No electricity surcharge for Sabah, Labuan users until year-end

KOTA KINABALU: All electricity users in Sabah and the Federal Territory of Labuan will not face any surcharge from July to December 2025, following the state government's decision to implement the Imbalance Cost Pass-Through (ICPT) mechanism for the six-month period.
The move, approved by the Sabah government, is based on stable and controlled power generation costs, which do not require the imposition of a surcharge on any category of users, unlike in previous review cycles.
The ICPT mechanism falls under the Incentive-Based Regulation (IBR) framework, which allows for a tariff review every six months.
'This review reflects the difference between actual and projected generation costs, as approved during the regulatory period by the State Government,' said Energy Commission of Sabah (ECoS) in a statement on Wednesday (June 11).
According to the statement, this latest implementation will benefit all electricity users, including those under public distribution licensees. It ensures that electricity bills in Sabah and Labuan will remain unchanged throughout the six-month period.
The decision is expected to provide continued financial relief to households and businesses alike amid cost-of-living pressures.

'Alhamdulillah, we are witnessing a surge in investment activity and an increase in state revenue over the past few years. This is a testament to the effectiveness of the government's strategic approach,' he said. Hajiji said this in his speech during the 74th official birthday celebration of the Head of State, Tun (Dr) Musa Aman, held at Istana Seri Kinabalu on Saturday. He emphasised that agriculture remains a key focus area for the State Government, as it plays a crucial role in strengthening food security in Sabah. Among the notable initiatives, he said, is the establishment of the Sabah Paddy and Rice Board (LPBS) and the launch of the Paddy Crop Takaful Scheme (STTP), which aims to raise the state's rice self-sufficiency level from the current 24 per cent in 2025 to 60 per cent by 2030. 'This is a strategic move to enhance Sabah's self-reliance in food production while reducing dependency on imports,' he stressed. In line with developing future-ready talent, Hajiji said human capital development, particularly among youth, remains high on the government's agenda through various empowerment programmes involving skills training, education, entrepreneurship, leadership and sports. The State Government, he added, has also approved the establishment of the Sabah State TVET Council as a coordinating and monitoring platform for technical and vocational education and training in line with industry demands. 'We want to ensure that Sabah's youth are equipped with relevant knowledge and skills to meaningfully contribute to the development of the state and the nation,' he said. On federal-state ties, Hajiji reiterated that the close cooperation and good relations with the Federal Government will continue to be upheld to ensure Sabah is not left behind in the national development agenda. He expressed appreciation for the Federal Government's various forms of assistance and initiatives, especially in areas such as infrastructure, health, education and security. Hajiji also thanked the Prime Minister for his firm stance in safeguarding Sabah's rights and sovereignty, including the recent success in fending off foreign claims against the state at the international level. 'Malaysia's success in defending Sabah from external claims affirms the state's sovereign status under the Malaysian Federation and provides reassurance and confidence to the people of Sabah,' he said. Hajiji also conveyed his heartfelt birthday wishes to Tun Musa in conjunction with his 74th official birthday and prayed for continued good health and blessings for him and Toh Puan. 'The State Government and the people of Sabah extend our deepest appreciation for Your Excellency's leadership and enduring service. May Allah SWT bless Tun with longevity and continued protection,' he said. Kota Kinabalu: Sabah recorded RM7.3 billion in manufacturing investments in the first quarter this year, making it Malaysia's top destination for the sector. State Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe said Sabah also ranked third overall in total investments across all sectors, adding that the next step is to empower local SMEs to industrialise and compete globally. 'This is a positive sign that Sabah is gaining traction, but we cannot just rely on external investment. Our local businesses must participate in this growth and move beyond being just small,' he said, when officiating the SME Sabah Conference 2025, Friday. Phoong said SMEs must shift towards becoming small and medium industries (SMIs) that produce export-ready goods. 'We must create, not just consume. We need more products made in Sabah, exported from Sabah,' he said. To support this, he said the State Government has allocated RM15 million this year to help small businesses acquire machinery, adopt automation and scale up operations. He also noted that Sabah's export volume rose by 11 per cent up to May, indicating an increasingly stronger industrial base. 'This shows that when we build capacity, Sabah can move toward becoming an export-driven economy. We cannot depend on imports forever,' he said. The conference was officially recognised by the Institution of Engineers Malaysia (IEM), which he said affirms the quality and technical relevance of the discussions held. 'To our engineers and technical experts, your knowledge is vital in strengthening Sabah's industrial ecosystem,' Phoong said. He announced the development of a 100-megawatt Battery Energy Storage System (BESS) in Lahad Datu, the largest in Southeast Asia. 'The project will help stabilise Sabah's power grid and meet the rising demands of an expanding industrial sector,' He also welcomed AirAsia's new Kota Kinabalu-Taipei-Fukuoka route, saying it would benefit both the tourism and investment sectors. 'It's not just about tourists. More direct connectivity means more investors and business travellers can easily access Sabah,' he added. However, he voiced concern over upcoming federal policies that could increase costs for SMEs, including the rationalisation of RON95 and diesel subsidies, SST expansion and the Sabah Labour Ordinance set to take effect July 1. 'We should not implement all these policies simultaneously. Each must be carefully reviewed to determine which should move forward, which should be postponed and which need to be re-evaluated,' he said. Phoong said he had raised these concerns during a national SME consultation chaired by Datuk Ewon Benedick and welcomed Prime Minister Datuk Seri Anwar Ibrahim's openness to policy reviews. He said Sabah's unemployment rate had dropped to 6.7 per cent in the first quarter, down from 8 per cent last year, and noted that companies such as ConocoPhillips have reaffirmed investment in the State. 'This tells us the economy is moving forward and investor confidence is returning,' he said. Phoong concluded on a light note, saying employers are now looking for the right people and so are voters.
