Dubai inspires Serbian officer to champion innovation and compassion in policing

DUBAI (ALETIHAD)Lieutenant Colonel Dalibor Krstajić of the Ministry of Interior of the Republic of Serbia has described his participation in the Police Innovation and Leadership (PIL) Diploma, hosted by Dubai Police in partnership with the Rochester Institute of Technology, as a transformative experience that redefined his view of modern law enforcement.With almost two decades of experience in criminal investigations, task forces, and fugitive apprehension, Krstajić currently leads the Fugitive Active Search Team in Serbia.Speaking about the programme, which brought together police officers from 38 countries, he said it offered invaluable exposure to innovative technologies, diverse leadership approaches, and, most notably, a powerful model of organisational compassion.
'The diploma opened my eyes not only to the future of policing in terms of artificial intelligence and smart systems,' he explained, 'but also to something more profound—the human element. What impressed me most was how deeply Dubai Police cares for its people.'
An Emphasis on Officer WellbeingKrstajić pointed specifically to Dubai Police's Happiness & Positivity Council and internal wellbeing initiatives, which offer psychological and emotional support to officers.'It is rare to see a policing institution with dedicated structures focused on the wellbeing of its personnel,' he said. 'If I ever have the opportunity, I will suggest that our Psychology Department exchange knowledge, experience and practices in this area, as well as get the information about working model of Dubai Police".He added that while the technological capabilities of Dubai Police—such as AI-driven surveillance, drone operations, and smart police stations—were remarkable, it was the human-centred leadership philosophy that left the deepest impression on him.
Strategic Learning and Practical ApplicationKrstajić noted that although the core of his current role is operational, the strategic leadership modules offered long-term value. He expressed particular interest in the use of future foresight tools, organisational planning, and adaptive leadership practices. 'Much of the knowledge gained here will benefit me in future roles. It gives you the tools to plan, to lead, and to think beyond day-to-day operations," the officer said.He also praised Dubai Police's community engagement models, calling them 'clear examples of how trust and transparency can be cultivated through proactive communication.'
Serbian PrideKrstajić was proud to witness the participation of Serbian teams in the UAE SWAT Challenge, an elite international competition held during the PIL programme. 'Seeing our officers perform on such a global stage was a moment of great pride. It also reminded me that international collaboration in policing is more vital than ever.'
Inspiring Experience Reflecting on the overall organisation of the programme, Krstajić offered his sincere gratitude to Dubai Police. 'This diploma was not about abstract theories. It was built on real-world experiences and practical insights, shared by professionals with decades of field knowledge. It was a rare opportunity to learn, reflect, and grow—and I leave here inspired.'
He concluded, 'Innovation is not only about technology. It is about doing what we have always done, but in a smarter, more thoughtful, and more human way. That is the lesson I take home with me from Dubai.'

22 June 2025 19:13 MUSCAT (ALETIHAD)His Majesty Sultan Haitham bin Tarik on Sunday issued Royal Decree No. (56/2025) promulgating the Personal Income Tax Law, after the same was presented before the Council of (1) states that the 'Personal Income Tax Law', attached to this decree, shall be (2) stipulates that the Chairman of the Tax Authority shall issue the Executive Regulation of the law attached to this decree within one year of the date of publication of the same in the Official Gazette. The Chairman of the Tax Authority shall also issue the decisions necessary for the implementation of the Law's provisions. Article (3) cancels the clause (1) of the article (18-bis) of the Income Tax Law issued by Royal Decree No. (28/2009). It also cancels all that contradicts the attached law or contravenes its provisions. Article (4) says that this decree shall be published in the Official Gazette and enforced from January 1, 2028. Know the law The Personal Income Tax Law consists of 76 articles distributed across 16 chapters. The law will impose a 5% tax on the taxable income of natural persons whose gross annual income exceeds 42,000 Omani Rial, derived from specific income types as defined by the law. The law will come into effect at the beginning of Tax Authority said that the Personal Income Tax Law complements the tax system in line with Oman's economic and social conditions and aligns with the role assigned to the Tax also contributes to the objectives of Oman Vision 2040 by diversifying income sources and reducing reliance on oil revenues, with targets of 15% of GDP by 2030 and 18% by 2040. Additionally, the tax aims to promote wealth redistribution among societal segments, enhancing social justice, while supporting the state budget and specifically financing part of the social protection Authority also affirms that the implementation of the personal income tax follows an in-depth study assessing its economic and social impact, based on income data from various government entities. The study established a carefully considered exemption threshold, revealing that approximately 99% of Oman's population will not be subject to this the exemption threshold is set high at 42,000 Omani Rial, and the tax rate is low at 5%. The law also includes deductions and exemptions accounting for social considerations in the Sultanate of Oman, such as education, healthcare, inheritance, zakat, donations, primary housing, and other Mubarak Al Saadi, Director of the Personal Income Tax Project, confirmed that all necessary preparations and requirements for implementing the tax have been completed. The executive regulations of the law will be issued within one year of its publication in the Official told Oman News Agency (ONA) that an electronic system has been developed by the Tax Authority to promote voluntary compliance and has been linked with the departments concerned to ensure accurate income calculation and verification of tax declarations. The Tax Authority has also strengthened its workforce through specialized training programs in line with the tax implementation requirements. Additionally, guidance manuals for natural and legal persons will be published according to a predetermined schedule.

In a statement, Archer said the collaboration would initially focus on Jetex's facilities in the UAE but is expected to expand across Jetex's global network of 40 private aircraft terminals in more than 30 countries. The partnership will involve designing passenger experiences, deploying charging infrastructure, and integrating Archer's Midnight eVTOL aircraft into daily operations at terminals serviced by founded in 2005 and headquartered in Dubai, offers a wide range of private aviation services including fixed-base operations (FBOs), ground handling, fueling, global trip planning, aircraft charter and concierge services. The company caters to corporate, commercial, and personal air travel markets and is known for its high-end service standards. 'eVTOL technology is an instrumental part of our industry, designed to transform urban mobility and shape the future of business aviation,' said Adel Mardini, Founder and CEO of Jetex.
