
Rush to bring whole country under new Rent Pressure Zones by end of week
Legislation to expand the zones under which rent increases are limited to 2pc, are expected to be signed off on by the Cabinet today, before being put to a Dáil vote as an emergency measure over the coming days.
About 17pc of tenancies do not come under the current rules, which will be implemented 'at the earliest possible date' if passed by the Oireachtas.
Meanwhile, the former chief executive of the HSE, Paul Reid, is to be named as the chairperson of the new planning body which will replace An Bord Pleanála.
It is expected that his name will be brought to cabinet to be appointed as chair of An Coimisiún Pleanála.
Mr Reid, who took over as head of the HSE in 2019, became a household name during the Covid-19 pandemic.
He stepped down from the position in 2022 to spend more time with his family and with the belief that the HSE was 'entering a new phase and that the appointment of a new leader was now timely'.
Memos going before the Cabinet tomorrow are to include the expansion of the remit of the Land Development Agency and changes to the Rent Pressure Zone system, which was agreed by the Cabinet last week.
Housing Minister James Browne will bring a memo to the Cabinet to establish the new body to replace An Bord Pleanála, in a move to reset the organisation and its culture.
As part of the establishment of An Coimisiún Pleanála there will be a number of changes, including a restructuring of the organisation as well as a new governing board, with Mr Reid as chairman.
The body will be subject to statutory mandatory timelines, which will aim to give greater certainty to applicants.

The board will also appoint a chief planning commissioner.
The overhaul of the former planning commission is part of number of recent changes that have been brought to the Cabinet in recent weeks in relation to planning.
This includes the ability of developers to seek extensions to planning permissions that were caught up in judicial reviews, and changes to planning exemptions to allow for modular units and granny flats to be built without permission.
Meanwhile, designated cost rents from the Land Development Agency (LDA) are set to be exempt from corporation tax, under plans going to the Cabinet today.
The Government is expected to sign off on plans to expand the remit of the LDA.
Plans to change the agency's powers include amending legislation to allow for it to deliver increased levels of private housing.
Changes will also allow for the increased acquisition of private land.
Currently, the LDA focuses on building large developments in cities and towns including Dublin, Cork, Galway and Kildare.
However, proposals going before the Cabinet will see housing delivery by the LDA expanded beyond where the agency currently operates.
It will also consider strong land transfer powers to the LDA for public land that is owned by commercial state bodies. There will be a particular focus on 'underutilised' state lands.

In the case before Ennis District Court, Judge Alec Gabbett imposed a fine of €1,000 and costs of €1,600 on Shannon based sun-bed business, Solcraft Ltd for selling a sun-bed session to a 15 year old girl at its sun-bed premises, Cosmopoli Tan in Shannon last November. The Health Service Executive (HSE) brought the rare prosecution under Section 4 of the Public Health (Sunbeds) Act 2014 after a 15 year old 'secret shopper' was deployed by the HSE to do a test purchase at Cosmopoli Tan at Unit 7, Block E, Bru Na Sionna, Shannon on November 26th 2024. Solicitor for the HSE, Barry Kelleher of of Comyn Kelleher Tobin solicitors told the court on Friday that on the date 'a 15 year old child attended at the salon and approached the counter and asked for use of sun-bed session' Mr Kelleher said that 'the child asked for three minutes of time and she was told that she could get four minutes for the price of three'. Mr Kelleher said that the child 'was never asked for her age or ID'. He said that the firm has no previous convictions. He said that the transaction took place and the child left the premises. Solicitor for the firm, John Casey said that the business has a number of notices placed across its premises saying 'No ID, no sunbed' and similar notices. Mr Casey said that on that date the company was found to be in compliance. Mr Kelleher said the test purchasers deployed by the HSE don't actually take the sun-bed sessions. Judge Gabbett said: 'You would need danger money to do that.' Mr Kelleher told the court that people aged under 35 who undergo sun-bed sessions increase their risk of contracting melanoma by 75pc. Judge Gabbett said that 'children should not in these premises - that is very straightforward' Judge Gabbett said that he was imposing the €1,000 fine as a deterrent to ensure compliance. When the case first came to court last month, Judge Gabbett remarked that it is a good thing that children are banned from having sun-bed sessions stating 'it is a pity that this doesn't apply to adults as well." Asked on the level of enforcement activity under the Public Health (Sunbeds) Act, a spokesman for the HSE said last month: 'In 2024, ten fixed payment notices were served and four prosecutions taken by the National Environmental Health Service under the Public Health (Sunbeds) Act 2014. He said: 'Two of the prosecutions were for sales to minors and both were upheld by the court.' He added: "In 2023, seventeen fixed payment notices were served, and four prosecutions taken by the National Environmental Health Service (NEHS) under the Public Health (Sunbeds) Act 2014. Delays to housing plan could push it back to September
The Government is discussing a delay to publishing its new housing plan until after the summer. The plan, which is to replace the last coalition's Housing for All approach, was due to be published during July, but it looks as though it could slip into September before it is made publicly available. Senior Government figures said the new plan could not be completed until the publication of a review of how the State is going to fund its multi-year infrastructure delivery programme, which is now expected in late July. That review – of the National Development Plan (NDP) – is expected to add many billions in allocations for roads, public transport, the electricity grid and water infrastructure, among other things. But it needs to be completed before Minister for Housing James Browne publishes the coalition's roadmap for how it will hit its housing targets.
