and industrial waste into the Yamuna, kickstarting an enforcement campaign to tackle water pollution in the capital. Calling untreated sewage discharge a 'crisis that can no longer be ignored,' Singh directed all departments concerned to begin immediate inspections across Delhi's industrial and commercial establishments. 'No polluter will be spared. We will act — and act fast,' the minister was quoted as saying, in the statement issued by the PWD on Friday. According to the statement, the drive will target all establishments legally mandated to install and operate Sewage Treatment Plants (STPs) or Effluent Treatment Plants (ETPs). 'Comprehensive and time-bound inspections' are to be conducted to ensure these plants are both installed and functioning properly. The statement also noted that any non-compliance would invite strict legal action under the Water (Prevention and Control of Pollution) Act, 1974. Emphasising a 'zero-tolerance' policy, the PWD said penalties would be enforced 'with no exemptions or delays'. The Water Act allows for fines and imprisonment for discharging pollutants into water bodies without treatment or consent. A real-time e-dashboard will be developed to track inspection status, record violations, and monitor corrective measures. Departments have been directed to submit bi-monthly compliance reports to the minister's office to ensure regular monitoring and accountability. The minister also stressed that 'departmental coordination is key' and called for 'seamless coordination among all enforcement and technical departments' to eliminate delays and ensure timely action. The crackdown comes amid longstanding concerns over the pollution levels in the Yamuna. Despite previous clean-up plans and multiple deadlines, large volumes of untreated waste continue to flow into the river, especially from unregulated industrial clusters and unauthorised colonies, as per government records. 'This is not a symbolic act. It is a matter of survival and legacy. Delhi must rise to this challenge,' Singh said. The enforcement drive begins with immediate effect, said the PWD. High-risk zones and habitual defaulters will be prioritised. Citizens have also been encouraged to report instances of illegal discharge through local helplines or municipal channels.

India's gross direct tax collections rise 4.86% to ₹5.45 lakh crore in FY26 so far, net collections dip – Here's why

The gross direct tax collections in India for the financial year 2025-26 rose by 4.86 per cent to nearly ₹ 5.45 lakh crore as of June 19, from ₹ 5.19 lakh crore reported during the same period the previous year, according to data released by the Income Tax Department. There was a marginal dip of 1.39 per cent in the net tax collections, which stood at ₹ 4.59 crore, due to a 58 per cent increase in refunds issued, PTI reported. As of June 19, advance tax collections for the financial year 2025-26 were ₹ 1.56 lakh crore, a 3.87 per cent growth. The surge in advance tax collections was primarily due to a 5.86 per cent increase in corporate advance tax payments, while collections from non-corporate taxpayers decreased by 2.68 per cent. Even though corporate tax collections rose, the Securities Transaction Tax (STT) experienced a decrease, and the overall growth in collections was moderated by high refund outflows. The Income Tax Department recently launched the 'e-Pay Tax' feature, which is an online portal to make payments through the net banking facility of the authorised banks. The July 2024 Budget included a proposal for an extensive evaluation of the Income Tax Act of 1961. The aim was to streamline the Act for clarity, ultimately minimising disputes and litigation. On March 25, Union Finance Minister Nirmala Sitharaman mentioned that the new Income Tax Bill will be discussed during the Parliament's monsoon session. The Finance Minister has previously indicated in his budget speech that under the updated tax structure, individuals with earnings up to ₹ 12 lakhs will incur no tax liability thanks to the raised rebate of ₹ 60,000. On March 18, the government urged stakeholders to provide their suggestions on the newly introduced Income Tax Bill 2025, which is currently being reviewed by the Select Committee for detailed consideration.

Land dispute case: Telangana HC reserves order on A Revanth's plea to quash 2016 FIR; order reserved till July 18

HYDERABAD: Justice Moushumi Bhattacharya of the Telangana high court on Friday reserved orders to July 18 on a plea filed by former Congress MP and chief minister A Revanth Reddy seeking quashing of a 2016 FIR registered against him at the Gachibowli police station. The case was filed based on a complaint by N Peddi Raju, president of the Razole Constituency SC Cooperative Housing Society, alleging trespass and caste-based abuse during a land dispute in Gopanapalli, Rangareddy district. The matter is pending before a special court under the SC/ST (Prevention of Atrocities) Act. According to the FIR, Peddi Raju claimed Revanth's brother Kondal Reddy and one E Laxmaiah forcibly entered around two acres of land claimed by the society, demolished a compound wall and other structures, and abused him in the name of caste-allegedly at Revanth's behest. The 2019 chargesheet noted that though Raju claimed purchase of land for the society, the sellers lacked clear title. Meanwhile, Kondal Reddy claimed to have purchased 31 acres in the same survey number in 2005, registered in his name. The chargesheet concluded that the accused trespassed into land in possession of the society and carried out the demolition. Counsel Nimma Narayana, appearing for Peddi Raju, argued: "Though the chargesheet was filed five years ago, charges have not been framed, and crucial provisions under the Atrocities Act were left out." He reiterated that Kondal Reddy used caste abuse, allegedly on Revanth's instructions. The judge reserved her orders and posted the case to July 18.
