Amid backlash over PU renaming demand, PUCSC prez shelves proposal, issues apology
Chandigarh: Facing intense criticism from students, alumni, and political voices across Punjab, Panjab University Campus Students' Council (PUCSC) president Anurag Dalal has decided not to submit his proposal seeking to rename Panjab University as 'Panjab and Haryana University'.

The proposal, which had drawn support from Rohtak MP
, has been stalled amid growing opposition.
Dalal, in a video uploaded on social media, issued an apology. "I am not into divisive things… if anyone felt bad, I apologise," he said. Though the proposal had not yet been submitted to the vice-chancellor, Dalal confirmed he would not be going ahead with it.
The move has triggered strong reactions from former Panjab University student leaders.
Aam Aadmi Party MP Malvinder Singh Kang, who served as PUCSC president in 2002 and 2003, said, "Panjab University is not just an academic institution — it is Punjab's cultural, emotional and historical legacy. Its name reflects our identity before and after Partition." Kang pointed out that Haryana's colleges had voluntarily disaffiliated from Panjab University in 1973, and said demands to rename it now were unconstitutional and baseless.
Congress leader and former PU student leader Brinder Dhillon also slammed the demand, calling it "an attack on the legacy of Punjabi language and heritage". He said the name Panjab University carries the weight of sacrifice and shared memory and should not be tampered with for political optics.
Rohtak MP Deepender Hooda had earlier endorsed the renaming idea, saying it would acknowledge Haryana's contribution and that he would raise the matter in Parliament.

Several leaders from Punjab, cutting across party lines, rejected the statement. AAP and BJP both termed it an insult to Punjab's heritage. Despite the growing backlash, Hooda has not issued any clarification. Repeated attempts to reach him for comment went unanswered.
The backlash extended into student politics. PUCSC vice president Archit Garg publicly opposed the proposal, calling it "unnecessary and disconnected from student needs". Dalal's former election ally Sikander Boora also criticised the move. Several members of Dalal's own party, Student Front, voiced dissent, with some describing the proposal as "a distraction from real student issues".
AAP spokesperson Neel Garg said some leaders were resorting to stunts instead of addressing real issues, while BJP Punjab spokesperson Pritpal Singh Baliawal called the renaming proposal "an affront to Punjab's identity".

Oppn unites against govt's move to appoint CS as devp board chief
1 2 Chandigarh: Reacting sharply to the Punjab council of ministers' nod on Saturday to appoint the chief secretary as the chairperson of all urban development authorities, opposition parties in Punjab, Congress, Shiromani Akali Dal (SAD), and Bharatiya Janata Party (BJP) hit out at the AAP-led govt in the state, strongly condemning the move. Leader of the opposition in Punjab assembly Partap Singh Bajwa said chief minister Bhagwant Mann had "mortgaged Punjab's authority to Delhi's whims". In a post on X, the Congress leader said chief secretaries "take orders from the Punjab Development Commission controlled by Delhiwalas, reducing the elected chief minister of Punjab to a mere puppet". "This is a de facto coup of Punjab's democratic mandate," he said. Congress MLA from Bholath and chairman of the All India Kisan Congress, Sukhpal Singh Khaira, said the decision "effectively sidelines the elected chief minister and hands over critical governance functions to a bureaucrat". Khaira, in a statement, mentioned: "For the first time in 75 years of India's Independence, an elected leader, chief minister Bhagwant Mann, was replaced by a bureaucrat in such a vital role." Referring to Punjab finance minister Harpal Singh Cheema's statement that the move was necessitated due to the "busy schedule" of the CM, Khaira said it was a "flimsy excuse to mask Kejriwal's growing control over Punjab's governance". "This is not about schedules; this is about power. Kejriwal's takeover of Punjab is now complete, with Mann's authority systematically dismantled," he said. Khaira vowed to take the issue to the assembly, and if necessary, to the courts. "Punjab deserves transparent, accountable, and democratic governance, and we will not rest until that is restored," he said. SAD president Sukhbir Singh Badal, in a post on X, said by appointing the chief secretary as the chairman of all the urban planning and development authorities in Punjab, including PUDA, GMADA, GLADA, JDA, BDA, ADA, PDA, and others, CM Mann's "meek and unabashed surrender" to Arvind Kejriwal "is now complete". "He (Bhagwant Mann) has handed over control of Punjab's lands and development funds to his Delhi boss through a bureaucrat, who is a close aide of Kejriwal," Badal said. He said the move was "designed to hand over Punjab's entire wealth to looters, as it comes on the eve of the AAP govt's plan to acquire thousands of acres of Punjab's land, including 24,000 acres in Ludhiana alone". "This move is also final proof that Punjab is now being directly controlled by non-Punjabis, and even the pretence of ruling through Bhagwant Mann has ended. It is common knowledge that Punjab bureaucrats report directly to Kejriwal and his non-Punjabi associates," Sukhbir said. Punjab BJP spokesperson Pritpal Singh Baliawal said Mann had now officially handed over all development bodies to the chief secretary. "First, the Punjab Development Commission was snatched away from the CM and handed to the chief secretary and he further handed it over to the AAP Delhi nominees! "They've been installed to drain Punjab's resources for Kejriwal's empire in Delhi. The amendment proposed in the Punjab Regional and Town Planning and Development Act seeks to replace the CM with the chief secretary as chairperson of all urban development authorities. The govt, on the other hand, terms it as a "bold reform" aimed at "strengthening decentralised governance, speeding up decision making, and empowering the administrative setup to act swiftly on ground-level issues". The govt's statement said: "Previously, these authorities had inconsistent structures, Now, the cabinet has approved a uniform framework across all eight authorities with deputy commissioners and municipal commissioners included as members – ensuring that local matters are resolved efficiently at the authority level itself."

‘War on Drugs': Punjab Cabinet gives formal approval to panel overseeing campaign against drug abuse
Even as the Punjab Cabinet also gave ex-post facto approval for the constitution of the high-powered cabinet sub-committee to intensify the 'War on Drugs' program, the Congress party came down heavily on the ruling Aam Aadmi Party (AAP) government, accusing it of seeking publicity for its 'unsuccessful war against drugs.' On Saturday (June 21, 2025), the Punjab cabinet, in its meeting held in Chandigarh, chaired by Chief Minister Bhagwant Mann, gave ex-post facto approval for the constitution of the high-powered cabinet sub-committee to intensify the 'War on Drugs' program of the State of Punjab. 'This move will further help in day-to-day scrutiny of the ongoing war against drugs, thereby making Punjab free from the menace of drugs and weaning away the youth of the state from this scourge,' said an official statement from the Chief Minister's office. Terming the AAP's war against drugs campaign as unsuccessful, the leader of the Opposition in the Punjab Assembly, Congress's Partap Singh Bajwa, said, 'The AAP claimed that they successfully disrupted the supply chain of drugs, primarily heroin, during the first phase of the three-month campaign that ended in May. This claim is highly misleading. The drug supply chain remains intact, and Punjabi youth, including women, continue to abuse drugs, with overdose-related deaths still occurring. The AAP government has failed in the first phase of its fight against drugs.' He accused the AAP government of seeking publicity for its unsuccessful war against drugs. 'The AAP appears to be in a rush to prove it has tackled the drug issue. However, the reality on the ground is quite the opposite,' he added. Separately, the cabinet gave a nod to recruit 500 vacant posts of Assistant Superintendents, warders and matrons under the direct recruitment quota in the Jails Department. 'This move will act as a catalyst in further streamlining the functioning of the jails besides helping in making them safe and secure,' added the government statement.
