
Oman's circular solar economy: Opportunities & challenges in PV sustainability
Oman is steadily advancing toward its Vision 2040 goals, with renewable energy playing a crucial role in its economic diversification strategy. With an abundance of sunlight, the country has invested heavily in solar energy projects, including the Ibri II and Manah 1&2 solar plants. However, as Oman accelerates its solar adoption, it must also prepare for the challenge of managing solar photovoltaic (PV) waste. Without a structured approach to recycling and circularity, the country risks facing a growing environmental burden and lost economic opportunities.
A recent report titled 'Circular Solar: Opportunities and Challenges in Solar PV' by the University of Cambridge Institute for Sustainability Leadership (CISL), IfM Engage, and E.ON Group Innovation GmbH highlights the importance of integrating circular economy principles into the solar sector. This essay examines how Oman can benefit from solar circularity, leveraging international best practices to strengthen its renewable energy sustainability, create economic opportunities, and establish itself as a leader in the Gulf's green transition.
CIRCULARITY IN SOLAR ENERGY
Solar PV technology has experienced rapid global growth, driven by declining costs and technological advancements. The International Renewable Energy Agency (IRENA) predicts that by 2050, global solar installations will exceed 4.6 terawatts (TW), but this will also result in over 200 million metric tonnes of solar panel waste. Without a proper recycling framework, most of this waste will end up in landfills, leading to resource loss and environmental hazards.
Oman's increasing reliance on solar power makes it essential to address this challenge early. By incorporating circular economy strategies, the country can reduce environmental damage, lower costs for new solar projects, and extend the lifespan of solar investments. The question remains: How can Oman effectively integrate solar circularity into its renewable energy policy framework?
OMAN IN THE CIRCULAR SOLAR ECONOMY
One of the most effective approaches for Oman is adopting the '4R' framework outlined in the report: Reuse, Refurbishment, Remanufacturing, and Recycling. Reuse involves extending the life of solar panels through repairs and repurposing, while refurbishment upgrades panels for secondary applications. Remanufacturing disassembles panels to rebuild new ones using recovered components, and recycling extracts valuable materials like silver, silicon, aluminum, and copper for reuse in new solar panels.
Oman can also learn from the European Union's (EU) circular solar policies. The Waste from Electrical and Electronic Equipment (WEEE) Directive mandates that 85% of solar panels must be collected and recycled by manufacturers. By implementing similar regulations, Oman can prevent improper disposal, promote responsible recycling, and attract investments in solar waste management.
The circular solar economy also presents a strong economic opportunity. According to SolarPower Europe, the EU solar recycling sector could create over 16,000 jobs by 2028. In Oman, solar panel refurbishment and recycling facilities could lead to new employment opportunities in green industries, fostering public-private partnerships and attracting foreign investments in sustainable technologies.
Moreover, Oman has the potential to position itself as a regional hub for solar PV sustainability. As Saudi Arabia, the UAE, and other GCC nations expand their solar industries, Oman can lead by establishing solar PV recycling and refurbishment facilities, serving both domestic and regional markets.
CHALLENGES
Despite the benefits, Oman faces several challenges in developing a circular solar economy. One of the biggest obstacles is weak market formation for solar PV recycling. Due to the availability of cheap new solar panels, there is low demand for second-life panels. Additionally, many businesses and consumers are unaware of solar circularity, and there is a lack of certification for refurbished panels, making their resale difficult.
Another major challenge is the absence of large-scale solar recycling infrastructure. Oman currently does not have dedicated facilities for solar panel recycling, which means that decommissioned panels either end up in landfills or are exported without proper oversight. To address this, the government must incentivize private sector investment in recycling facilities and establish a national network for collecting and processing solar waste.
Policy gaps also hinder progress.
While Oman has made strides in solar energy expansion, there is no dedicated regulation for solar panel recycling or circular economy mandates. Implementing policies such as extended producer responsibility (EPR)—which makes manufacturers responsible for collecting and recycling old panels—could ensure sustainable end-of-life management.
Finally, technological and financial barriers pose additional difficulties. High-tech solar recycling methods, such as chemical and thermal processes, require substantial investment. To overcome this, Oman can partner with international solar firms, leverage regional cooperation within the GCC, and establish joint ventures with recycling technology leaders.
RECOMMENDATIONS
To effectively integrate circularity in its solar energy sector, Oman should take several key steps.
First, the government must develop a National Solar Circularity Policy that includes mandates for solar panel recycling, producer responsibility regulations, and incentives for second-life PV solutions. A well-structured policy would create clear guidelines for manufacturers, businesses, and consumers, ensuring that solar waste is managed sustainably.
Second, Oman should incentivize private sector investment by offering tax benefits and financial support to companies engaged in solar panel recycling and refurbishment. Establishing public-private partnerships (PPPs) can also accelerate the development of solar circularity projects.
Third, investment in solar recycling R&D and infrastructure is crucial. Oman should set up pilot recycling plants in free zones or industrial areas, where businesses can test and develop solar PV recycling solutions. Universities and research institutions can also play a role by conducting studies on cost-effective solar waste management techniques.
Fourth, Oman must promote public awareness and introduce a certification system for second-life PV panels. Consumer education campaigns can encourage businesses and individuals to opt for refurbished solar panels, reducing unnecessary waste. A government-backed certification systemwould also ensure that reconditioned panels meet quality standards, making them a viable alternative to new imports.
Finally, Oman should strengthen regional and global collaborations. Partnering with the EU and China, both of which have advanced solar recycling programmes, could help transfer knowledge and best practices. Additionally, advocating for a GCC-wide policy on solar PV circularity would enable cross-border cooperation in solar waste management.
CONCLUSION
Oman's renewable energy transition is a step in the right direction, but it must also address the end-of-life challenges associated with solar PV technology. The circular solar economy offers a solution that is not only environmentally necessary but also economically beneficial. By adopting EU-style regulations, investing in solar recycling infrastructure, and fostering public-private partnerships, Oman can position itself as a leader in solar sustainability in the Gulf.
The transition to a circular solar economy will require policy reforms, investment in technology, and regional collaboration, but if implemented successfully, Oman will reap long-term benefits in sustainability, economic diversification, and job creation. As the global pursuit of carbon neutrality accelerates, green hydrogen is quickly emerging as the cornerstone of a cleaner energy future and Oman is uniquely positioned to lead the charge. Situated at the crossroads of Europe, Asia, and Africa, the Sultanate of Oman is not simply embracing another alternative fuel; it is shaping its role as a pivotal player in the energy systems of tomorrow. With abundant solar radiation, expansive wind corridors, promising government policies, and world-class port infrastructure, Oman offers an unrivaled combination of natural and logistical assets. While others contend with sluggish bureaucracy, Oman has enacted agile policies and rolled out attractive incentives that are already drawing serious investment. This proactive approach provides the country with a vital head start. But the implications go far beyond economic gains. In an era when energy independence equates to geopolitical influence, green hydrogen presents Oman with a chance to move from energy supplier to strategic architect on the global stage. Globally, green hydrogen momentum is building at unprecedented speed. The International Energy Agency (IEA) estimates that global electrolyser capacity could reach between 134 and 850 gigawatts by 2030, with up to 8 million tonnes of hydrogen produced annually. Germany has pledged €9 billion to establish 5 GW of domestic electrolyser capacity. Japan has earmarked $21 billion over 15 years in subsidies. Meanwhile, Australia's Western Renewable Energy Hub envisions up to 26 GW of combined solar and wind dedicated to green hydrogen and ammonia export. Saudi Arabia's $8.4 billion NEOM project plans to deliver 1.2 million tonnes of green ammonia annually by 2026 using 3.9 GW of renewable capacity. For Oman, this transition is not just about sustainability. It's a strategic leap one that can reshape the national economy and redefine the country's place in global energy geopolitics. With abundant solar radiation, expansive wind corridors, promising government policies, and world-class port infrastructure, Oman offers an unrivaled combination of natural and logistical assets. Oman, however, is not simply following this trend it is writing its own chapter. Under Vision 2040 and its National Energy Strategy, the country aims to generate 30% of its electricity from renewables by 2030. Established in 2022, Hydrogen Oman (Hydrom) oversees the licensing, policy frameworks, land auctions, and infrastructure required to scale up the hydrogen economy. By early 2024, Hydrom had signed six landmark agreements around the ports of Duqm and Salalah, partnering with major global firms such as BP, ACME, Uniper-DEME (Hyport Duqm), EDF-JPower-Yamna, ACTIS-Fortescue, Green Energy Oman, and Marubeni Samsung. These deals, which represent approximately 15 GW of planned renewable capacity, are expected to produce over 700,000 tonnes of green hydrogen and draw nearly $20 billion in investment. Time is of the essence. As countries advance toward 2050 net-zero commitments, Oman's natural endowment and control over key maritime routes position it to seize a narrowing window of opportunity. Green hydrogen's promise lies not only in its environmental credentials produced via renewable-powered electrolysis with zero emissions but in its remarkable versatility. Unlike grey hydrogen, which emits greenhouse gases, or blue hydrogen, which depends on still-unproven carbon capture technologies, green hydrogen has the unique ability to decarbonise hard-to-abate sectors like steel manufacturing, aviation, maritime shipping, road transport, fertiliser production and large-scale renewable energy storage. Among the standout projects is Hyport Duqm, a collaboration between OQ, Uniper, and DEME Group, which will use 1.3 GW of solar and wind to operate a 500 MW electrolyser system, generating 60,000 tonnes of green hydrogen per year, convertible into 330,000 tonnes of green ammonia. Phase one is set for 2026. Meanwhile, ACME's Duqm based facility, a $3.5 billion project powered by 3 GW of solar and 500 MW of wind, aims to deliver up to 900,000 tonnes of green ammonia annually. In Salalah, consortia including EDF/JPower/Yamna and ACTIS-Fortescue plan to install 4–4.5 GW of renewable capacity to produce between 175,000 and 200,000 tonnes of green hydrogen annually, with the goal of exporting one million tonnes of green ammonia. These initiatives are beginning to pay off. Oman is projected to claim 60% of the Middle East's green hydrogen exports by 2030, outpacing regional competitors like the UAE and Saudi Arabia. Beyond decarbonisation, this shift offers economic resilience. As oil and gas gradually decline in global relevance, hydrogen promises to diversify Oman's GDP, stabilise state revenues, and create an estimated 70,000 high-skill jobs, including 17,000 leadership roles, by 2050. Oman's integrated strategy sets it apart. Unlike nations struggling with fragmented regulations or isolated infrastructure, Oman offers a coordinated, investor-ready ecosystem led by Hydrom and supported by free-trade zones in Duqm and Salalah. Its hydrogen program matches or surpasses benchmark initiatives like Saudi Arabia's NEOM or Australia's Pilbara region not just in capacity but in execution. Now entering its implementation phase, Oman's hydrogen vision is rapidly becoming reality. What began as policy ambition is evolving into structural transformation. Green hydrogen is reinvigorating industry, attracting global alliances, and enhancing Oman's international profile. Guided by Vision 2040 and powered by its renewable wealth, Oman is no longer just entering the hydrogen race; it is helping define it.

Omani exports to Italy notably more than doubled from €103.9 million in 2023 to €243.4 million in 2024, indicating diversification potential. While Italy maintained a considerable surplus with €692.3 million in exports to Oman, NCSI (National Centre for Statistics and Information) data for 2024 shows Oman's trade deficit with Italy exceeding RO 32 million. Oman's exports, mainly unwrought aluminiums and ferro-chromium, reflect its industrial strength, while Italy's exports of industrial components, machinery, and tools (totaling approximately RO 40.07 million in imports for Oman) highlight its role as a technology supplier. This complementary trade structure points to significant opportunities for investment, joint manufacturing, and technology transfer to boost Oman's value-added production. Italy is tourist attracting country, with 57 million attracted in 2023, one of Oman's top agenda is to boost tourism. There is some synergy in this field. Italian tourists are attracted to Oman, some agencies hire chartered flights. 16 FF Oman&Italy-A Partnership of Opportunity The convergence of Oman's national development agenda, Vision 2040, with Italy's advanced industrial and technological capabilities, creates a fertile ground for strategic investment and business opportunities across multiple sectors. Italy, with its strengths in green technologies, advanced engineering, and sustainable development, is uniquely positioned to support these goals. Key sectors for enhanced collaboration include the energy transition, particularly green hydrogen, where Oman plans ambitious investments, with Italy offering innovation and expertise. Opportunities also exist in advanced oil and gas technology, as Oman actively seeks foreign expertise in sophisticated drilling, hydraulic fracturing, and enhanced oil recovery (EOR) technologies. Italian companies like ENI and Saipem are already well-established in this sector in Oman. Infrastructure and construction present significant demand for Italian expertise, equipment, and services, driven by Oman's Vision 2040 mega-projects like the Duqm Refinery and the expansion of Muscat International Airport. Italian technical expertise is also highly sought after in technology and innovation, aligning with Oman's long-term development strategy. Oman's burgeoning tourism sector, emphasising eco-tourism, cultural preservation, and sustainable development under its Tourism Vision 2040, offers significant opportunities for Italian companies specialising in sustainable tourism development and cultural heritage management. Italian archaeological and restoration knowledge has already greatly benefited Omani heritage projects. Oman also presents a consistent market for premium "Made in Italy" products across fashion, footwear, jewelry, luxury goods, and shipbuilding. Furthermore, opportunities in water and waste management align with Oman's sustainable development goals, offering further avenues for collaboration. Exchange of students can be an area. Oman armed forces and security forces use Italian equipment. A possible area of FDI Both nations stand to gain substantially.
